I am submitting this comment in response to ET Docket No. 13‑84. I am writing to share my personal history with electromagnetic sensitivity and the profound impact radiofrequency (RF) exposure has had on my health, daily functioning, and ability to participate in normal life. I have always loved technology. For many years, my office was equipped with multiple wireless devices: DECT cordless phones, a wireless headset, a Wi‑Fi router on my desk, a cell phone with an ear device, and other equipment that produced continuous radiofrequency emissions. Prior to that, I worked for several years on the 18th floor of a building while employed by the District Attorney’s Office, where microwave dishes were mounted directly above my workspace. I cannot say whether that contributed to the onset of my condition, but it was part of my long-term exposure history. Over time, I became increasingly ill and did not understand why. I developed severe fatigue, pain, and debilitating symptoms that left me bedridden for nearly two years. Physicians told me it was fibromyalgia or chronic fatigue syndrome, but none of the treatments helped, and no one could explain the cause. I also developed persistent tinnitus, which I still live with today. Eventually, after extensive searching and consultation, I learned about electromagnetic sensitivity. A building biologist evaluated my home and found significant wireless radiation from my router, DECT phones, and high levels of dirty electricity surrounding my workspace and bedroom. Once these sources were removed or mitigated, my symptoms improved enough for me to function again. Today, my home is fully hardwired. I use Ethernet instead of Wi‑Fi, I have installed a kill switch to turn off electricity around my bedroom at night, and I am extremely careful with my cell phone use. Even with these precautions, I remain highly sensitive to radiofrequency exposure in public places. The ubiquity of wireless devices, cell towers, and Wi‑Fi networks makes it difficult for me to leave my home. I am effectively homebound because of the widespread RF emissions in the community around me. This is not just a personal challenge — it is a public health issue. Wireless infrastructure is proliferating at a pace that far exceeds any precautionary approach. Small cells, 5G and 6G systems, dense Wi‑Fi networks, and satellite‑based RF sources are being deployed without meaningful consideration of long-term, cumulative exposure or the needs of people who are already electrically sensitive. For individuals like me, there is increasingly no place left to go. Public spaces, medical facilities, transportation systems, workplaces, and even residential neighborhoods are saturated with continuous RF emissions. The lack of low‑EMF environments or accommodations effectively excludes people with electromagnetic sensitivity from participating in society. HHS asked specifically for input from individuals experiencing health effects related to RF exposure. My experience demonstrates that electromagnetic sensitivity can be disabling, life‑altering, and functionally limiting. It affects access to healthcare, mobility, employment, and basic daily activities. It also raises serious questions about health equity: people with this condition have no safe public spaces, no recognized accommodations, and no meaningful protection from environmental exposures that are now unavoidable. I respectfully urge HHS to recognize electromagnetic sensitivity as a legitimate health concern, to evaluate the public health implications of chronic RF exposure, and to consider precautionary measures that protect vulnerable populations. People like me deserve acknowledgment, protection, and the ability to participate in society without being harmed by unavoidable RF exposure. Thank you for considering my experience. Respectfully,

I am a victim of something from the MkUltra program that makes me a targeted individual. They’re using GWEN Towers 5G, and satellite that allows them to use synthetic telepathy on me. But not only the synthetic telepathy also something like a wireless EEG that allows them to remotely manipulate my central nervous system. There are hundreds of thousands perhaps millions of targeted individuals around the world. I guess I would just like to bring this to your attention as I have some faith in you and I think you truly have people’s best interests at heart and may look into it and maybe at least spread awareness and perhaps do something about this. I have been attacked more ways than I can count. Phones , WiFi, Planes, drones, satellite, etc. I have also watched my family be attacked for me trying to tell the truth. All the attachments are what led to my attack. Basically I found Microsoft stealing my work and kicked them out by replacing my network and OS. When I did that I found a bunch of hidden WiFi signals in my house through a WiFi analyzer. When I actually found the technology I couldn't believe what I had found and actually spent more than a year trying to understand what it was. This is not just theft of my work which I could care less in the bigger picture this is infiltration of humanity through a technology many don't understand. I have learned more than I ever wanted to know about all this but to not speak up after watching how it's been used on our country and the world would be a crime in its self. All pictures are of self assembly technology. The last attached one is on my network rack right as I was about to transfer data. It is an antenna still assembling, you can tell by the motion in the photo. Notice it's symmetry at the top. This is an antenna trying to pull data from my server below. Where do we stand if a person gets attacked for finding out Microsoft is stealing their work.

