My nervous system is fried… my body vibrates, and I believe they just destroyed my nervous system. I am referred to as a Targeted Individual and I need help now. I am submitting this comment as an individual member of the public because I have personal concerns and experiences involving electromagnetic fields (EMF), radiofrequency (RF) radiation, wireless technology, and possible effects on health. For around five years, I have considered myself a so-called “targeted individual.” I believe I have been subjected to electromagnetic exposure that I associate with what I perceive as targeting, including exposure I believe may come from 5G infrastructure and satellites. I understand that I cannot independently prove the source of these exposures or establish that they are deliberately directed at me. I am asking HHS to investigate concerns like mine seriously rather than simply dismissing them. During this period I have experienced symptoms including skin rashes, dizziness, memory problems, difficulty sleeping, and problems with concentration. These experiences have affected my daily life. I have sought medical help and diagnosis, but I felt that the healthcare professionals I encountered were not sufficiently informed about possible electromagnetic exposure. I felt that some of the approaches taken did not address the concerns I was trying to explain. I have also used an RF meter in my home. I observed what appeared to me to be significant RF readings even when I was not aware of a nearby 5G tower and mainly knew of Wi-Fi or other wireless equipment in the area. I understand that a consumer RF meter reading alone cannot identify the exact source of a signal, determine whether an exposure is harmful, or prove that exposure caused a symptom. However, these observations made me concerned about how much wireless radiation people may actually encounter in their homes and local communities. I believe there needs to be more independent research into long-term and cumulative exposure to RF and EMF. Research should look at real-world exposure, including 5G, future 6G systems, Wi-Fi, satellites, smart meters, wireless medical devices, wearable technology, Internet of Things devices, smart homes, and other sources people encounter every day. I would like HHS and other relevant agencies to examine whether current exposure standards adequately reflect long-term, repeated, and combined exposure from many wireless sources. Exposure should also be measured in a consistent and transparent way so people can better understand what they are being exposed to in homes, workplaces, schools, and communities. I believe healthcare professionals should have access to balanced information about electromagnetic exposure. This information should clearly distinguish what is established, what remains uncertain, and how people reporting symptoms can be properly evaluated without automatically assuming that EMF exposure is either the cause or not the cause. I am also concerned about privacy and the possibility of unwanted surveillance or monitoring. I have concerns that government agencies or other organizations could potentially use technology in ways that people do not understand or consent to. I recognize that concerns about government surveillance are not the same as verified evidence that surveillance is occurring. I believe these issues should still be subject to appropriate legal safeguards, oversight, transparency, and independent investigation. I do not believe people who live peacefully and have committed no crime should be subjected to secret technological monitoring or interference. Government use of advanced technologies should have clear legal authority, meaningful oversight, accountability, and protections for individual privacy and civil rights. I also believe we should consider whether every new wireless technology is necessary and whether wired alternatives can be used where practical. People should have meaningful choices about how much wireless technology they use in their homes and workplaces. My concerns are not only about children. I believe the entire population deserves clear information about environmental exposure to RF and EMF. Research should also examine whether different groups may experience different levels of exposure or sensitivity. I would also like more research into possible environmental effects, including effects on wildlife and ecosystems, as wireless infrastructure continues to expand. Most importantly, I am asking for independent, transparent, long-term research. I am not asking HHS to accept my personal interpretation as established scientific fact. I am asking for my experience, and the experiences of other people reporting similar concerns, to be treated as information that can be investigated properly. The public deserves clear information about electromagnetic exposure, better ways to measure it, honest communication about uncertainty, stronger privacy protections, and research that is independent from commercial or other conflicts of interest. I've been targeted with electromagnetic weapons since July 2007 in apparently a modern MKUltra program. At the first approach it felt like pressure on the skin at the right side of my head, curiously the side that faced the street and a hotel in front of the apartment I lived on. I had to avoid the rooms that faced the street otherwise and it worked for the first month or so. Then eventually it started from the apartment above and the pain on my head was extreme. I went to sleep in pain and shortly after waking up they resumed the targeting. No one helped me because no one believed me. When using heavy shielding like thick metal they increased the power and I felt very dizzy, I had to use gel packs and anything that could provide some shielding back then, then eventually used velostat + magnets that helped block it somewhat. But it didn't stop, and it wasn't just electromagnetic radiation: I've experienced almost 20 years of an absolute nightmare, and also found out I'm not alone in this, i've found many other REAL targets online, most from the US. However for now I just want to address that targeting, experimentation and torture with electromagnetic weapons is active and happening in the US and other countries. Please don't dismiss the US targets claims as paranoid hallucinations or delusions from schizophrenics, we need a serious investigation from competent authorities from the US, because seems like no one else is even interested on investigating the harmful effects of non-ionizing radiation. I am writing as a resident of Piscataway, New Jersey and one of a growing number of American citizens who report experiencing effects consistent with directed energy weapons (DEWs) and unauthorized neurological surveillance technology. This experience is often described within the “Targeted Individual” (TI) community, and I am asking that it be taken seriously and referred for investigation. What I and others report experiencing includes: 1. Microwave Auditory Effect / V2K: The perception of voices or sounds without an external source, a phenomenon first documented by Dr. Allan Frey in 1962 and studied since in various military and research contexts. 