Question Numbers: 3, 18 September 30, 2026 The EMP Victims collective – Victims of Electromagnetic Pollution – has been giving a voice for nearly two years to those who suffer from EMR Syndrome. We launched an international appeal, “EMR-S (EHS) Is a Humanitarian Emergency,” on February 14, 2024. Today, our website, www.empvictims.org, brings together: - More than 4,600 messages from signatories to our Appeal, reporting electromagnetic suffering around the world; - A series of video testimonials documenting lives shattered by mobile phone masts, mobile phones, Wi-Fi routers, smart meters and other wireless devices communicating through radio frequencies, as well as by electrical and magnetic pollution, and also the indifference, or even denial, surrounding this suffering. People affected by EMR-S syndrome are environmental sentinels who alert us to the biological effects of EMFs and to the immediate and imperative need for zons free from wireless radiation for those who are most severely affected. We are also calling for a radical change in standards in order to protect those who are not yet suffering, particularly children and pregnant women, who are among the most vulnerable Our Appeal has been received by institutional officials who refuse to take into account the health and environmental consequences of the exponential increase in levels of artificial EMFs. We support Robert F. Kennedy Jr., U.S. Secretary of Health and Human Services, in the hope that the toxicity of electromagnetic radiation will finally be recognized and that each state will take the necessary measures to protect its population. See attached file(s) regarding serious drone issue, EMFS, RFS on my property of 16 acres. Need limitations on drone regulation, stricter drone rules. Drone abuse is real. Drones pressing against our bedroom windows each night in all the places I moved to, I sold my home on 4 acres because I had a serious drone issue and we knew the name of the neighbor but the Sheriff in Siler City, NC was friends with them so did not do anything. I thought I could just buy another house away from drones but the 3 homes I lived in last year they all had neighbors flying drones in my backyard in circles around me and my cat sitting in the grass, they hovered there all night long, did not budge. I don't own a gun but why do they say you are not allowed to shoot a drone down on your property but there is no law enforcing drones encroaching on my property, there needs to be a drone department at every police and Sheriff's office. No one is helping me even though for the last 12 years I submitted complaints, comments, filed reports to the local law enforcement, FAA, to the Military but no one stops it from happening. Every small and large drone needs id-identification, please do something proactive and help. See attachement regarding this.

I am submitting this comment in response to HHS's Request for Information on Electromagnetic Fields (EMFs), Radio Frequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an individual with Electro Hyper Sensitivity caused by exposure to all of the above. Please refer to the file attached below for my story - how I became electro hypersensitive after ongoing exposure to electromagnetic fields and wireless radiation - how it evolved to become life threatening, forcing me to abandon my home and relocate to a low EMF location - how my health was permanently damaged and my everyday life forever changed by EMFs.

Request for Information Docket HHS-OASH-2026-0397 Public Experiences and Reported Potential Adverse Health Effects 2. I submit this comment as a concerned citizen with 2 direct years of constant EMF exposure from a buried power line along our foundation emitting excessive EMF (magnetic). In total, I now have 6 years of personal experience related to EMF exposure and health effects. 3. After moving into a newly built condo, my husband and I started to suffer from headaches, dizzy spells, high pitched & popping auditory symptoms, insomnia, brain fog, and other issues such as anxiety, irritability, heart palpitations, etc. After researching our combined symptoms and possible causes, we purchased an EMF meter and eventually identified that there was a high EMF (magnetic field) originating from a 20+ year old power line that was buried at the foot of our foundation and supplying power to the entire neighborhood(s). In addition, Dirty Electricity was also an issue in our new condo. After going before the City Council 4 times and contacting experts in the field and escalating the issue to the power company, the power company agreed to move the powerline away from our foundation. a. Primary issue: Power Conductor Line supplying power to neighborhood(s). Secondary issue: Dirty Electricity b. 24/7 excessive EMF (magnetic) ranging from 12 to 30 mG (and much higher during peak demand months) at the living room floor/exterior wall up to the master bedroom and through the entire depth of the condo. The EMF dissipated to about 1.5 mG in the driveway on the back side of the condo. Exposure started in January of 2020 when we moved in and it dropped significantly on January 28, 2022 when the old power line was turned off and relocated further away from the foundation from its original location. However, the EMF magnetic field consistently hovered around 0.5 to 1.0mG thereafter and we found it necessary to sell our home due to our new "electromagnetic hypersensitivity" resulting from 2 years of constant exposure. c. The adverse health effects we experienced included headaches, insomnia, brain fog, auditory anomalies (ringing, high & low-pitched noises, popping sounds), dizzy spells, memory issues, heart palpitations, anxiety, irritability, electromagnetic hypersensitivity, etc. d. The health effects first appeared shortly after moving into our new condo. We did not understand why we were experiencing these symptoms and did not know about EMF. It was almost a full year of confusion, headaches, dizzy spells, etc., before