Phones, Wi-Fi routers, Bluetooth devices, smart meters, wearables, household sensors, and satellite terminals each receive their own compliance rating. No federal program measures the combined, time-averaged exposure in a bedroom, living room, office, an apartment with neighboring networks on all sides, a school, or a crowded public place. Ionizing radiation policy accounts for cumulative dose. Non-ionizing policy does not. That is a regulatory choice and merits modernizing. FCC general-population limits in 47 CFR 1.1310 were built around single sources and peak heating tests. They were not built around dozens or hundreds of transmitters operating at once in the same room or vehicle. New systems are arriving faster than health research can follow. In a short period the public environment gained denser cellular service, additional Wi-Fi bands, consumer devices in every room, satellite broadband, satellite-to-phone service, passenger Wi-Fi, and dense small-cell and venue systems. A credible chronic study takes years. A product cycle takes months. The absence of a completed study of this combined environment is not proof of safety. It is a lag between deployment and evidence. Current limits are designed to prevent tissue heating above defined levels. What remains unsettled is whether lower levels affect other biology, including cellular energy production, oxidative stress, or circadian signaling. Standard-setting bodies have not changed exposure limits on that basis. If effects occur at ordinary public levels, today’s device tests do not capture them. HHS should state what the evidence shows at measured real-world levels, not only in laboratories. In addition to homes, people also spend hours in places where many independent systems overlap and no one person controls them: - Airports and aircraft: terminal Wi-Fi, cellular and small cell radios, airline and passenger Wi-Fi, Bluetooth, operational radios, and then a metal cabin full of devices. - Buses, trains, subways, and stations: onboard Wi-Fi, passengers’ phones, wayside cellular, and transit communications in a confined concentration of people. - Shopping malls, stores, arenas, and other venues: Wi-Fi, tenant networks, cellular in-building systems, point-of-sale and inventory radios, and a rapidly growing list of personal devices. Each transmitter may meet its own limit. The combined field in a airport gate area, a packed bus, or a mall corridor is not what a single-phone SAR fixture represents. Dwell time and cumulative exposure is key. HHS should also quantify how many radios surround people at home and in public. There is no adequate official count of in-home access points, neighboring networks through walls, and client devices. The same gap exists for public venues: how many networks and handsets are active, on which bands, and for how long a person stands in the field. Satellite internet and satellite-to-phone service add whole new bands and geometries to an environment that is already full of cellular and Wi-Fi. They should be counted in the same cumulative inventory. Ku user downlinks are an outdoor field over entire neighborhoods, 24 hours a day, from a growing constellation, on top of terrestrial cellular. Even the energy that does not enter the house still reaches yards, streets, vehicles, and anyone outdoors. A single Wi-Fi router can dominate a spot reading inside one room. That does not mean satellite and cellular are negligible in a person’s full-day dose across home, transit, work, and outdoors. Residential electrical codes only address shock and fire. They do not address powered furniture, outlets at the head of a bed, or always-on equipment next to a sleeping place in a room that already contains several radios. Power-frequency fields and radiofrequency fields are not the same problem. They now occur together in bedrooms. If indoor environment is in scope, wiring layout and household equipment belong in the review with HUD, CPSC, and related agencies. The United States already knows how to approve devices. It has not shown that it can account for RF, EMF and wireless dose in a room, cabin, or terminal.

I am the individual from Romania that I am remote neural monitored and harassed in the same time with this secret weapons called psychotronic weapons that can be used to attack and even kill but also to generate synthetic telepathy. Since 2016 they have connected four more people with me and I can hear them in my head 24/7 since then. I can communicate telepathically with them and they can also hear my thoughts and even dreams. On the internet they talk about the use of microwaves for this but I think it is not true because I have used aluminum blankets many of them to hermetically isolate a small box with me inside and I was able to block only the phone and the Wi-Fi signal. I think that this weapons use the frequencies of the brain from 0.1 hz to 1 khz. They can be blocked with mu-metal by hermetically isolate a room with one millimeter thickness or more. There could also be microwaves but to penetrate many layers of aluminum the signal would need to be very strong and easy to detect. This weapons have been used against me and my family since 2012. Some of my relatives have been killed with strokes and heart attacks generated with this weapons. Since 2013 I was attacked with all sort of stings, they have induced me dizziness, head heating sensations and since 2016 until recent they have induced me spasms in my shoulder daily when I was trying to sleep. They have even attacked my genitals and now I have problems. There could also be some kind of nano technology / nano bots involved or biological weapons because they have also attacked my mother and she had joints pain and also they did something to her heart as well. They use satellite or ground stations not the 5G antennas by the way. People are also affected by this because it is a mass harassment. I was not able to test if mu metals can block this weapons since the Romanian government has refused to help me. There is also a small chance that the weapons don't use any known frequencies at all and it may