2. Remote Neural Monitoring (RNM): A reported sense of thoughts, reactions, or private information being anticipated or known by others without any means of them having learned it conventionally. 3. Physical effects consistent with directed energy exposure: Pain, burning sensations, nerve-related symptoms, and cardiac irregularities reported without clear medical cause 4. Severe psychological distress: Panic, despair, and other extreme states reported by many in this community as arising suddenly and without a clear personal trigger. I want to be direct about the state of the evidence: these reports are not, at this point, independently verified in the way a courtroom or scientific body would require. What they are is a consistent, cross-referenced pattern reported by a large and growing number of unconnected individuals, warranting investigation rather than dismissal. The U.S. government’s own acknowledgment of “Havana Syndrome” among diplomatic and intelligence personnel confirms that this class of technology exists and can produce serious, disabling effects. That acknowledgment is not proof that the same technology is being used domestically against civilians — but it is a legitimate basis for asking whether it might be, and for taking that question seriously rather than dismissing it out of hand. This may implicate existing law, including: 1. 18 U.S.C. § 2261A (interstate stalking) 2. 18 U.S.C. §§ 241–242 (conspiracy against rights; deprivation of rights under color of law) 3. The Fourth Amendment, to the extent any of this involves unauthorized search or interception 4. Relevant state-level stalking, harassment, and electronic surveillance statutes I am not asking anyone to presume guilt or prosecute on the basis of this letter alone. I am asking that this be referred to whichever office is positioned to look into it — whether that’s a congressional caseworker, an Inspector General’s office, the FCC (for unauthorized transmissions), or the DOJ Civil Rights Division — and that it be treated as a genuine constituent concern rather than dismissed without review. The Global Indoor Health Network is a 501(c)(3) organization dedicated to providing education and awareness of the health effects of mold and other indoor contaminants, including the harmful effects of microwave radiation. The use of EMF and RF devices is growing exponentially. These devices transmit wirelessly using Electromagnetic Fields (EMF) and Radio Frequencies (RF). They are NOT safe and are harmful to adults and children. The toxic nature of electromagnetic fields dangers comprising electrical voltages, radiofrequencies and microwaves is a clearly established fact in the international medical literature, that has accumulated over the last 250 years. Federal regulations protect the public only from the thermal (i.e., heating) risk due to short-term exposure to high intensity, cell tower radiation. The Federal regulations ignore the thousands of studies that find harmful bio-effects from long-term exposure to non-thermal levels of radiation. A good starting point for learning about the scientific literature on this subject is the October 4, 1971, report from Naval Medical Research Institute (NMRI), titled "Bibliography of Reported Biological Phenomena (Effects) and Clinics Manifestations Attributed to Microwave and Radiofrequency Radiation" (and also see the 1976 follow-up report that added seven supplements). The report lists numerous health effects caused by radiofrequency (RF) radiation and includes references to more than 2,300 published research papers on the biological responses to radiofrequency and microwave radiation. This tells you there were already more than 2,300 published research papers on this topic prior to 1971. Thousands of additional papers have been published over the past five decades. Barrier Trower, a retired British Secret Service Microwave Weapons specialist, summed it up, saying "By 1971, we knew everything that needed to be known." Another expert in this field, Jerry Flynn, is a retired Canadian Armed Forces captain with specialized training and 22 years of experience in Electronic Warfare and Signals Intelligence. Flynn has worked with U.S. and NATO armies in this specialized capacity. He said: “The U.S. military has known for decades that the RF/microwave frequencies most harmful to man are those within the band 900 MHz to 5 GHz. These frequencies penetrate all organs of the body, thus putting all human organ systems at risk. Smart meters emit these precise frequencies which, when combined with certain pulsed modulation characteristics and power densities, are most harmful to the brain, central nervous system, immune system, and can cause cancers. This is precisely why these frequencies are used in microwave weapons of war.” Dr. Devra Davis states in her book "Disconnect: The Truth About Cell Phone Radiation, What the Industry Is Doing to Hide It, "there is a growing body of evidence surrounding alarming new scientific understandings of cell phones, other commonly used microwave radiating devices, and the new 5G network currently being built-out nationwide. We don't want to believe our new toys to which we are so attached--and which bring in enormous profits--could also cause our demise or that of our children. But science is not about belief. Governments' responsibility to their citizens should not be either." In relation to the harm being done by these devices, it is important to mention Havana Syndrome. As you know, a phenomenon called "Havana Syndrome" has affected many CIA agents, Embassy workers and American citizens. It is believed to be caused by microwave radiation attacks, most likely using cell phones or cell towers which can be used to target high levels of microwave radiation -- aimed at individual people or individual locations. It is believed that government officials were targeting opponents of the smart grid and 5G network with significant increases of microwave radiation. Another good resource is the paper titled "Electromagnetic Fields Disease" by Dr. Carlos Sosa and Dr. Pedro Sierra.
