See attached file. I'd like to understand the short and long term physical and psychological effects of Havana Syndrome, BEDE and microwave energy, RF, and EMF as it pertains to possible mis-categorization of civilian registries under FiSA/TSDB (or any unaccessible classified programs). This includes but not limited to unexplainable bruising and burns, vibrations, pulsations, nausea and abnormal test results associated with women's yearly health exams. The focus would be on a civilian registry as civilians today do not have an avenue to speak to medical professionals (oncologist, nephrologist, primary care physicians) about treatment and or shielding from egregious EMF microwave attacks. There is a pending case Ber v. Centers for Disease Control and Prevention to fill this gap so that civilians can be diagnosed along side the intelligence community, government officials, journalists, and scientists on this same matter. As government officials and the intelligence community works to find bad actors there should be an immediate solution to treat civilians with short and long term care. To the Department of Health and Human Services and the Federal Communications Commission: I am submitting this comment because I believe the federal government has waited far too long to conduct a thorough, modern reassessment of radiofrequency (RF) radiation exposure standards and their ability to protect the public. The FCC adopted its RF exposure limits in 1996. Wireless technology and our exposure environment have changed dramatically since then. We have moved through multiple generations of cellular technology while wireless infrastructure and the number of wireless devices surrounding us have greatly increased. Yet the fundamental FCC RF exposure limits remain unchanged. The question should not simply be whether an individual antenna, tower, or device complies with an existing limit. Federal agencies should determine whether those limits adequately address the real world environment people live in today. People are not exposed to one RF source at a time. We may encounter cell towers and antennas, WiFi routers, cell phones, tablets, Bluetooth devices, smart devices, security systems, and other wireless technologies throughout the day. I am especially concerned about infrastructure located near places where children, older adults, and other potentially vulnerable populations spend significant amounts of time. This includes daycares, schools, 55 and older communities, senior housing, assisted living facilities, and residential neighborhoods. Children may experience wireless RF exposure for virtually their entire lives. Older adults, people with implanted medical devices, workers with substantial occupational exposure, and people with existing health conditions also deserve appropriate consideration. Technology continues to advance rapidly. Public health research and exposure standards should advance with it. There is scientific evidence that deserves serious consideration. The U.S. National Toxicology Program conducted large animal studies of RF radiation and reported findings including malignant schwannomas of the heart in male rats under certain exposure conditions. Research from the Ramazzini Institute and subsequent systematic reviews has added to the scientific literature. At the same time, some human epidemiological research has not found increased risks for several health outcomes. Differences in findings should not be used as a reason to stop investigating. They are a reason for better research. Scientific uncertainty should not become an excuse for continued inaction while wireless technologies and infrastructure continue to expand. I am asking HHS, the FCC, NIH, FDA, CDC, NIEHS, and other appropriate agencies to support rigorous, independent research into cumulative RF exposure, multiple simultaneous RF sources, lifelong exposure beginning in childhood, potentially sensitive populations, reproductive and developmental effects, neurological and biological effects, cancer outcomes, occupational exposure, and current and emerging wireless technologies. Federal agencies should also evaluate real world RF environments around daycares, schools, senior communities, assisted living facilities, and residential areas where people may experience prolonged exposure. The public deserves transparency. Americans should be able to understand when exposure standards were established, the scientific assumptions behind them, how compliance is determined, what research supports them, what research raises concerns, and what remains unknown. I am not asking federal agencies to presume the outcome of the science. I am asking them not to presume the answer before adequately investigating the questions. After three decades of extraordinary changes in wireless technology, the American public deserves a comprehensive reassessment based on today's technologies, today's exposure environment, and today's scientific evidence. Technology should not advance faster than our willingness to investigate its potential effects on human health. I respectfully urge HHS and the FCC to conduct the rigorous, independent, transparent review this issue deserves and to ensure that protection of public health, including potentially vulnerable populations, remains a priority. