I appreciate the Department's initiative to re-examine the outmoded 1996 federal safety guidelines, which fail to protect local communities, vulnerable populations, and sensitive ecosystems [Environmental Health Trust v. FCC, HHS Press Office]. I am writing as an individual citizen directly impacted by these outdated regulations. In Kiawah Island, South Carolina, our local government is currently considering zoning changes to enable the construction of a 150-foot cellular monopole at the foot of my street. This massive infrastructure is proposed for the private iconic Ocean Course property, positioned adjacent to Ocean Park homes, neighborhood families, and a critical-habitat area for endangered and migratory birds and other wildlife. My community is a stark example of why HHS must intervene and provide updated, scientifically sound health guidance to the FCC for the following critical reasons: • Human Health and Vulnerable Populations: The proposed tower would stand next to Ocean Park residents, including children, and employees and guests of the Ocean Course. The current FCC human exposure limits rely solely on thermal tissue heating and do not account for the biological risks of long-term, chronic RF exposure to children's developing nervous systems [Environmental Health Trust v. FCC, HHS Press Office]. HHS must establish biology-based human exposure limits to protect these residential populations [HHS Press Office]. • Environmental and Wildlife Vulnerability: Kiawah Island has maintained a 50-year commitment to disciplined development and responsible stewardship of nature. The beach adjacent to the tower sit is a designated critical habitat area providing sanctuary for endangered species an active migratory bird flight path cuts directly through the proposed tower. As highlighted by the U.S. Court of Appeals for the D.C. Circuit in Environmental Health Trust v. FCC (2021), federal agencies have completely failed to address the environmental and wildlife impacts of wireless radiation [Environmental Health Trust v. FCC]. HHS must bridge this research gap to safeguard sensitive ecosystems from constant RF emissions [Environmental Health Trust v. FCC, HHS Press Office]. • Need for Less Intrusive, Modern Solutions: The reliance on monolithic, high-emission towers is a byproduct of a regulatory framework that has not adapted to modern alternatives. Communities like Kiawah deserve advanced telecommunications solutions that achieve connectivity while preserving natural character, safety, and responsible development. We are asking the Town of Kiawah to develop a scientifically reviewed Island-wide communication plan that protects the community’s residents, birds and sea turtles. Now that the FDA has removed outdated safety assertions from its public guidance, I urge HHS to fast-track a comprehensive, independent risk assessment. I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. In 2021, a 5G antennae was installed on the roof of my apartment building. I started to hear a high-pitched tone that never stopped. It was especially noticeable when it was most quiet, when there were no background noises around like traffic, conversations, or the tv. I had to play music at night to drown out the tone to go to sleep. It stopped when I moved out of that building, but comes back when I'm around those towers and remains most noticeable at night. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. I am responding from the perspective of a lawyer who has witnessed the dangers of RF in the household and community, especially in areas containing mold. When the RF is high, families suffer as confirmed by doctors. When the RF is low, the human body is given the space to self-heal. RF danger is systemic in the modern world but there are common sense solutions that the federal government can employ to respect both health and technology. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Criminals are using Havana style weapons aka Voice to skull technology and directed energy weapons to recreate MK Ultra through frequency and beaming AI powered chat bots to harass, threaten and illegally try to modify a person thoughts and behavior. They have been using this weapon to perform cover ups and sabotage the life of many people. To much evidence exists to prove this is being done. They are using these weapons to make it seem like someone is shizophrenic. Illegally making it look like the person is dealing with mental issues. The non audible AI chat simulate your primary language to then constantly hound you with negativity. This weapon is in the hands of criminals.

