I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding as a parent, individual consumer, and concerned resident of the North Houston, Texas, area. I do not have one specific diagnosed health event to report. My concern is the rapidly increasing, involuntary, and continuous nature of RF/EMF exposure in our communities—and the possibility of negative health effects developing over years of cumulative exposure. Our area has recently experienced the installation of thousands of new utility poles, along with additional cell extenders, small-cell equipment, and towers. Families are being surrounded by wireless infrastructure without meaningful notice, informed consent, health monitoring, or practical ways to avoid or reduce their exposure. I am especially troubled that cell towers have been placed at local fire stations. Firefighters already face significant occupational exposures from smoke, combustion byproducts, contaminated protective equipment, diesel exhaust, disrupted sleep, and chronic stress. They should not be subjected to another continuous environmental exposure where they work, eat, sleep, and recover. However, my concern is not limited to towers at fire stations. I want the cell towers, cell extenders, and small-cell equipment throughout our North Houston communities removed—not simply relocated from fire stations to another neighborhood. Moving this infrastructure closer to another family, school, childcare facility, workplace, or public space does not resolve the underlying concern. Reliable communication service is important, but I do not want perfect wireless coverage when it may come at the expense of our health. Faster speeds and uninterrupted connectivity should not automatically take priority over the well-being of children, families, first responders, and communities. Children are of particular concern because they are exposed from very young ages and may experience this exposure throughout their lives. Wireless signals now come from many sources simultaneously, including towers, small cells, Wi-Fi routers, phones, tablets, wearable devices, smart meters, appliances, vehicles, schools, and neighboring homes. Our bodies and nervous systems are given little meaningful break from this constant background exposure. I urge HHS to investigate potential negative health effects associated with long-term and cumulative RF/EMF exposure, including possible effects on sleep, neurological and autonomic nervous-system function, cognition, behavior, headaches, reproductive health, immune function, development, and cancer risk. The absence of an immediate or easily identifiable symptom should not be treated as proof that continuous lifetime exposure is harmless. Research and safety evaluations must reflect real-world conditions—not one device or frequency tested in isolation. Studies should examine continuous lifetime exposure, simultaneous exposure from multiple sources, pulsed and modulated signals, potential non-thermal biological effects, exposure during pregnancy and childhood, occupational exposure among firefighters, antenna density, and cumulative neighborhood exposure. This research should be conducted by independent experts in medicine, neurology, biology, epidemiology, pediatrics, reproductive health, occupational health, and public health, with strong safeguards against industry conflicts of interest. I am asking federal, state, and local authorities to stop further expansion of wireless towers and small-cell infrastructure in our communities and establish a process for removing the equipment already installed. Communities deserve clear disclosure, exposure measurements, meaningful authority over infrastructure placement, and access to safer wired alternatives. Technology should serve people without requiring constant and unavoidable exposure. We should not have to choose between participating in modern society and protecting our families’ health. Please place long-term human health ahead of convenience and ever-increasing wireless coverage.

I am highly sensitive to EMFs and wireless radiation and have known it for years. It got progressively worse when 5G towers took over Houston during Covid lockdowns and beyond. I have been told by several natural doctors that they have seen a strong correlation between mold illness and EMFs with their patients, and I happened to have both of these conditions. My hands burn when I’m on my phone for more than 5 minutes and they turn red and get white splotches and have a burning sensation. They also look wrinkled much more than you would expect for a woman in her 30s. I also feel very fatigued if I am on my phone more than 30 minutes a day. Please investigate this and start banning EMFs and all related exposures! This is causing chronic illness across our great nation.