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a healthcare professional who has cared for a subset of patients who report significant symptoms that they associate with exposure to wireless technologies and electromagnetic fields. In my clinical practice, I have encountered patients who describe symptoms occurring or worsening in environments with higher levels of wireless or electromagnetic exposure. Reported symptoms have included headaches, sleep disturbance, fatigue, difficulty concentrating or “brain fog,” dizziness, palpitations, anxiety, heightened nervous system symptoms, and a general sense of feeling unwell. Some patients report that these symptoms improve when they reduce their exposure or spend time in environments with fewer wireless devices. These experiences can have a meaningful impact on patients’ daily lives. For some, concerns about exposure affect where they can comfortably work, sleep, travel, or spend extended periods of time. Regardless of the ultimate mechanisms involved, patients experiencing these symptoms deserve to have their concerns heard, studied carefully, and addressed with scientific rigor rather than dismissed. As a healthcare professional, I believe there is a need for continued high-quality, independent research examining the potential biological and health effects of chronic and cumulative exposure to RF and other electromagnetic fields, particularly as wireless technologies have become increasingly prevalent in homes, workplaces, schools, healthcare settings, and public spaces. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health. Patient experiences and clinical observations should be considered alongside epidemiologic, laboratory, and mechanistic evidence when identifying areas requiring further investigation. I am responding from the perspective of an individual, retired Registered Veterinary Technician, parent, and human being. During January 2020, my family and I were sick with what seemed like a bad chest cold with cold/flu like symptoms. This was at the exact same time that AT&T, Verizon and T-Mobile were all firing up their many 5G towers around the California central valley where I lived at the time. This was right after thousands of 5G towers were fired up in and around Wuhan China in September/October 2019 causing cold/flu-like “covid” symptoms”. I have also worked from home using a laptop computer and wifi router which caused me symptoms of irritability, anxiety, depression, dizziness, headaches, nausea, heaviness in the chest, fatigue, sleep disturbances, tinnitus and other cold/flu-like symptoms. Once I took out the router my symptoms improved but it wasn’t until I left my job to move out of state and was no longer working on a computer for 40 hours a week that I really started feeling better. I have had these same symptoms whenever I spend any time in a residence or building that has wifi and/or a large amount of electronic equipment, like the San Joaquin County building where the Planning Commission and Board of Supervisors meet. I was sick for several days after spending hours waiting for my turn to speak in a Planning Commission meeting to address a legal matter regarding the San Joaquin River Club where I used to live. I have also worked in several veterinary emergency hospitals with a lot of electronic equipment including fluid pumps, ultrasound machines, laboratory equipment and a CT scanner which caused irritability, anxiety, etc. I currently live in a low EMF environment which has really helped to alleviate my symptoms of Electromagnetic Radiation Sickness/Syndrome. I recently had an experience in which I had to have my iPhone 16 on my person for at least 8 hours during the day because I was waiting for an important phone call in a town with several cell towers and 5G service. By the time I got home and no longer needed to have my phone on, I felt ill like I had the “flu”. I felt nauseous, had a headache and had to go to bed early. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. My teenage son who never had a single health issue in his life started experiencing involuntary twitching within a few months of a SMART METER (referred to as EVIL METER from this point forward) being installed on our home. Within approximately 4 months he had a full blown seizure. He was the only one in our home who had a bedroom on the side of the house as the EVIL METER which was right on the outside of the wall and was being bombarded every night in his sleep. This made me sick to my stomach to even think about!!! We moved his room and he started immediately seeing our acupuncturist for treatments as we do not believe in the lies and medications that traditional western doctors push. We received their suggestions and the answer was NO. This entire experience has changed our son as it would anyone and he is now EMF sensitive and still healing after a year and a half. I can not imagine how many innocent children and human beings and even animals are being terrorized and poisoned by EVIL METERS and all other forms of EMFs and when the clues lead to these sources many roll their eyes and you are felt to be crazy for even suggesting these sources by "professionals". She developed glioblastoma on the same side of her brain close to her ear as she would daily hold the phone while she was cleaning houses. She is only 52 and being put on hospice after lengthy treatments and surgeries. When I use my cell phone, my hands will ache. If I am not using the phone, my hands do not tingle or ache. We changed our Wi-Fi to a landline in at that time. I headaches, depression and brain fog went away. I am now able to get my household tasks done and in addition study to further my career. 