be something at quantum level. My health issues began when I lived about 1/4 mile from a cell tower and began using a cell phone. I now have multiple chemical sensitivity and electrosensitivity. I have had to make drastic changes in order to continue working and try to be well. It is increasingly difficult to do so with most utilities using smart meters and increasing numbers of satellites beaming EMF to the earth. It all started 2019. Before then I had no issues that I was aware of. Few of the symptoms I get when I am around cell towers, cell phones, wi-fi and smart meters are: 1. in my head it feels like I am on a boat, 2. I feel sick, 3. ringing in my ears, 4. I get a feeling that my body wants to run away, fight or flight mode - to leave this area, 5. shaky hands, 6. stifness in my neck, 7. I get this feeling of vibrations inside my body which make it hard to relax and impossible to sleep, my body is tired but my head is all alert. These are just a few problems I am dealing with regarding all the amount of radiation that is coming closer every day. Who knows in what way all these thousands of satellites are affecting us? I am an individual consumer and patient responding to Question 3.(a) The EMF sources that most affect me are Wi-Fi and wireless infrastructure. I also struggle with emissions from computer screens and certain lighting that create EMFs. Other sources that have harmed me include smartphones, a microwave, neighboring 5G satellite equipment, and SMART meters on nearby properties.(b) I first noticed effects of wireless technology about 13 years ago (around 2012). I had been sleeping with my smartphone under my pillow, Wi-Fi on, to listen to podcasts as I fell asleep, for at least a few months. We also had Wi-Fi in our home. Exposure later increased when Google arranged free downtown Wi-Fi in our town and then ran that Wi-Fi up the hill where we lived. After we moved, a neighbor beamed a 5G satellite dish over our property toward a distant 5G tower. Our local PUD later required SMART meters countywide; I kept one off my home, but neighbors have them. I still encounter Wi-Fi in stores, restaurants, and other public places.(c) Potential adverse health effects have included severe brain fog, confusion, ringing in the ears, short-term memory loss, insomnia and general cognitive decline. It felt as though all my cognitive functions were slowed down, or as if a heavy wet blanket had been thrown over them. These symptoms have relapsed whenever exposure increased.(d) Symptoms first appeared after months of sleeping with a Wi-Fi-enabled phone under my pillow and living with home Wi-Fi. They increased over several weeks and occurred only at home or in other Wi-Fi environments; outdoors I felt fine. Turning off home Wi-Fi and related sources brought drastic improvement at home. When municipal Wi-Fi was extended up our hill, I became sick again in my own home and we had to leave. A neighbor’s 5G satellite aimed over our property caused another relapse; moving the dish ended that exposure-related flare. Public Wi-Fi still affects me, though usually less than the original home exposure.(e) I sought help from naturopathic doctors. The first scoffed but humored me. A second doctor in 2012 firmly admitted knowing about the problem, said he had encountered it before, and loaned us an EMF detection meter. He did not give a diagnosis. Over the years other doctors have admitted this is a problem and tried to alleviate symptoms, but all have been reluctant to give an official diagnosis. I believe doctors were unequipped to deal with this in 2012.(f) To reduce exposure, we turned off the Wi-Fi feature on our router and phones, switched phones to airplane mode at night, borrowed an EMF meter, tested plugs and electronics, removed the highest emitters, and stopped using the microwave. I improved drastically at home but still struggled in Wi-Fi-equipped public places. Increasing town Wi-Fi forced us to leave. We spent the next three years living in an RV searching for a rural place away from cell towers, SMART meters, and neighboring Wi-Fi. We eventually found one after much research. After a neighbor’s 5G dish caused a relapse, they moved it so it no longer aimed over our property. I fought to keep a SMART meter off my home and have so far succeeded. I have completely removed wireless technology from my home. I have not had a microwave in years. Phones go to airplane mode at night. I use speakerphone, never carry a phone on my body, and use a shielded case. All home networking is wired. Maintaining my health has been a very expensive battle, including measures to manage sensitivity when I must go into EMF-dense environments.(g) We confirmed sources with an EMF meter borrowed from a naturopathic doctor. I have researched scientific journal articles, watched countless hours of lectures, written letters to city councils to keep cell towers away, to my local PUD about dangers, and to county commissioners and state representatives. I have spent countless hours trying to warn and educate others, with little official result, though awareness and injury from EMFs are growing among friends and people I have met. I now fight my teenage son every single day to keep his cell phone out of his pocket because of infertility risks; he does not listen because everyone else keeps phones in their pockets. I cannot begin to communicate my frustration over more than a decade of struggle with EMFs and wireless technology. As long as convenience continues, appropriate studies are not done, and industry regulatory capture is not rooted out, there will be more people like me—and worse—and we will see an increase in the fertility crisis among the next generation.

I have been experiencing electronic harassment and electronic rape since 2021. These weapons have destroyed my life and my child. The pictures I posted are of vehicles that have been identified as DEWs and I am being stalked heavily. I go to work and come home and every car on the road is flashing their lights at me even during daylight hours. My story is very long and complicated and I need help.
