Personal statement & Case testimony: Smart meters present a direct hazard to human health. My health was drastically impacted after our utility installed digital smart meters across our block. The day after activation, I experienced severe acute symptoms: * Neurological & Peripheral Distress: I instantly developed cognitive side effects and an aggressive attack on my peripheral nervous system. Within 48 hours, emissions coming from the walls caused such severe disruption that I came close to leg paralysis. * Severe Insomnia: I can no longer sleep in my bedroom. The continuous fields create a sensation like my brain is being 'zapped' and kept awake, resulting in debilitating insomnia. * Whole-House Wiring Radiation: Research and professionals confirmed that the Switch-Mode Power Supply (SMPS) inside these meters injects high-frequency 'dirty electricity' directly onto building power lines. The electrical wiring throughout our house—and electronics plugged into it—now re-radiate harmful fields into living spaces. * Inadequacy of Mitigation: Mitigating this required major changes to living arrangements and expensive filters, which lessen the pollution but cannot eliminate it entirely. EXECUTIVE SUMMARY: Federal guidelines rely on thermal heating limits (ICNIRP) and wireless RF, failing to regulate conducted voltage noise ("dirty electricity") from internal SMPS in digital meters. Testing shows digital/smart meters generate up to 35 times higher conducted noise on household wiring than legacy analogue meters, turning building wiring into an antenna that induces non-thermal biological stress, neurological disruption, and sleep degradation. Federal agencies must close regulatory loopholes, recognize non-thermal biological thresholds, and enact a complete federal ban on all digital and smart electricity meters, mandating a return to passive electro-mechanical analogue metering. TECHNICAL EVIDENCE: CONDUCTED EMISSIONS 35-Fold Noise Increase: Testing of 23 meter models by EMF Consult AS showed modern smart meters (AMS) produce noise levels of 49 dBµV vs ~18 dBµV in older analogue meters—a 31 dBµV (~35-fold) increase in conducted noise on household wiring. Root Cause (SMPS): Analogue meters contain no power electronics, producing zero conducted pollution. Digital/smart meters use active SMPS that chop AC voltage, bleeding high-energy transients onto power lines. Constructive Interference: Multiple digital/smart meters on the same transformer create constructive interference, compounding noise across neighborhoods. BIOLOGICAL MECHANISMS & SCIENTIFIC RESEARCH VGCCs & Oxidative Stress: Transients alter cellular function below thermal thresholds by opening voltage-gated calcium channels (VGCCs), causing overproduction of reactive oxygen species (ROS) and oxidative stress. Piezoelectric Inner Ear Stimulation: The inner ear's tectorial membrane and otoconia convert ultrasonic oscillations into mechanical micro-vibrations, triggering tinnitus, head pressure, and brain hyperexcitability. Stress Biomarkers (Milham & Stetzer 2013): Filtering dirty electricity resulted in significant normalization of urinary dopamine and phenylethylamine levels. Metabolic Disruption (Havas 2006, 2008; Milham 2014): Studies show dirty electricity elevates blood glucose in sensitive individuals ("Type 3 diabetes") and correlates historically with diabetes/obesity epidemics. School Field Trials (Havas & Olstad 2008): Filtering power-line noise by >90% produced significant health improvements in 64% of teachers and improved student focus/behavior. Remission via Analogue Reversion: Court rulings (Oslo Appeal Court, French Linky decision) confirm replacing digital/smart meters with electro-mechanical analogue meters results in rapid symptom remission. CRITICAL REGULATORY GAPS Unregulated 10–150 kHz "Grey Zone": CISPR 32 / EN 55032 standards only measure conducted emissions from 150 kHz to 30 MHz, leaving 10–150 kHz—where SMPS transients concentrate—completely unregulated. Thermal-Only Paradigm: Guidelines fail to account for non-thermal biological signaling or conducted power-line noise. The only biologically safe standard is passive analogue metering. RECOMMENDATIONS FOR FEDERAL ACTION Complete Ban on All Smart Digital Meters: Enact a federal ban on all digital/smart electricity meters (including filtered models), mandating a return to electro-mechanical analogue meters. Free Analogue Reinstallation: Require utilities to reinstall traditional analogue meters free of charge upon request. Close 10–150 kHz Loophole: Expand EMC standards to mandate strict limits down to 10 kHz. Adopt Non-Thermal Thresholds: Update exposure standards to protect against VGCC activation, ROS-induced stress, and electro-hypersensitivity.