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally because: I am one of the approximately 20%+ people who can hear Rf radiation being put out by cell phones, cell towers, Wi-Fi, smart meters, 5G, etc. Both the US Navy and Army have verified the fact that people can actually hear the buzzing of Rf radiation. My neighbor is a disabled Navy veteran due to his exposure to Rf radiation so this is NO MINOR issue. The buzzing of Rf radiation is not a benign sound. Rather it is a discordant sound in much the same way as nails crossing over a blackboard would be. However, each source, i.e. smart meters, cell towers, 5g, etc. all produce a different frequency and hence, a different discordant sounds. This sound is not only painful, but incredibly annoying and is present 24 hours per day. You need to consider that 20%+ of the population is being physically harassed by this discordant sound every single minute of every day. This is a significant part of the population. Because Rf radiation is being expanded all of the time, the pain and annoying sounds are only multiplied in intensity every day. It is not something I can escape as Rf radiation is everywhere. It causes me headaches, incredible piercing pain when smart meters link up, and interrupts my sleep every night. Rf radiation like all radiation is cumulative. Studies in Europe have shown that the closer to Rf radiation producers, they more prevalent the cases of cancer. Rf radiation has been proven to disrupt bees (which are responsible to pollinating the majority of our food) and birds. It has been proven to be dangerous to children, in vitro, the handicapped, and the elderly and is likely to lead to sterility in future generations. The FCC needs to give meaningful consideration to the experiences and evidence of the 20% of the population seriously harmed by Rf radiation before it and must fully address each of the issues identified by the court.

My symptoms started with restlessness and headaches while trying to sleep as well as nausea and ringing in the ears constantly. After a visit with my doctor we determined there was no medical reason for these symptoms. My symptoms have progressed to flu like symptoms including headaches, dizziness, weakness, and muscle spasms. It feels like I’m being microwaved. As a healthcare worker I know similar technology is used as a targeted treatments for various issues including cancer treatments. That being said I also know we take precautions to limit the exposure to the patient and technicians. Why would we not take the same care to protect private citizens in their own homes? I and many others are in pain everyday from this technology being directed at us.

For 25 years, the NPS has been monitoring scientific research and publicising it amongst the general public. In doing so, it draws the public’s attention to the negative impact revealed by more than 50,000 studies (https://www.emf-portal.org/en). The undemocratic European advisory council (ICNIRP) appears, in many respects, to be a mouthpiece for the telecoms industry. (see EU Parliament, M Rivasi. https://committees.parliament.uk/writtenevidence/109055/pdf/#:~:text=ICNIRP%20has%20been%20critiqued%20in%20a%20recent,the%20composition%20of%20ICNIRP%20is%20very%20one%2Ds). The IARC, too, expressed its concerns about excessively high guidelines many years ago, as did numerous scientists in the 5G Appeal and the Bioinitiative. To date, no thorough independent risk assessment has taken place, whilst studies demonstrating adverse effects are piling up. The NPS considers a thorough review of the guidelines to be necessary – ceasing funding for the ICNIRP and sidelining this organisation in policy-making. Thirdly, the public must be informed that the use of devices that utilise transmitter radiation (smartphones, Wi-Fi, etc.) constitutes a high-risk technological application.

