I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned member of the public. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

No safety studies have been done on 5G and cell phone science has many parallels to tobacco science. Studies paid for by industry are unlikely to find any evidence of hazard while research funded from independent sources are much more likely to find evidence of harm. Insurance companies are aware of the true EMF risks and refuse coverage to the wireless industry. The FCC is considered to be a captured agency by Harvard ethicists with prior commissioners having strong ties to industry. For that reason, the agency grants the telecom companies whatever they want in terms of expansion of wireless systems without addressing significant safety concerns. The FDA and EPA which could have a role in regulating health and environmental impacts are also captured. EMF hazards also cause harm to trees, birds, bees, and other insects. A 2021 lawsuit against the FCC was won by Children’s Health Defense and the Environmental Health Trust. The U.S. Court of Appeals ruled the FCC’s 2019 decision that its 1996 guidelines adequately protect the public from non-cancer harms from 5G and wireless-based technologies was capricious, arbitrary and not evidence-based. Unfortunately, the FCC has ignored the court’s mandate and has not updated its safety guidelines. Please take action to update these standards immediately.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a parent, family member, healthcare professional and a concerned member of the public . PERSONALIZE YOUR COMMENT HERE: For me, reducing exposure made a difference in my headaches and brain fog. I also think every state..to include Colorado, needs to have an opt out program for every homeowner who would like to opt ot of a smart meter in their home. I have tried and tried and CO won't budge where I live. I should be able to opt out of radiating my bedroom (which is on the other side).  I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals, families, health care providers, researchers and scientists with an opportunity to be finally be heard on this critical public health issue

Questions 2–3: Experience I work in IT/marketing technology and coach youth/high school sports. My symptoms have included migraines, facial tingling, confusion, slowed processing, debilitating fatigue, anxiety, blurred vision, tinnitus, lost sleep, nosebleeds, and involuntary muscle and eye twitching. I report symptoms around TriMeter RF readings of about 1 mW/m² and aim for below 0.5 mW/m² at home. EMF-associated episodes feel similar to entering a moldy building. My nervous system feels under constant attack, unable to distinguish biotoxin illness, allergies, and EMF. This describes my experience, not a confirmed mechanism. I feel persistent reactivity impedes recovery. For over a decade, I worked/slept 5–10 feet from a Wi-Fi router. I suspect prolonged exposure, mold/mycotoxin illness, or possible Bartonella/Mycoplasma infections contributed. These are hypotheses based on thoughtful reflection. Dr. Neil Nathan’s book and online research eventually led me to RF/EMF meters. An environmental illness/biotoxin physician told me he lacked expertise here. Impacts: • Employment: Finding work from a wired home office is difficult; many jobs require office attendance. Symptoms in wireless-heavy offices challenge my ability to earn income. I have struggled to find a clear diagnostic pathway and documentation for disability recognition, accommodations, or support. • Coaching: Symptoms impair quick decisions and emotional regulation. Some parks, schools, and stadiums host antennas [5–6]. I cannot relocate events. • Transportation: Cars are my worst environments. Cell phones, Bluetooth, Wi-Fi, and vehicle electronics concern me. Some planes, buses, and trains offer Wi-Fi, plus cellular transmissions where permitted. • Relationships: Family and friends sometimes disregard device boundaries. Some have called me “crazy,” adding conflict and isolation. • Housing: Avoiding nearby towers and neighboring apartment Wi-Fi, building a wired home, and finding appliances without wireless transmitters have been difficult. • Daily life: Wi-Fi in stores, malls, hotels, and offices feels ubiquitous. • Hospitals: Extensive Wi-Fi coverage makes hospitals particularly difficult for me. Caring for my parents at the end of their lives was harder because of symptoms I experienced there. I fear being hospitalized without a tolerable environment or accommodations. Questions 9, 11, 15: Children/accountability My children have experienced illness we associate with mold/mycotoxin exposure. I worry about classroom exposures and possible susceptibility from preexisting illness. Provide independent measurements near schools/homes, including towers a few hundred yards away. Proximity alone does not establish excessive exposure. Municipal responses assigning monitoring to carriers leave accountability unclear. Clarify carrier duties, FCC oversight, local roles, and complaints [7]. Approving towers as routine infrastructure without a public vote concerns me. Please ensure advance notice, accessible plans, meaningful public comment, and transparent decisions. If a nearby line-of-sight tower made symptoms unmanageable, I might need to uproot my family. I fear tolerable urban/suburban housing will become harder to find. Moving cannot prevent new towers. Question 16: Research Study sleep, cognition, emotional regulation, and mental health, especially in young people. Reports linking rage or suicidal thoughts to EMF symptoms concern me but do not prove causation or explain school violence. Distinguish exposure effects from pain, sleep loss, isolation, device use, and other factors. Assess vehicle RF alongside magnetic fields from electrical systems, fan motors, and rotating magnetized tire belts [1]. Reflections can create localized RF hotspots; vehicle bodies alter absorption patterns [2–3]. Investigate mold interactions. Ahmad et al. reported increased and decreased fungal growth and aflatoxin production under static magnetic fields [4]. Prioritize