Across the nation many residents are concerned about the small cell wireless antennas being deployed in our community. These powerful antennas, part of the next generation of wireless technology (5G), are being placed in close proximity to our homes, schools and other places where we engage in the activities of our daily lives, even though there is no science that assures their safety. This is an undeniable risk. The rapid rollout of the next generation in wireless communications known as “5G." In neighborhoods like ours across America, so-called “small cell” antennas need to be installed close to homes and apartments to facilitate this new technology. The deployment raises serious issues that should concern everyone in our community: safety, security, privacy, property values and health. The FCC’s human exposure guidelines for the radio frequency (RF) microwave radiation used for this technology are decades out of date and the agency has dismissed the results of decade-long research on RF microwave radiation and human health completed last year by the National Toxicology Program that showed “clear evidence of carcinogenicity.” Because the health and safety of our families is at stake, we demand a moratorium on further deployment of 5G until it can be proven safe. NOTE: This is a security and privacy issue. Wireless networks are relatively easy to hack compared to fiber-optic wired networks. Data from your phone and other wireless personal or home devices can be easily captured and marketed. In addition, small cell installations have the capacity to house cameras for facial recognition, as they do in China. What guarantees do we have that the technology will not be abused? This is a safety issue. Local zoning codes are meant to protect our safety, but the wireless industry is fighting those codes. Most existing utility poles (the preferred location for small cell antennas because it’s cheap) were not designed to withstand the hundreds of pounds of additional equipment, and severe weather events could bring down the poles, causing damage to our homes and property. Our local officials should have the right to decide where those new antennas and their equipment are placed. But perhaps most troubling is the news about our health. A recent (2018) peer-reviewed study by the National Toxicology Program of the National Institutes of Health – the most prestigious health research organization in the world – proved that exposure to radio frequency (RF) radiation, the kind emitted from all wireless devices and their infrastructure, causes cancer and DNA damage. Not maybe. Living with EMS Is Like Being In An Invisible Cage (found in pdf attached) In essence, I am a prisoner in America, held in place by an unseen grid that is proliferating. Some say the data centers are being built in order to hold everyone in an invisible cage. I can testify from experience that no one wants this. Re: ET Docket No. 13-84 — RF Exposure Issues Subject to Remand in Environmental Health Trust v. FCC To the Federal Communications Commission: I submit this comment as a member of the public concerned that the FCC’s current radiofrequency (RF) exposure standards and testing procedures may not fully reflect today’s communications environment. Wireless technology provides enormous benefits. My concern is not opposition to Wi-Fi, cellular networks, satellites, wearables, 5G, 6G, or emerging systems. My concern is that safety testing and regulatory review should evolve as rapidly as the technology itself. The Commission should not presume that RF exposure below existing limits is harmful where causation has not been established. But scientific uncertainty should not automatically be treated as proof of safety. REAL-WORLD AND CUMULATIVE EXPOSURE People may now be exposed simultaneously to phones, Wi-Fi routers, Bluetooth devices, wearables, computers, connected vehicles, smart-home devices, cellular infrastructure, satellites, and other RF sources. The FCC should examine whether its framework adequately evaluates aggregate and cumulative exposure rather than considering devices mainly in isolation. Testing should reflect foreseeable use, including devices against the body, near the head, worn for long periods, and operating multiple radios simultaneously. Where relevant, it should also consider multiple frequencies, modulation, pulsed transmissions, beamforming, and changing duty cycles. LONG-TERM EXPOSURE AND CHILDREN Modern exposure can occur throughout the day and over decades. The FCC should distinguish short-term exposure from chronic, cumulative, and lifetime exposure. Children deserve specific analysis because they may begin using wireless devices early and experience exposure over much longer portions of their lives. The Commission should clearly explain the scientific basis for concluding that its limits and testing procedures adequately protect children. NON-CANCER EFFECTS The Commission should rigorously evaluate credible evidence concerning possible non-cancer effects, including neurological, cognitive, reproductive, oxidative, and other biological endpoints. Inconsistent findings or methodological limitations should lead to careful analysis, not blanket acceptance or dismissal. The FCC should identify which findings have been replicated, whether credible dose-response relationships exist, how exposure was measured, whether appropriate controls were used, whether confounding factors were addressed, and whether observed biological changes represent actual adverse health outcomes at exposures relevant to FCC limits. ENVIRONMENTAL EFFECTS Environmental impacts also deserve meaningful investigation. Research should distinguish possible RF effects from tower