we started to research what could be causing our health effects and bought a Trifield EMF meter in December of 2020. e. Confidential PHI f. The steps we took to reduce EMF exposure from the power line included moving into the guest room (furthest from the source of the EMF) and, at night, turned off the main power breaker to minimize EMF while we slept. We continued to have symptoms but, at times, seemed less severe than when we were sleeping in the master bedroom (2nd floor above the power line). We avoided the living room, where the EMF was highest. For the EMF exposure from the dirty electricity, we had the electrician remedy by rewiring the bundled neutrals in the electrical panel & boxes (this was the easy fix). g. Exposure logs with readings throughout the house and pictures and videos recorded. Exposure Standards and Risk Assessment 5. Please consider reviewing international exposure standards and building biology guidelines to establish regulatory frameworks to evaluate potential adverse health effects of human exposure to EMF. Please consider establishing guidelines and regulatory standards for proximity of power lines, sub stations, cell towers, etc. Educate the general public about hazards of all types of EMF and what they can do to minimize exposure. With cell phones, require lower SAR and require all cell phone and wireless radiation to post their SAR levels along with possible health effects. For Power Conductors and Sub Stations, establish safe limits and do not allow day cares, nursing homes, homes, or places of business to be built within at least 100 feet (refer to California’s standards on this – that is one thing they did right!). Radiation level is extremely unhealthy you need to go back to wiring things Wi-Fi is really affecting my health in a very negative way and I need to get off this phone it's affecting my brain neurologically it's affecting my speech and my memory and causing extreme nerve discomfort and hyper arousal causing a lack of sleep. Also it makes it hard to even walk if I'm on it a long time it affects my lower spine and in the library my whole right leg can go all numb at times. I'm going to take AT&t to court because they recently took my non-internet landline away and it's significantly negatively impacting my health this is wrong and this is profit over people and you need to start paying attention it isn't just social media harming people it's the radiation.

I have worked my whole life. Staring at age 13. I put myself through college two times. I served as a career firefighter for 7 years. I now work as an RN serving my community. I finally was able to buy my own home as a single woman, for my son and me. This was a monumental for me with a lifetime of effort to make it happen. Two years after moving to a remote location, in a direct effort to move away from cell towers and the physical effects I endured. A company placed one next to my home. No notification was given. I spent 2 years trying to find the source of vibration and noise in my once quiet home. In Aug 2026, they erected a new and larger tower. This allowed me to finally discover the source of disturbances. I can not sleep in my home. I have spent thousands of dollars attempting to shield the microwave radiation. Their rotating antenna is directly pointed at the roof of my home, 300 yards away. I am at a loss for what to do without governmental assistance. I beg you to give us some rights to be able to move away from the RF and cell towers. I have always taken responsibility for my health. I research and choose a healthy lifestyle so I do not become dependent on the governmental system. The exposures I now experience disrupt my sleep and, at times, have completely blocked me from sleeping. I attached 1 page of the letter written to the company. Page 2 would not attach. Hello, my name is Rhonda Clark,, for quite sometime, I feel as if my health, my well being,my livelihood, my financial stability, my family, my personal, emotional, physical, spiritual, and every effort to be productive,, because of my dedication to certain people that I care very deeply for, has been very targeted,, that I will be discouraged,, not be able physically, mentally, financially emotionally, nor have the drive nor compassion to continue my GOD GIVEN DESIRE, TO COMPLETE MY PERFECT WILL AND PURPOSE, THAT GOD ORDAINED, DESIGNED AND SET INTO MOTION, THAT I MAY FULFILL THE BLUEPRINT DESIGNED JUST FOR ME,, I do believe I am certainly labled as a threat to evils plan to destroy all things good in our lives,, I will admit I am not in the best of health, for example,, I have extreme vertigo, with Havana Syndrone horrible symptoms,,that i have never,, before all this,, experienced any of this,,, I am actually homeless, any thing I purchase is sabotaged, my home was burned I am labled unstable because I chose ppl over my family because if I care and love someone and am forced to forget about those ppl, I just cant do that. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a healthcare professional, researcher. I have had over the last 30 years about 10 high level cases that required significant lifestyle changes. The most extreme are currently living offgrid with minimum electricity and it must be DC. Those that chose to stay in their homes restrict use of electricity with no wireless technologies. Over 90% of my patients showed some toxic response to EMF especially wireless. Most eliminated wifi and minimize cell use to emergencies. Symtoms included headaches, panic attacks, weight gain, metobolic syndrome into type 2 diabetes, muscular aches, weakened immune system, lowering of job performance and skin conditions such as moles and skin tabs. Having grown up in the 60's and 70's we saw the pollution, air and water, littering. Now the biggest pollution is the EMF Cloud! These invisible toxins are major contributors to the current mental wellfare crisis in this country as well as their continued inflamation leading to cancer and heart disease.