Observations from research This submission does not report human exposure-effect data; it presents a pathophysiological hypothesis and a protocol to test it [1]. We hypothesize that chronic exposure to anthropogenic electromagnetic radiation during the first 24 months of life, particularly during sleep, may act as a modulating cofactor in the pathogenesis of autism spectrum disorder (ASD). The hypothesized mechanisms are altered Ca2+/calmodulin signaling, mitochondrial oxidative stress, microglial activation and desynchronization of the mirror neuron system, consistent with the theoretical framework of Resonant Convergence [2]. Within this framework, Ion Cyclotron Resonance and thermomagnetic resonance are candidate transduction hypotheses, not yet validated. We explicitly acknowledge the constraints imposed by thermal noise [3]. The epidemiological objective is independent of the validation of these mechanisms: 1. Primary endpoint: continuous composite score (ESCS, CDI/MSEL, EEG mu rhythm 8-13 Hz). 2. Secondary exploratory endpoint: ASD diagnosis at 24 months (ADOS-2, ADI-R, DSM-5). Analyses use mixed-effects models and Firth regression, adjusted for socioeconomic status, screen time and parental health anxiety. Recommendation: prospective birth cohorts with objective exposure measurement. Knowledge gaps and exposure classification Prospective data on nighttime exposure during the first two years of life are lacking. Beyond SAR and power density, classification should account for low-frequency modulation, the ELF magnetic component, cumulative duration, time of day (sleep) and age of the exposed individual. Exposure assessment We propose integrating environmental RF/ELF measurements, source-proximity analysis, device inventories and wearable dosimetry, with objective verification of adherence to nighttime shielding. Children A differentiated assessment is needed. The 6-18 month window is critical for the maturation of the mirror neuron system and grey matter. During this phase, plasticity depends on calcium-dependent mechanisms and on the temporal precision of neuronal activity. Evidence below current limits In human cortical organoids, chronic RF exposure (800-2400 MHz) altered radial glia differentiation and induced the expression of ASD-associated genes via BET pathways. The effect was reversed by BET inhibition [4]. These are in vitro data, not directly extrapolable to humans, but they support the biological plausibility of the hypothesis. A preliminary study also observed EEG modulation with ELF fields of 20-30 microT at 1-4 Hz [5]. Research priorities Prospective pilot studies with continuous neurodevelopmental endpoints, followed by adequately powered confirmatory trials. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned United States Citizen. The city of Royston put this tower up some months back and for the last three to four months I personally have been having issues with my blood pressure. More specifically the diastolic number. At times it will surpass 100 while the systolic number will remain in the 120-130 range. I've recently purchased and EMF protection and placed it in a central location of our house. It seems to help as my blood pressure now seems normal when I'm in my house. However when I go outside or down to help my husband in the shop behind the house I can feel the blood pressure quickly begin to elevate. My eyes get sore and I have trouble with vision and my head will begin to hurt. So I feel the frequency or the radiation from this tower is most likely the cause of my sudden issues with maintaining stable blood pressure. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Re: Docket HHS-OASH-2026-0397 — Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure Questions addressed: 2, 3, 8, 9, 11, 16, and 18 I am submitting this comment as a concerned member of the public based on my personal experience and concerns regarding EMF exposure. I began noticing significant fatigue, headaches, anxiety, heart palpitations, and brain fog while working at the computer in my home office. My desktop computer, cell phone, and Wi-Fi/Bluetooth printer were all located very close to me. After purchasing a consumer EMF detector, I observed elevated readings near several devices, with the highest readings near my printer. I began unplugging my printer except when needed and unplugging my computer after use. After making these changes, I noticed an improvement in my symptoms. I recognize that my personal experience does not establish causation, but it raised important questions for me about prolonged, real-world exposure to multiple EMF sources. I encourage HHS to study not only individual devices in isolation, but also environments where people are exposed to multiple EMF sources for extended periods. This is particularly important to me because the City of Columbia, Missouri, has proposed the 161-kV Grindstone-to-Perche Creek transmission line, including a potential Vawter School Road corridor. The proposed infrastructure would pass through developed residential areas and near places used by children, including Mill Creek Elementary School and its playground and Cale School. I respectfully ask HHS to include 60-Hz extremely low-frequency (ELF) electric and magnetic fields from high-voltage transmission lines in its EMF research and review, particularly regarding children and long-term exposure. I am especially concerned about the complete EMF environment of a school near high-voltage transmission infrastructure. Modern classrooms may contain Wi-Fi access points, laptops, tablets, Bluetooth devices, wireless printers, cell phones, electrical wiring, lighting, and other electronic equipment. If a school is also near high-voltage transmission lines, children may experience multiple types and frequencies of electromagnetic fields throughout the school day and over many years. I recognize that ELF fields from transmission lines and RF emissions from wireless technology are different and cannot necessarily be combined into a single exposure number. However, children experience these sources together in the real world, and I believe HHS should investigate whether simultaneous, repeated, and long-term exposure to multiple EMF sources and frequencies has health implications. For new high-voltage transmission projects near homes and schools, I ask HHS to consider recommending: * Public disclosure of modeled 60-Hz magnetic-field levels at various distances from proposed transmission lines; * Modeling based on actual conductor configuration and expected average and peak electrical loads, not voltage alone; * Modeling or measurements at nearby homes, schools, classrooms, and playgrounds; * Baseline measurements before new lines are energized and follow-up measurements after construction; and * Additional research on long-term ELF exposure and combined real-world EMF environments, particularly for children. I am not asserting that these exposures cause specific health effects. I am asking HHS to investigate these questions rigorously and provide families, schools, and communities with clear, evidence-based information about long-term and multiple-source EMF exposure.

I have lived the last 4 years of my life around the usage of a cell phone (for navigation as a delivery driver) during the course of this time I've developed Sub-clinical Hyperthyroidism, legions in my mouth that needed to be surgically removed, heart palpitations, irate blood sugar, high cholesterol, digestive issues, fog and overall fatigue- yet I've been told that my health was "fine" and administered over the counter drugs to cope. I have made strides in my health due to de-worming and being selective of my water. The air quality is bad wherever I go as well and I know there are microparticles in the air that are being destroyed in my body through non-ionized radiation coming from EMF radiation from todays modern day towers.