research, respectful care, transmitter disclosure, wireless shutoffs, wired alternatives, and workplace/hospital accommodations. This is to submit this series of article in the New Yorker called "Annals of Radiation" I will paste an excerpt here from the second article and a link https://www.newyorker.com/magazine/1989/06/19/the-hazards-of-electromagnetic-fields-ii-something-is-happening excerpt: Meanwhile, Adey was pushing on with research aimed at finding out how weak electromagnetic fields might trigger amplified changes in brain chemistry. Since his earlier work with Leonard K. Kaczmarek, a biochemist, on calcium ions had suggested that highly non-linear effects must be involved—effects that would allow large releases of chemical energy to be triggered by tiny stimuli—he now proposed a three-stage model based upon the amplification of weak cell-surface events. In the first stage, the cell membrane senses the arrival of a weak field and reacts to it by initiating, in domino fashion, a release of calcium bound to the protein strands that protrude from the membrane surface. (Because of the domino effect, the energy released by the altered calcium binding is far greater than that of the initiating chemical or electric triggers.) In the second stage, this released energy is transmitted, in the form of signals that travel along the protein strands, to the interior of the cell. In the third stage, the cell interior reacts to the arriving signal by stimulating or inhibiting intracellular enzymes—protein molecules that act as chemical catalysts. During 1981 and 1982, Adey and Daniel B. Lyle, a research immunologist at the University of California, Riverside, together with two associates, demonstrated that the PAVE PAWS carrier frequency of 450 MHz modulated at the electrical-distribution-system frequency of sixty hertz could significantly suppress the ability of cultured T-lymphocyte cells from mice to kill cultured cancer cells; and when the four researchers published their findings in the journal Bioelectromagnetics, in 1983, they noted that progressively smaller suppression occurred when the microwave radiation was modulated at forty, sixteen, and three hertz. These findings had possibly serious implications, of course—not only for the tens of thousands of people living close to PAVE PAWS but also for the tens of millions of people living in the vicinity of power lines and electrical-distribution wires. Indeed, when Lyle later repeated the study, using simulated sixty-hertz high-voltage power-line fields, he again observed a large suppression of the killing capacity of T-lymphocyte cells—a chilling finding in the context of the 1979 study by the epidemiologist Nancy Wertheimer and the physicist Ed Leeper which found an increased incidence of cancer in children in the Greater Denver area who had been exposed to low-level magnetic fields from high-current electrical-distribution wires. The results of a study that was performed in 1983 by Craig V. Byus, an assistant professor of biomedical sciences and biochemistry in the Department of Biochemistry of the University of California, Riverside, together with Adey and two researchers from Byus’s department, gave cause for further concern about the future well-being of the inhabitants of Upper Cape Cod. Byus and his colleagues exposed cultures of human-tonsil lymphocytes for periods of up to sixty minutes to low level 450 MHz radiation modulated at ELF frequencies ranging from three to a hundred hertz. They found that the activity of certain protein-kinase enzymes within the lymphocyte cells was sharply reduced when the microwave field was modulated at certain frequencies between sixteen and sixty hertz. Because the effect upon the activity of the protein kinase was transient, Byus and Adey were cautious in their assessment of it when they and their associates published their findings, in Bioelectromagnetics, in 1984. They warned, however, that their observations regarding the effects of ELF-modulated radiation on human-tonsil lymphocytes, together with the findings of the earlier mouse-lymphocyte study, required additional and careful assessment. On August 18, 1984, the Cape Cod Times published a front-page article about the final results of Guy and Chou’s study. It started out by saying, “A five-year study on the long-term effects of low levels of microwave radiation has sparked a new debate over the safety of the Air Force’s PAVE PAWS microwave radar station in Bourne.” The article went on to quote Ruth Hubbard, the Harvard biology professor whose affidavit warning of the dangers of PAVE PAWS radiation had been dismissed as irrelevant five years earlier by Federal District Judge Tauro.<snip>

See attached file(s) - I am a working Certified Building Biology Electromagnetic Radiation Specialist. My primary focus is identifying and reducing electromagnetic radiation in homes and workplaces—including radiofrequency (RF) radiation, AC electric fields, AC magnetic fields, and dirty electricity. My background in electrical engineering and computer science, combined with my professional Building Biology training, gives me a technical and practical approach to finding sources of EMF/RF exposure and helping clients determine what can reasonably be done to reduce them. During more than 100 residential environmental assessments that I have performed, I've frequently been asked whether there are any studies demonstrating biological effects from non-ionizing ULF or RFR over-exposure. Over the last 2 years I am seeing an increase in the number of my clients that are experiencing (often) painful symptoms that are related to their increase exposure to non-ionizing electromagnetic radiation. Rather than tell you their stories, I have created a document clearly showing in an easy to understand way that current peer reviewed research has proven the impact of non-ionizing electromagnetic radiation on peoples well being as well as the environment. I have also included in the attached document a comparison for four different health issues of the number and percent of peer-reviewed studies worldwide showing these effects versus ones showing no effect.