Personally I suffer from wi fi exposures. I use ethernet at home and we have no wi fi, but it makes PUBLIC libraries, etc, not really PUBLIC for some of us. i became sick because of emf in 2017 after living close to a cell tower for 3 years, enduring loss of focus, insomnia and tiredness, unexplained otherwise. but i've always been unable to use a cell phone because it used to burn my hand and ears when i tried to. i've become gradually unable to bear emf from cell phones around me, wifi, bluetooth, cell towers, smart meters, and now smartwatches and ipads. i can't use my own computer without a screen, extra keyboard and mouse plus gloves to protect me. i can't go anywhere near people have lost my job, my social life, my home, and i found a place like greenbanks to buy a property in order to not ending up homeless. my health is terrible, i can't get access to healthcare for my teeth and other issues because emf sickness is not known nor adressed by medical staff. i've become chemical sensitive too and react with headaches, burns, asthma and eczema when exposed to certain perfumes, smokes, smells, chemicals, drugs, fabrics. my life has slowly become miserable and i don't see how and when the governments will finally listen and inform the general population and medical profesionnals and academics about the dangers of the emf on the nervous system, and the consequences and comorbidity attached to emf sickness syndrom

I am a targeted individual. The government needs to stop testing their weapons on the public. I didn't sign up to be a test subject. There are nearly 300,00 Americans being targeted. This needs to end.

This program is being used on people who were given drugs in their drink. This program is supposed to detect criminal thinking. I am not a criminal. I work for the state of Oregon. I am being stalked by law enforcement for 13 years. All of my doctors and surgeons have been exploited in their own offices and people have been murdered to cover this up.

Personal Report Regarding Severe EMF and Wireless Radiation Sensitivity My wife, Lana, has experienced severe and persistent reactions that she associates with electromagnetic fields and wireless radiation. This has been happening for years and has had a profound effect on her health, sleep, daily life, finances, and our relationship. Lana is extremely sensitive to environments where wireless signals are present. At certain times of the day, she describes an intense burning sensation in her head that feels as though her brain is on fire. She also experiences burning sensations in different areas of her body. These episodes can become so intense that she feels she has to leave the environment immediately. She also reports being able to sense when we are approaching or passing cellular towers while driving. There have been many occasions when she has reacted before I said anything about a tower being nearby. She also develops unexplained bruising overnight, which she believes is associated with the same exposure. We live in Palm Coast, Florida, but this problem is not limited to one house or one location. Lana experiences these symptoms in many different places. At night, she takes extensive steps to reduce wireless exposure inside the home. She turns off or unplugs the Wi-Fi router and other wireless devices, yet she continues to experience symptoms that she associates with signals coming from neighboring homes and nearby cellular towers. Her sleep has been severely affected. She often moves from room to room during the night trying to find a place where she feels less affected. There are many nights when we do not sleep in the same home because she feels she has to leave in order to get relief. On September 20, 2026, Lana was at home in Palm Coast when the burning sensation became so severe that she felt she could no longer stay in the house. She left, drove to a wooded area surrounded by trees, parked her vehicle there, and slept in the car overnight. There have also been many nights when Lana has slept in a tent on the beach because she felt unable to remain in the house. I did not always know she was doing this. When I learned about it, it frightened me because I worry constantly about her being alone outdoors at night. On other nights, the symptoms become so severe that she checks into a hotel just to get away from the environment she is experiencing. Over approximately the last three years, I estimate that we have spent more than $80,000 on hotel stays for this reason. These were not vacations or optional trips. They were attempts to find places where she felt she could sleep and function normally. The impact on our personal life has been enormous. Many nights we sleep apart. When we are together and she is suffering badly, she will sometimes come into the room where I am sleeping so I can hold her and help her through the episode. I worry about her constantly. Her sensitivity has affected where she sleeps, where she travels, where she feels safe, and even where she chooses to live. She has purchased another home outside the United States in an effort to find an environment where she experiences less exposure and can live more normally. This is not a minor inconvenience. It has changed the way we live. I am asking HHS to take reports like Lana’s seriously and investigate them in a rigorous, real-world way. Research should include long-term exposure, cumulative exposure from multiple sources, cellular towers, Wi-Fi, neighboring wireless networks, smart devices, sleep disruption, neurological symptoms, burning sensations, skin or vascular symptoms, and whether certain individuals are significantly more sensitive than others. I also believe researchers should study people like Lana in controlled environments while measuring actual RF and EMF exposure levels at the same time symptoms are being recorded. If symptoms repeatedly rise and fall with measurable environmental changes, that information could be extremely valuable. People experiencing severe symptoms deserve to be heard, documented, and studied carefully. Lana’s experience has affected nearly every aspect of her life, and I sincerely hope this investigation leads to serious scientific research into why some individuals appear to react so strongly to modern wireless environments.
