Thank you for the opportunity to tell my personal story about how I'm affected by RF radiation. I’m 69, a white female, & have been chemically sensitive for 40 years. I started noticing electro-magnetic sensitivity 10-15 years ago. I keep my cell phone in Airplane Mode. We turned off the Wi-Fi in our home & hard-wired my computer. I wear RF-shielding gloves while working on the PC to protect my fingertips from burning. On July 9, 2018, the Pacific Power Company came to our home to install an electrical Smart Meter. Minutes later, I was standing in my kitchen & the new Smart Meter was 6 feet away on the other side of the house wall. My heart started fluttering but I shrugged it off. Suddenly, my heart JUMPED around in my chest radically. I ran out of the house. My husband called Pacific Power, asking them to remove the new meter but they said the employee who had just installed it & was still in the neighborhood wasn’t qualified to uninstall it. We waited 3 days for the electric company to come. I was still healing from a double mastectomy & my health felt fragile. Finally, my husband removed the Smart Meter himself, replacing it with an analog meter he had access to. My heart continued fluttering for a week afterwards & my doctor sent me to the ER. No permanent damage to my heart was found. The ER doctor suggested I was having panic attacks but I knew better. A few weeks later, the electric company finally got back to us &, discovering the Smart Meter had been removed, were livid. We were threatened & fined. When we refused to allow them to remove & replace the analog meter, they cut off the electricity to our home. The food in our freezer had begun to thaw by the time we realized our electricity was out. Feeling very coerced, we agreed to let Pacific Power install what they assured us was a “Non-RF-emitting” meter. They had sworn the Smart Meter was safe, too, but we seemed to have little choice. We felt very bullied. In addition to a fine, we had to pay $139 to officially uninstall the Smart Meter & switch to a non-RF-emitting meter. Since that time, we’ve also paid a monthly fee that customers with a Smart Meter do not have to pay. The non-RF-emitting meter hasn’t caused me any further problems with cardiac arrhythmia. How is it that we have to pay extra money to keep a life-threatening device off the wall of our home? I hope someday to be legally validated & reimbursed by the Pacific Power company for the trauma, pain & suffering they've caused me. I’ve also had problems with RF sensitivity at church since Smart Meters were installed. The metal fillings in my teeth seem to attract RF & exposure makes my jaw ache. I get a sharp headache at my temples & brain fog from too much RF. I’ve stopped wearing metal, especially near my head & heart. I’ve purchased faraday cages for two of the Smart Meters at church so I can socialize & attend baptisms. The effect of too much RF exposure is delayed & hard to notice until I lie down in quietness & feel my limbs buzzing. The buzzing is subtle while I’m busy. I start groaning & feeling cranky. When I finally lie down to rest, the buzzing becomes very apparent & uncomfortable. It takes hours to resolve. A new cell tower was proposed this summer to be built next to my church of 43 years. I spoke to our county’s planning commission in opposition to the new tower. I was shocked to learn that federal law prohibits the planning commission from considering any health objections to the approval of a new cell tower… WHAT?!! Health concerns are the most critical reason not to build a cell tower near schools, hospitals, churches, & in residential areas. I hope that law is repealed ASAP. By God’s grace, the new next-door cell tower was not approved. For folks with electro-magnetic sensitivity like me, “progress” in this modern world is scary. How long will we be able to find safe places to live? My heart goes out to people who are being irradiated by RF & don’t feel the adverse effects so that they act to protect themselves. I trust it’s just a matter of time before those in power decide to prioritize public health over technological growth & profit. I’ve been able to build a relatively safe environment for myself here at home. In a healthy environment, I feel strong & sassy. I can tolerate excursions into town for appointments & groceries. Sometimes, though, after a long day of exposures to chemicals & RF radiation, I become so drowsy that driving is dangerous. The after-effects of heavy exposure cause me to almost pass out. I usually recover from these exposures by falling into bed & sleeping it off but I have to get home safely first. What a waste of human energy, focus, & productivity these environmental toxins are causing. I’m delighted you’re taking a serious look at these things & how they’re affecting people, animals, & plants. Thank you for listening & good luck!