I became severely electro sensitive close to 20 years now. It has been completely life altering!! My husband also became sensitive about 10 years ago. We had to close our business & move to a rural area THEN the cell tower came in the area & has been amped up with even more equipment. I was very much into all the latest electronic gadgets right from the beginning. Now I have issues in the house with low magnetic fields & electrical fields. How can one escape any of this without sacrificing actually living! The cost to try to protect ourselves and even our precious pets! They seek out spots in and around the home to feel comfortable in. It's so obvious plus I have purchased multiple meters to test the levels with. The regulations are basically non-existent, favoring the telecom industry. This is not advancement! yes it's all very convenient which is the 'hook' to gain more consumers for their fancy phones. The regulations are completely outdated and the medical field does not even address the affects that this has on the body & mind. We would like to see a complete unbiased, non industry analysis with more input & studies on how we can make this technology harmonize & heal instead of harm all living things!! In order for me to write this comment I can only use a hardwired computer system and we have shielded our home & have to wear special garments to protect the brain & body. It is a dysfunctional impairment meaning, take away this harmful technology & we will feel better. There is nothing wrong with us other than the electro poisoning that we are faced with every single day!! Where can we go, to be free from this when the planet is saturated in unnatural frequencies!! How can one even conduct a proper study when there is essentially not even a control group unless they are put in some kind of frequency free zone to test the differences between no wireless technology & the usual complete assault of frequencies everywhere!! Have we really advanced?? Dr. Olle Johannsen, the environmental health trust website, Keith Cutter & many many more scientists & electronic specialists have provided much information on this very serious situation! Many have no idea why they feel so ill all the time! There is a wide spectrum of adverse symptoms. We were so happy to hear RFK Jr recently address this concern. It clearly affects a developing child's brain in a negative way. It affects EVERYONE. Much like when cigarette smoking became a fad with Doctors saying that it was completely safe! People who didn't smoke had to inhale the toxic fumes & just accept their second hand smoke exposure cancer! Similar situation here, people being forced to the exposure of wifi without a safe space for those who do not want that exposure! Our symptoms range from burning skin, damage to the eyes, headaches/migraines, loss of train of thought, memory decline, irritability, nervousness, lack of sleep, joint & muscle pain...all of which I have experienced on a regular basis! Our quality of life has been diminished!! Please do what is right, study the real science not the bought & paid for industrial science that is based on fraud & money. I was poisoned by the misuse of organophosphate pesticides as a child and have had lifelong complications including many chemical and environmental sensitivities that eventually resulted in a stroke in 2022. At that time, I was put through two MRI brain scans without contrast, CT scans with contrast, EKGs, and doppler heart tests in a small span of time. After all the testing was completed, I developed severe electromagnetic sensitivities. I cannot be around cell phones, cell towers, wi-fi, or even hard-wired computers for any length of time. My life has become even more precarious and isolated than ever before. I cannot safely leave my home for any length of time due to the ubiquitousness of chemicals, cell phones, cell towers, smart meters, wi-fi, and various wireless security devices. I cannot work; I have not been able to get disability, as environmental sensitivities are not generally accepted in the medical or Social Security arena; I do not have a regular doctor because those that are chemical, wi-fi, wireless device free, and recognize environmental sensitivities are out of my price range and do not accept my Medicaid insurance which I stand to lose in a few months because I cannot fulfill any work requirements, and as I said above, I cannot obtain SSI or SSDI. My only support system was my parents who recently died, I am in serious debt and facing a potential lawsuit, have a few months of money left if the debt collectors do not seize it first, and am facing homelessness and a very uncertain future. I would not wish environmental or electromagnetic sensitivities on my worst enemy. Things stand to get worse for all of us as the proliferation of wireless continues unabated worldwide - even nature and camping sites are no longer safe as wi-fi and cell towers have been put in these areas as well. How does one live in this ever-increasing toxic world? I am not sure I will be able to for much longer.