I am submitting this comment as an individual member of the public because I have personal concerns and experiences involving electromagnetic fields (EMF), radiofrequency (RF) radiation, wireless technology, and possible effects on health. For around five years, I have considered myself a so-called “targeted individual.” I believe I have been subjected to electromagnetic exposure that I associate with what I perceive as targeting, including exposure I believe may come from 5G infrastructure and satellites. I understand that I cannot independently prove the source of these exposures or establish that they are deliberately directed at me. I am asking HHS to investigate concerns like mine seriously rather than simply dismissing them. During this period I have experienced symptoms including skin rashes, dizziness, memory problems, difficulty sleeping, and problems with concentration. These experiences have affected my daily life. I have sought medical help and diagnosis, but I felt that the healthcare professionals I encountered were not sufficiently informed about possible electromagnetic exposure. I felt that some of the approaches taken did not address the concerns I was trying to explain. I have also used an RF meter in my home. I observed what appeared to me to be significant RF readings even when I was not aware of a nearby 5G tower and mainly knew of Wi-Fi or other wireless equipment in the area. I understand that a consumer RF meter reading alone cannot identify the exact source of a signal, determine whether an exposure is harmful, or prove that exposure caused a symptom. However, these observations made me concerned about how much wireless radiation people may actually encounter in their homes and local communities. I believe there needs to be more independent research into long-term and cumulative exposure to RF and EMF. Research should look at real-world exposure, including 5G, future 6G systems, Wi-Fi, satellites, smart meters, wireless medical devices, wearable technology, Internet of Things devices, smart homes, and other sources people encounter every day. I would like HHS and other relevant agencies to examine whether current exposure standards adequately reflect long-term, repeated, and combined exposure from many wireless sources. Exposure should also be measured in a consistent and transparent way so people can better understand what they are being exposed to in homes, workplaces, schools, and communities. I believe healthcare professionals should have access to balanced information about electromagnetic exposure. This information should clearly distinguish what is established, what remains uncertain, and how people reporting symptoms can be properly evaluated without automatically assuming that EMF exposure is either the cause or not the cause. I am also concerned about privacy and the possibility of unwanted surveillance or monitoring. I have concerns that government agencies or other organizations could potentially use technology in ways that people do not understand or consent to. I recognize that concerns about government surveillance are not the same as verified evidence that surveillance is occurring. I believe these issues should still be subject to appropriate legal safeguards, oversight, transparency, and independent investigation. I do not believe people who live peacefully and have committed no crime should be subjected to secret technological monitoring or interference. Government use of advanced technologies should have clear legal authority, meaningful oversight, accountability, and protections for individual privacy and civil rights. I also believe we should consider whether every new wireless technology is necessary and whether wired alternatives can be used where practical. People should have meaningful choices about how much wireless technology they use in their homes and workplaces. My concerns are not only about children. I believe the entire population deserves clear information about environmental exposure to RF and EMF. Research should also examine whether different groups may experience different levels of exposure or sensitivity. I would also like more research into possible environmental effects, including effects on wildlife and ecosystems, as wireless infrastructure continues to expand. Most importantly, I am asking for independent, transparent, long-term research. I am not asking HHS to accept my personal interpretation as established scientific fact. I am asking for my experience, and the experiences of other people reporting similar concerns, to be treated as information that can be investigated properly. The public deserves clear information about electromagnetic exposure, better ways to measure it, honest communication about uncertainty, stronger privacy protections, and research that is independent from commercial or other conflicts of interest. I shut my cell phone down in 2021. Although we live in a wooded, rural area, we began to notice new structures which I later learned were cell towers, being built in three areas surrounding us. I didn't know much about the technology but one day my cell phone changed sounds and began emitting a really annoying signal. I wasn't using any other wireless at the time,( and none now ). I haven't checked to see if I can pinpoint the exact date they activated the cell towers but I began to feel nausea, anxiety, restless sleep and tinnitus. The final blow for me was when my partner was on the phone in the house and I was in the next room in agony. I signaled him to end the call. After my initial research into the wireless technology in which I found people with similar reactions, I had a phone/ internet line hardwired into my house and those reactions abated. It has not passed my attention that these cell towers were erected during a widespread shut down of the entire economy. And that I find most suspect. After I was able to comfortably research on the net, I discovered a lot of information from others who had done much more time on this than I could. One thing very troubling stands out: there are only two areas in our country where one can live freely without any wireless whatsoever. Why don't we have a choice in the matter? Did the public beat down the doors of the major telecoms and demand they get better, faster, sleeker service? Didn't see that rebellion on the news! My point is this was foisted upon us without any warning, public comment, vote, referendum, anything. Imagine a business that no longer meets the demand of its clients, just gives them the only service they can offer. How long would that business last? I ask rhetorically, I understand the end game is really about control and data gathering. With satellites being shot into space to provide internet/ data collection/ surveillance aka "connectivity" there doesn't seem to be much hope in reigning in this dangerous technology. And, in the end, for what? Profits?