1) My physical and mental symptoms are so real, tangible, well-co-ordinated with the real time environmental and real world activities those can never be ascribed to suffering from mental disorder like paranoid schizophrenia or illusion disorder. It is real time physical and mental torture with instantaneous severe neuro strikes using electromagnetic waves/laser induced shock wave in a continuous scale for 24/7 as per my thought, talk, activity and vision. It is a horrendous torture because the torture is on the specific part of the body or organ as per the nature of victim’s activity in real time. Torture such as itching, severe pain, hard impact, sudden headache, migraine like pain is associated with sleeplessness and restlessness during day in and out. Brain-computer interface between the computers and victims’ brains with the help of neuroweapon like neural implants / NEUROMORPHIC COMPUTING and then mind and body cloning with the help of generative AI/ ML can only be attributed to such real time physical and mental torture, with sudden changes in brain signal such as both urge and loss of appetite, urination, abrupt change in mood, emotion, feeling, severe chest pain, sudden drowsiness during scooty driving, sleep deprivation as per he perpetrators’ wishes and intentions, havoc pain in the internal organ and many more physical symptoms. The complaints are so serious, severe and action demanded that simply terming these as mental disorder is irrespective and irrelevant in this case. I have demanded justice against a heinous cybercrime which can exist in this case irrespective of any mental issues in me and that is so precarious for humanity that we cannot neglect it without sincere, honest and transparent real time investigation with the help of competent investigating agencies and modern resources. 5) For every logic there exists two gateways; Yes or No; Positive or negative; and before reaching any conclusion to a highly sensitive and life or death decisive subject, both the options should be exhaustively investigated, otherwise human civilization cannot survive and progress an inch. So far, the whole energy and resources of human society have been spent on relating targeted individuals like me to the patients suffering from paranoid schizophrenia with end result in only destruction in human society. It is high time for government and educated human civilization come forward with their all resources and utmost sincerity and honesty to investigate into the other sides of the story to protect human from its extinct in all forms.

When the new meters went into my neighborhood, I started having headaches and soon my ears started ringing. I always used an ethernet for internet and kept cell phone usage to speaker or ear corded headsets. I opted to keep my analog meter and then had to pay a monthly fee to do so. I moved in Aug 2025 due to the increased symptoms and increased wifi signals that were coming through my home 24/7 that were increasing my fatigue and other symptoms. My new location is in a sparsely populated area and just got a tower last November. The signal is not terribly strong through my house but, I noticed increased symptoms anyway. There was a smart meter on the side of the house. There was NO analog option, so I enquired with the power company and had the meter removed from the house and placed at the property line 56 1/2 feet away. The ringing and fatigue are minimal and no headaches now. The ringing has diminished to a small sound that is livable. I could only afford to do this because of the funds from selling my home otherwise I would have had to move to somewhere with No meters and towers nearby. It is extremely concerning that people with these sensitivities are NOT being listened to at all. Many have been cast as NUTS by their doctors that are ignorant of the effects of strong fields. Just look at what directed energy weapons are capable of doing and then tell me this is some kind of imaginary condition. There is a location in the Carolinas where there is a large telescope that is in a valley protected from ALL of these signals so the telescope can operate and many people with these sensitivities have moved to that area of the country and recovered. We are the CANARIES of the COAL MINES! I do not give my permission to be experimented upon by a deaf government or private business that has MONEY as their only goals. Studies have been done and continue to prove the damaging health effects of WIFi and 5g. Denmark has removed wifi from all schools. If there was no health issue, they would have NOT done so. What will it take to make regulators stop ignoring the science? I wish to have this placed into the Congressional record. What I have said and experienced is by no means unique. Please act like life and health really matter. What is the point of having the science and regulation if you only ignore that and strive to accommodate big business interests and money. How much is your life worth? How about your children, parents, siblings and friends? My husband was diagnosed with Vestibular Schwannoma. When asking the doctor about if cell phone usage could be a contributing factor, since it is on his "cell phone ear" side, he stated that he could not confer, yet has seen a marked increase over the last 10 - 15 years. I happen to work with someone who had one removed about 8 years ago. Considering they used to be rare, we would very much like studies done to see if there is a correlation between device radiation and brain tumors.
