I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines.
The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices.
The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment.
The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public.
I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court.
This issue matters to me personally because:
I am one of the approximately 20%+ people who can hear Rf radiation being put out by cell phones, cell towers, Wi-Fi, smart meters, 5G, etc. Both the US Navy and Army have verified the fact that people can actually hear the buzzing of Rf radiation. My neighbor is a disabled Navy veteran due to his exposure to Rf radiation so this is NO MINOR issue.
The buzzing of Rf radiation is not a benign sound. Rather it is a discordant sound in much the same way as nails crossing over a blackboard would be. However, each source, i.e. smart meters, cell towers, 5g, etc. all produce a different frequency and hence, a different discordant sounds. This sound is not only painful, but incredibly annoying and is present 24 hours per day. You need to consider that 20%+ of the population is being physically harassed by this discordant sound every single minute of every day. This is a significant part of the population.
Because Rf radiation is being expanded all of the time, the pain and annoying sounds are only multiplied in intensity every day. It is not something I can escape as Rf radiation is everywhere. It causes me headaches, incredible piercing pain when smart meters link up, and interrupts my sleep every night.
Rf radiation like all radiation is cumulative. Studies in Europe have shown that the closer to Rf radiation producers, they more prevalent the cases of cancer. Rf radiation has been proven to disrupt bees (which are responsible to pollinating the majority of our food) and birds. It has been proven to be dangerous to children, in vitro, the handicapped, and the elderly and is likely to lead to sterility in future generations.
The FCC needs to give meaningful consideration to the experiences and evidence of the 20% of the population seriously harmed by Rf radiation before it and must fully address each of the issues identified by the court.
To whom it may concern,
My name is Cathy Shoro. My husband Jim and I moved from Fountain Hills Arizona to Lyman S. Carolina four years ago. I have rheumatoid arthritis which had been well controlled for the twenty years that we lived in Arizona. We now live within about a half mile of two 5G towers. The height of these towers and other surrounding towers has been significantly raised about a year ago). Within a few months of moving here, I began to experience lower spine pain which I had never experience before and I'm having general joint discomfort which I hadn't had in twenty years. My arthritis medication hasn't changed.
Regarding my cell phone, I never hold it up to my head because when I do, I experience extreme agitation, dizziness and sometimes tingling in the hand that holds the phone. I always set it down and put in on speaker. I'm also very concerned about my smart meter which is situated not far from our bedroom. We would like to swap out our smart meter for an analog meter but Duke Energy makes that nearly impossible and gives us the runaround on the phone and wants us to be diagnosed by a doctor with electromagnetic sensitivity before they would "deactivate" our smart meter (which I don't believe to be reliable).
We would like to have studies done on the health dangers of cell towers, cell phones, WIFI and smart meters and to have our government come up with safer alternatives and/ or mitigation measures which should be made available to the public at a low cost and paid for by the companies/ entities which have imposed these dangerous technologies upon us. Thank you. Cathy & Jim Shoro @ 231 Lake Lyman HTS, Lyman S. Carolina
Dear Secretary Kennedy ,
Dear Parents,
My name is Svitlana Dobryanska, my family with two minor sons lives in Helmetta, New Jersey.
Please, launch investigation into NJ Bio-labs and MKUltra that is happening in New Jersey for about 10y, mostly on little children!
My family is among many other families that are involuntarily involved in the secret inhumane experiments that are conducting by CIA/DARPA in New Jersey for 10 years. They are harming my kids in front of my eyes and nobody can’t stop them! PLEASE HELP!
DEW devices - drones size of baseball, covered with material that makes them invisible, light goes through it, are used on my family for about 10 years. There is an Official case on my family in US Federal agency.
This all started in Perth Amboy ,NJ in 2015. Couple families with small children, including us , were unknowingly involuntarily involved (and still) in this experiment. The Gov agency installed/used in the houses/apartments a hidden equipment that is shooting high frequency RF (up to 34400 when normal is 10), neighbor is spraying toxic gas into vent system, someone sneaking into houses at night and injecting children with some substance into legs right in their beds - all organized and conducted by Gov agencies. Some children didn’t survive!!! In 2021 a Whistleblower, a high ranking official - an Honest Person, who knows my family personally, discovered and reported “the program” - Crime against my children, but no agency started investigation.
Our community management and Jamesburg PD refuse to check our neighbor upstairs, that apartment is under FB protection! The neighbor is spraying toxic gas into our vent system. My air quality monitor goes off almost every night around 10pm. Someone supplying our neighbor with the gas/substance that he is spraying into our vent system, someone pays him to do that.
Please get involved and help Stop It !!!
Please, contact me!
Sincerely,
Mom