I've been a targeted victimn in Marion County FL on record since 2024 when Rick Scott referred my case for investigations, that I've been doing myself with research etc. I am currently working with Lou Biandi and Mayor Ben Marciano whom all are aware of The Intra American Commision Petition for reform filed for investigations into the weaponization of biological neurological psychology lawfare and warfare and Do know who's responsible.in fact a digital diary has been kept within the FBI since 2023 each time I learned or went through violent hate crimes against my life from CB informants working under the CCops program and/or Infragaurd. I've reported to The Cheif of Police Lou Biandi exactly the details of why Marion County Sheriff's Office and its Affiliates have been illegally detaining me in this torture program since February of 2022. I have a disability,4 Specialist I am to see 2 Permanent Disfigurations and 2 abnormal growths on my skull with all the necessary medical and legal documents to support my case. I was also given cancer and my DNA is now genetically altered as well as the Neurological damage, Heart(algorithmic issues) Dermatology and Internal medicine referrals. My medical debt to date is $220,000 for a person with very minimal medical history as a normal healthy business owner prior to these offenses to my life. I’m writing again because I feel as though I could give you more information. My targeting started in 2024 in Norfolk NE. At the time, I was struggling with addiction. I am now 3 years into my recovery. I was told by a witness to the crimes being done to me that- I was being gang stalked and their plan was to make me lose my memory and that I had a chip implanted in me. I started waking up with really bad headaches and later found out it was due to direct energy weapons. Prior to that, I had someone come over who gave me an injection drug and afterwards he said “how do you feel about robots?” I said “idk why” and he said “you’ll find out later” and laughed and took off. People were getting paid to stalk and harrass me, I believe by police. There was a time, my emotions didn’t feel natural- I was filled with anxiety and hyperventilating and it didn’t seem right. So I said out loud, “I feel like there’s a chip in me” (this was before I knew about this chip) and a police officer showed up at my door and said “we heard you say you have a chip in you, so we wanted to check things out.” How did he hear that or know I said that? No one was around. Today, within the last few years, I’m experiencing extreme head pain- feels like electric-magnetic-like. I don’t know how to explain it. This technology can control or interact with your nervous system- making your heart race (to make you feel anxious or fearful), body vibrations, a huge waves of radiation going thru my body and head (it feels awful, like I got hit by a bus and makes me feel nauseous and dizzy). Targeted individuals are more vulnerable to attacks in our sleep. I wake up with bloody noses. Another targeted individual, president of targeted justice- Jill Amack, told me they are raising my blood pressure with this tactic. I’ve woken up with eye strain and red eyes, blurry vision for one month straight from direct energy weapons. They were hitting my head with extreme force with direct energy weapons, 80% of the time it was directly on my temporal lope- which is the memory part of your brain. I’ve noticed some memory loss due to the attacks, but it’s not enough for it to be noticeable for other people in my life. Before I knew what direct energy weapons are, I went to an investigator to tell him a what I’ve been experiencing. He told me he gets 5-6 calls like this a year. He told me most of the time it’s the government. He told me about Havana syndrome. He gave me Jill Amacks phone number and I learned more about MK Ultra and what they are doing to me via technology and mind control. I can prevent some attacks that are happening to my head by wearing a faraday hat. I put tinfoil in the inside of the hat one night, and my husband heard the tinfoil cracking and popping from them hitting my head. My electronics and phone are hacked. It seems like wherever I go, they hack the WiFi and the WiFi will be down for hours on end. Different jobs I’ve had. The job I’m at now, my boss told me the system got hacked during my hiring process. The purpose of this program is to make you go crazy and commit suicide or kill someone else. When this first started happening to me, I ended up in psych units from time to time because I was scared. And the police were involved so I felt like I was getting set up to die. I didn’t understand and everyone around me was getting paid (even children) to come up to me to harrass me. There was one mental health facility I ended up at, when I woke up- the staff said the whole city of Lincoln’s internet shut down for 2-3 hours except for the police station. I’m not diagnosed with any mental health issues today. I work a full time job as a dialysis technician. I’m married. I just bought a house with my husband. And I go to church- Gods saved my life so many times during my targeting and He continues to show me how capable I am to fight back and not give up. “Finally, be strong in the Lord and in the power of His might. For we do not flesh and blood, but against powers, against the rulers of the darkness of this age, against spiritual hosts of the wickedness in the heavenly places. Since the electric company installed a smart meter on my neighbor's garage, I am no longer able to sit on the couch in my living room without feeling dizzy and getting a headache. The neighbor's smart meter is aimed directly at my living room couch.

These towers “5 and or 6 g” towers give me headaches, I ache all over (like flu like symptoms) almost everyday, I have difficulty sleeping, and now I have constant buzzing in my head!