Dear Mr. Kennedy, Firstly, I am writing to request that you move to legislate against Electrical Power Utilities being able to “dump” or move their data in the night, most frequently around 3AM. Smart meter data dumps cause citizens to wake up for what they think are unknown reasons in the middle of the night. The sleep disturbance/deprivation this is causing could be worth billions of dollars of untold economic productivity loss in our country. This could easily be remedied by legislating that the times be changed to moving the data at 10AM or 4PM in daytime. Secondly, I am requesting you pass laws to regulate kilohertz frequencies between 2-150 kHz via conducted emissions. There are currently NO governmental regulations for frequencies in this range. They are known as supraharmonic frequencies and are major contributors to chronic illnesses in our society. In other words, frequencies in this range are the most biologically active. They are also found as the data that rides on the carrier frequencies (aka subcarrier spacing) in 5G and cell phone communications. You could easily pass legislation forcing cell phone and cell tower manufacturers to use higher frequency ranges that do not have the same biological activity within humans. Besides damaging our electrical grid, supraharmonic frequencies are responsible for chronic diseases such as cancer, heart disease, and diabetes. Unlike the traditional 60 Hz frequency that was once the only frequency traveling through the powerlines in the early 1900s, supraharmonic frequencies CAN pass through the human skin barrier, where they disrupt cellular and cell to cell communication. In summary, I am alerting you to these facts and calls to action: 1. Supraharmonics, aka radio frequencies between 2 and 150 kHz, are becoming more ubiquitous on our modern electrical power grids, due, in part, to devices such as smart meters. 2. These frequencies damage electrical devices and appliances. 3. There are no current United States government regulations surrounding exposure to or production of these frequencies. 4. Supraharmonic frequencies are deleterious to human health and could present a significant contribution to increased mortality and morbidity rates in the United States. 5. Regulation of these frequencies is paramount to protect human, animal, and plant populations worldwide. A detailed bibliography and more in depth article will be attached to this summary. Public Comment Submission Docket Title: Request for Information: National Review of the Health and Environmental Effects of Electromagnetic Fields and Radiofrequency Radiation [HHS Press Office] Submitting Agency: Department of Health and Human Services (HHS) To Whom It May Concern: I am submitting this formal comment in response to the Department of Health and Human Services’ (HHS) Request for Information (RFI) regarding the health and environmental risks of electromagnetic fields (EMFs) and radiofrequency (RF) radiation [HHS Press Office]. I appreciate the Department's initiative to re-examine the outmoded 1996 federal safety guidelines, which fail to protect local communities, vulnerable populations, and sensitive ecosystems [Environmental Health Trust v. FCC, HHS Press Office]. I am writing as an individual citizen directly impacted by these outdated regulations. In Kiawah Island, South Carolina, our local government is currently considering zoning changes to enable the construction of a 150-foot cellular monopole at the foot of my street. This massive infrastructure is proposed for the private iconic Ocean Course property, positioned adjacent to Ocean Park homes, neighborhood families, and a critical-habitat area for endangered and migratory birds and other wildlife. My community is a stark example of why HHS must intervene and provide updated, scientifically sound health guidance to the FCC for the following critical reasons: • Human Health and Vulnerable Populations: The proposed tower would stand next to Ocean Park residents, including children, and employees and guests of the Ocean Course. The current FCC human exposure limits rely solely on thermal tissue heating and do not account for the biological risks of long-term, chronic RF exposure to children's developing nervous systems [Environmental Health Trust v. FCC, HHS Press Office]. HHS must establish biology-based human exposure limits to protect these residential populations [HHS Press Office]. • Environmental and Wildlife Vulnerability: Kiawah Island has maintained a 50-year commitment to disciplined development and responsible stewardship of nature. The beach adjacent to the tower sit is a designated critical habitat area providing sanctuary for endangered species an active migratory bird flight path cuts directly through the proposed tower. As highlighted by the U.S. Court of Appeals for the D.C. Circuit in Environmental Health Trust v. FCC (2021), federal agencies have completely failed to address the environmental and wildlife impacts of wireless radiation [Environmental Health Trust v. FCC]. HHS must bridge this research gap to safeguard sensitive ecosystems from constant RF emissions [Environmental Health Trust v. FCC, HHS Press Office]. • Need for Less Intrusive, Modern Solutions: The reliance on monolithic, high-emission towers is a byproduct of a regulatory framework that has not adapted to modern alternatives. Communities like Kiawah deserve advanced telecommunications solutions that achieve connectivity while preserving natural character, safety, and responsible development. We are asking the Town of Kiawah to develop a scientifically reviewed Island-wide communication plan that protects the community’s residents, birds and sea turtles. Now that the FDA has removed outdated safety assertions from its public guidance, I urge HHS to fast-track a comprehensive, independent risk assessment. Please protect our people, our wildlife, and our future by directing the FCC to implement modern, biology-based safety standards. Thank you for your dedication to restoring public health protections. I am a civilian diagnosed with Havana syndrome,I have seen 2 private tscm investigators,licensed in radio frequency testing,and both have confirmed frequencies emitting from my person,this cruelty needs to stop and it needs to be regulated because people are suffering!

I am a targeted individual. I am being attacked by direct energy weapons. To my knowledge I did not concent to this testing. This testing needs to be regulated. I am also experiencing mk ultra. Constant ringing in my ears There are close to 300,00 Americans in this program. We need this to stop.