I am one of many, many around the world who have been covertly micro-chipped and tortured/harassed 24/7 with directed energy weapons and using most of the time the satellite/cell tower wireless networks.My case is one of a civilian Anomalous Health Incidents, unrecognized by any doctor and proof that cognitive warfare is working. My extended family has two children: Joel, seven years old was pacified with a cell phone while nursing as a result; he suffers from a constellation of syptoms and when we take to doctors, they don't know how to diagnose or treat him. Bresly 12 years old, at her young age is almost blind due her excessive use of wireless screens. We live surrounded by two cell towers within 110 meters the vegetation here keeps dying and birds don't come to next any more. Thank you.

Re: ET Docket No. 13-84 — RF Exposure Issues Subject to Remand in Environmental Health Trust v. FCC To the Federal Communications Commission: I submit this comment as a member of the public concerned that the FCC’s current radiofrequency (RF) exposure standards and testing procedures may not fully reflect today’s communications environment. Wireless technology provides enormous benefits. My concern is not opposition to Wi-Fi, cellular networks, satellites, wearables, 5G, 6G, or emerging systems. My concern is that safety testing and regulatory review should evolve as rapidly as the technology itself. The Commission should not presume that RF exposure below existing limits is harmful where causation has not been established. But scientific uncertainty should not automatically be treated as proof of safety. REAL-WORLD AND CUMULATIVE EXPOSURE People may now be exposed simultaneously to phones, Wi-Fi routers, Bluetooth devices, wearables, computers, connected vehicles, smart-home devices, cellular infrastructure, satellites, and other RF sources. The FCC should examine whether its framework adequately evaluates aggregate and cumulative exposure rather than considering devices mainly in isolation. Testing should reflect foreseeable use, including devices against the body, near the head, worn for long periods, and operating multiple radios simultaneously. Where relevant, it should also consider multiple frequencies, modulation, pulsed transmissions, beamforming, and changing duty cycles. LONG-TERM EXPOSURE AND CHILDREN Modern exposure can occur throughout the day and over decades. The FCC should distinguish short-term exposure from chronic, cumulative, and lifetime exposure. Children deserve specific analysis because they may begin using wireless devices early and experience exposure over much longer portions of their lives. The Commission should clearly explain the scientific basis for concluding that its limits and testing procedures adequately protect children. NON-CANCER EFFECTS The Commission should rigorously evaluate credible evidence concerning possible non-cancer effects, including neurological, cognitive, reproductive, oxidative, and other biological endpoints. Inconsistent findings or methodological limitations should lead to careful analysis, not blanket acceptance or dismissal. The FCC should identify which findings have been replicated, whether credible dose-response relationships exist, how exposure was measured, whether appropriate controls were used, whether confounding factors were addressed, and whether observed biological changes represent actual adverse health outcomes at exposures relevant to FCC limits. ENVIRONMENTAL EFFECTS Environmental impacts also deserve meaningful investigation. Research should distinguish possible RF effects from tower lighting, collisions, habitat disruption, construction, and other confounding factors. A lack of high-quality independent field studies should be identified as a research gap, not automatically treated as evidence of no effect. PRIVACY, SECURITY, AND MALICIOUS USE As RF-dependent technology becomes ubiquitous, the FCC should also recognize related privacy and cybersecurity risks, either here where relevant to technological developments or through a separate proceeding. RF energy itself does not collect personal information. However, wireless systems can create mechanisms through which devices may be identified, tracked, impersonated, disrupted, or subjected to unauthorized interception. Documented concerns include rogue cellular base stations, rogue Wi-Fi access points, wireless identifiers, Bluetooth vulnerabilities, spoofing, jamming, interference, and techniques capable of distinguishing devices through characteristics of their RF transmissions. As wireless systems expand, regulators should consider unauthorized tracking, location-related metadata, RF fingerprinting, malicious interference, and transparency about what systems transmit, collect, infer, retain, or disclose. REQUESTED ACTION I respectfully ask the FCC to modernize RF compliance testing; evaluate aggregate, long-term, and lifetime exposure; specifically address children; transparently evaluate non-cancer effects; identify replicated and unreplicated findings; support independent environmental and human-exposure research; improve public access to testing methods and assumptions; and establish recurring review of RF standards as technology evolves. The United States can lead in communications technology while also leading in independent research, transparent safety standards, privacy protection, and realistic exposure assessment. Scientific uncertainty should lead to better measurement, better research, and better safeguards—not complacency. Respectfully submitted,

They're using 5G cell towers and satellites in space to beam human minds with pulsed microwave radiation, radio frequencies for mass mind control. Along with DARPAs brain computer interface for remote neural monitoring, this is being done be CIA, NSA, DHS to name a few federal agencies involved.