lighting, collisions, habitat disruption, construction, and other confounding factors. A lack of high-quality independent field studies should be identified as a research gap, not automatically treated as evidence of no effect. PRIVACY, SECURITY, AND MALICIOUS USE As RF-dependent technology becomes ubiquitous, the FCC should also recognize related privacy and cybersecurity risks, either here where relevant to technological developments or through a separate proceeding. RF energy itself does not collect personal information. However, wireless systems can create mechanisms through which devices may be identified, tracked, impersonated, disrupted, or subjected to unauthorized interception. Documented concerns include rogue cellular base stations, rogue Wi-Fi access points, wireless identifiers, Bluetooth vulnerabilities, spoofing, jamming, interference, and techniques capable of distinguishing devices through characteristics of their RF transmissions. As wireless systems expand, regulators should consider unauthorized tracking, location-related metadata, RF fingerprinting, malicious interference, and transparency about what systems transmit, collect, infer, retain, or disclose. REQUESTED ACTION I respectfully ask the FCC to modernize RF compliance testing; evaluate aggregate, long-term, and lifetime exposure; specifically address children; transparently evaluate non-cancer effects; identify replicated and unreplicated findings; support independent environmental and human-exposure research; improve public access to testing methods and assumptions; and establish recurring review of RF standards as technology evolves. The United States can lead in communications technology while also leading in independent research, transparent safety standards, privacy protection, and realistic exposure assessment. Hello. My name is Nancy Tolsma. 3116 Maui Drive, Mitchell SD. Until April, 2025 , Jay, my husband, and I lived at 800 W. 16th Avenue, Mitchell SD. At 800 W. 16th Avenue, we had a cell tower near our house. In September of 2020 I started having a strange feeling in my right lower arm. My right side of my torso. As the months went by, I became very tired. My legs had the strangest feeling of being strangled when I played down. I felt like there was a hand on the lower left back side of my head all the time. My memory got worse and worse each passing month. I was told I had neuropathy probably, because my feet cramped and tangled so bad. I got tinnitus in my ears, that got louder and louder as months went on. By April of 2021, I was ready to tell my husband I should quit driving because I couldn't remember where I was going when backing out of the driveway or what was the best way to get to my destinations. He is a CPA, so I didn't want to tell him during tax season, as he was already very busy. I went to my Dr. and had him check me, he said everything was good. The reason I was so tired was from cell towers. CELL TOWERS???? WHAT ARE THOSE???? I told my husband after tax season and he said a couple just started coming to our church that had moved from Minneapolis area to Mitchell because of all the cell towers there making the wife extremely sick. When I had blood work done, I said I wanted a panel done for EMF on me. The Dr. told me there was no such panel but said I was hypersensitive to EMF. Both my husband and I had serious health issues from living by the cell tower, that now after a year and a half have majorly gone away. The tinnitus has gone from a 10 to a 1. The feet are so much better and no neuropathy...just EMF damage All the other symptoms have left. The legs are backk to normal. The pressure of the hand on the back of the head is gone. The arm is normal again, as is the stomach tightness. The memory is better, but am taking supplements to help, knowing that was very serious. Please stop all CELL towers from going up. My husband talked to Larry Thomson, who flies to DC all the time to testify about round up and the technology. He told Jay the only reason we have cell towers is to be like China, and track people. It makes no speed difference on people's cell phone service. I don't want to be like China. I had to move in order to be able to live, because of cell towers. I know 2 dozen others who testified to City council on the damages on their lives because of cell towers. Please bring them down. Thank you.

There is so much corruption in healthcare, the people are aware and becoming more aware every day. Why not actually take a stand and come out on the good side of history by doing something good for the people instead of continuing to permit harm. There's enough evidence showing the harmful effects of EMFs. And people are tired of being tracked by their cell phones. I constantly have voice to skull abusive people saying they are rapijg,beating,and trafficking my children and that the "government" now owns my children and that there is nothing I can do about it without proof from my AI-R AIR DATA..my important documents from the Douglas county circuit courthouse in Douglas county oregon from roseburg has been deleted or simply vanished from the filing system and also at the local roseburg dhs office and also from adapt services and many local computers in several businesses such as unemployment department, public library, and dhs, ucan services have all either froze up on me to prevent getting help or have rerouted me in an attempt to keep me from being un-homeless and to keep me unemployed in the past year I only recently found employment after complaints about the abuse and after fighting for my rights and writing the judges to try to expalin the major problem to keep my children away from me and and unhealthy and also to keep me unhealthy.