Vineyards Elementary School in Naples, Florida, was built and opened in 1989 The large cell towers located on or adjacent to the Vineyards Elementary School campus in Naples, Florida, were constructed in 2011. Please, check the medical records for cancer of everyone who attended Vineyards Elementary School, taking years of attendance in to consideration and if they attended prior to the introduction of the cell towers. In addition, compare a random sample of people who live in the same area but did not attend Vineyards Elementary School. It is probable that there are other situations like this at other schools around the country. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a researcher, environmentalist and advocate for persons with the functional impairment known as electrosensitivity.who has experienced it herself. My research has documented biological and environmental effects from RF sources such as smart electricity meters and 5G transmissions. I am a member of Life-Environmental Network, a Japanese NGO advocating for the rights of persons with electrosensitivity and multiplechemical sensitivity. I am a US citizen living abroad. I am attaching a summary of my observations on the introduction of smart meters and my full report on changes in flora and fauna coinciding with the introduction of 5G service in the area I currently reside in. It is important to note that for people with electyrosensitivity, including myself, the world where we can safely conduct our activities has become increasingly narrow. We had to move out of Tokyo to a rural area, in particular for my husband's health, but I also find it hard to tolerate the environment in large cities.I've had to install RF-shielding material at home, and can no longer enjoy eating at restaurants that have introduced wireless ordering equipment.The electrosensitive have to limit their time at public meetings, and many of them cannot tolerate computer equipment enough to participate on line, so our voices are heard infrequently, and many people who know about the problem assume it has been solved because they're not hearing from these people. Over the years, many people I've known with electrosensitivity have died or gone missing. In February 2020, a group of the affected patients assembled in Tokyo to talk with the ministries involved in health and telecommunications. They described their difficulties, including the social stigma they face, and they asked for a "leper colony" where they could live with others similarly affected and recover their health. Then COVID hit and no one could meet with anyone else, and it was all forgotten. This was Japan, but the people affected in other countries, including the US still exist and still need help. I hope their needs can be taken into consideration.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a person who has been personally affected by this exposure. I am 73 years old, and have been suffering from health issues, mostly digestive, since I was 50. In my health journey I finally found a naturopathic doctor who knew how to help me about 5 years ago. After making many changes to reduce my exposure to toxins in my environment, there came a point that she told me that she told me that my biggest obstacle to health was now wireless radiation and that she would not be able to help me further until I addressed my exposure to EMFs. That was the first time I even heard of this. She put me in touch with an expert who guided me in the purchase of a special router that goes into standby mode if Wi-Fi was turned off on all devices and the purchase of a meter to detect exposures. I also hard-wired all devices that I could and turned off Wi-Fi settings at night. I stopped using the microwave completely when I saw how much radiation it emitted. I bought radiation blocking covers for our cell phones and stopped using earbuds. I was fortunate that my condo is not located near a cell phone tower but because I am in a condo, I am affected by my neighbors somewhat. After these changes, I noticed a big difference in my ability to sleep through the night. On nights that my husband forgot to turn his cell phone settings off, I felt my heart pounding at night and when I got up, invariably found that one of his devices had not been turned off. As I get healthier inside, I find I am much more sensitive to these exposures, which are getting stronger and stronger as technology evolves. This is such an important issue, and most people don’t know anything about it and/or don’t believe that companies would be allowed to sell products that are harmful to human life. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a pet owner. In 2020 when they went live with 5G in my area, 5 out of 9 cats in my household starting having focal seizures. While I don't have proof that it was caused by 5G implementation, I am highly suspicious due to the fact that so many started having them at the same time. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human and animal health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.