For 25 years, the NPS has been monitoring scientific research and publicising it amongst the general public. In doing so, it draws the public’s attention to the negative impact revealed by more than 50,000 studies (https://www.emf-portal.org/en). The undemocratic European advisory council (ICNIRP) appears, in many respects, to be a mouthpiece for the telecoms industry. (see EU Parliament, M Rivasi. https://committees.parliament.uk/writtenevidence/109055/pdf/#:~:text=ICNIRP%20has%20been%20critiqued%20in%20a%20recent,the%20composition%20of%20ICNIRP%20is%20very%20one%2Ds). The IARC, too, expressed its concerns about excessively high guidelines many years ago, as did numerous scientists in the 5G Appeal and the Bioinitiative. To date, no thorough independent risk assessment has taken place, whilst studies demonstrating adverse effects are piling up. The NPS considers a thorough review of the guidelines to be necessary – ceasing funding for the ICNIRP and sidelining this organisation in policy-making. Thirdly, the public must be informed that the use of devices that utilise transmitter radiation (smartphones, Wi-Fi, etc.) constitutes a high-risk technological application.
I am very emf sensitive and at times can only lie down and try to sleep. Otherwise I get dizzy and even nauseous. The ringing sound in my ears I believe is the Frey effect as it changes depending on the day and amount of cloud cover.
My husband died this year of Waldenstrom macroglobulinemia- a type of lymphoma that began when our smart meter was installed. His head was literally on the other side of the wall of an old house that is made of lathe and plaster.
I only draw inference from the experiences but I do think our regulatory agencies need to further investigate. Thank you.
Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.
Public Comment Submission
Docket Title: Request for Information: National Review of the Health and Environmental Effects of Electromagnetic Fields and Radiofrequency Radiation [HHS Press Office]
Submitting Agency: Department of Health and Human Services (HHS)
To Whom It May Concern:
I am submitting this formal comment in response to the Department of Health and Human Services’ (HHS) Request for Information (RFI) regarding the health and environmental risks of electromagnetic fields (EMFs) and radiofrequency (RF) radiation [HHS Press Office]. I appreciate the Department's initiative to re-examine the outmoded 1996 federal safety guidelines, which fail to protect local communities, vulnerable populations, and sensitive ecosystems [Environmental Health Trust v. FCC, HHS Press Office].
I am writing as an individual citizen directly impacted by these outdated regulations. In Kiawah Island, South Carolina, our local government is currently considering zoning changes to enable the construction of a 150-foot cellular monopole at the foot of my street. This massive infrastructure is proposed for the private iconic Ocean Course property, positioned adjacent to Ocean Park homes, neighborhood families, and a critical-habitat area for endangered and migratory birds and other wildlife.
My community is a stark example of why HHS must intervene and provide updated, scientifically sound health guidance to the FCC for the following critical reasons:
• Human Health and Vulnerable Populations: The proposed tower would stand next to Ocean Park residents, including children, and employees and guests of the Ocean Course. The current FCC human exposure limits rely solely on thermal tissue heating and do not account for the biological risks of long-term, chronic RF exposure to children's developing nervous systems [Environmental Health Trust v. FCC, HHS Press Office]. HHS must establish biology-based human exposure limits to protect these residential populations [HHS Press Office].
• Environmental and Wildlife Vulnerability: Kiawah Island has maintained a 50-year commitment to disciplined development and responsible stewardship of nature. The beach adjacent to the tower sit is a designated critical habitat area providing sanctuary for endangered species an active migratory bird flight path cuts directly through the proposed tower. As highlighted by the U.S. Court of Appeals for the D.C. Circuit in Environmental Health Trust v. FCC (2021), federal agencies have completely failed to address the environmental and wildlife impacts of wireless radiation [Environmental Health Trust v. FCC]. HHS must bridge this research gap to safeguard sensitive ecosystems from constant RF emissions [Environmental Health Trust v. FCC, HHS Press Office].
• Need for Less Intrusive, Modern Solutions: The reliance on monolithic, high-emission towers is a byproduct of a regulatory framework that has not adapted to modern alternatives. Communities like Kiawah deserve advanced telecommunications solutions that achieve connectivity while preserving natural character, safety, and responsible development. We are asking the Town of Kiawah to develop a scientifically reviewed Island-wide communication plan that protects the community’s residents, birds and sea turtles.
Now that the FDA has removed outdated safety assertions from its public guidance, I urge HHS to fast-track a comprehensive, independent risk assessment. Please protect our people, our wildlife, and our future by directing the FCC to implement modern, biology-based safety standards.
Thank you for your dedication to restoring public health protections.
Sincerely,
David Parsons

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.
I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other].
In 2021, a 5G antennae was installed on the roof of my apartment building. I started to hear a high-pitched tone that never stopped. It was especially noticeable when it was most quiet, when there were no background noises around like traffic, conversations, or the tv. I had to play music at night to drown out the tone to go to sleep. It stopped when I moved out of that building, but comes back when I'm around those towers and remains most noticeable at night.
I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.
I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.
Thank you for providing individuals and families with an opportunity to be heard.

I am responding from the perspective of a lawyer who has witnessed the dangers of RF in the household and community, especially in areas containing mold. When the RF is high, families suffer as confirmed by doctors. When the RF is low, the human body is given the space to self-heal. RF danger is systemic in the modern world but there are common sense solutions that the federal government can employ to respect both health and technology.

Personally I suffer from wi fi exposures. I use ethernet at home and we have no wi fi, but it makes PUBLIC libraries, etc, not really PUBLIC for some of us. After having to stop working at 48 as a research libraraiana nd teach I began researching why I hurt. HEre are some excellent sources for peer reviewed articles: https://bioinitiative.org/. and the 1971 navy report https://www.magdahavas.com/wp-content/uploads/2011/06/Glaser_1972_shortened.pdf. and. https://ehtrust.org/about/#.