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding as a parent, individual consumer, and concerned resident of the North Houston, Texas, area. I do not have one specific diagnosed health event to report. My concern is the rapidly increasing, involuntary, and continuous nature of RF/EMF exposure in our communities—and the possibility of negative health effects developing over years of cumulative exposure. Our area has recently experienced the installation of thousands of new utility poles, along with additional cell extenders, small-cell equipment, and towers. Families are being surrounded by wireless infrastructure without meaningful notice, informed consent, health monitoring, or practical ways to avoid or reduce their exposure. I am especially troubled that cell towers have been placed at local fire stations. Firefighters already face significant occupational exposures from smoke, combustion byproducts, contaminated protective equipment, diesel exhaust, disrupted sleep, and chronic stress. They should not be subjected to another continuous environmental exposure where they work, eat, sleep, and recover. However, my concern is not limited to towers at fire stations. I want the cell towers, cell extenders, and small-cell equipment throughout our North Houston communities removed—not simply relocated from fire stations to another neighborhood. Moving this infrastructure closer to another family, school, childcare facility, workplace, or public space does not resolve the underlying concern. Reliable communication service is important, but I do not want perfect wireless coverage when it may come at the expense of our health. Faster speeds and uninterrupted connectivity should not automatically take priority over the well-being of children, families, first responders, and communities. Children are of particular concern because they are exposed from very young ages and may experience this exposure throughout their lives. Wireless signals now come from many sources simultaneously, including towers, small cells, Wi-Fi routers, phones, tablets, wearable devices, smart meters, appliances, vehicles, schools, and neighboring homes. Our bodies and nervous systems are given little meaningful break from this constant background exposure. I urge HHS to investigate potential negative health effects associated with long-term and cumulative RF/EMF exposure, including possible effects on sleep, neurological and autonomic nervous-system function, cognition, behavior, headaches, reproductive health, immune function, development, and cancer risk. The absence of an immediate or easily identifiable symptom should not be treated as proof that continuous lifetime exposure is harmless. Research and safety evaluations must reflect real-world conditions—not one device or frequency tested in isolation. Studies should examine continuous lifetime exposure, simultaneous exposure from multiple sources, pulsed and modulated signals, potential non-thermal biological effects, exposure during pregnancy and childhood, occupational exposure among firefighters, antenna density, and cumulative neighborhood exposure. This research should be conducted by independent experts in medicine, neurology, biology, epidemiology, pediatrics, reproductive health, occupational health, and public health, with strong safeguards against industry conflicts of interest. I am asking federal, state, and local authorities to stop further expansion of wireless towers and small-cell infrastructure in our communities and establish a process for removing the equipment already installed. Communities deserve clear disclosure, exposure measurements, meaningful authority over infrastructure placement, and access to safer wired alternatives. Technology should serve people without requiring constant and unavoidable exposure. We should not have to choose between participating in modern society and protecting our families’ health. Please place long-term human health ahead of convenience and ever-increasing wireless coverage.

I'm using a minimum of electronic devices, many of which I operate wired and through ethernet, and mostly NOT 'smart' devices loaded with sensors.

The mounting evidence on nnEMF on human health, especially our children is irrefutable. Brain tumors, I now have one, Autism, Thyroid and Endocrine disorders, Cancers at a much younger age. The data is exponential on a tangent with the rise of cell towers and antennas everywhere. Lambda waves strengthen the energy, Human safety ignored. The evidence is extensive. You must create safe spaces for children to thrive as human beings not as techno creations. We can communicate safely on light. We can use wired technology as well. Stop the madness. Educate the public on the dangers. There is still time. I have too many files ro upload. The data is there. Just look at the absense of nature in areas where nnEMF is strong. No birds, bees, ducks, etc. Every living creature is being affected. Please help.

I appreciate that the Department of Health and Human Services (HHS) has issued a request for input from the public on the health impacts of RF radiation. Here is some of my personal experience: I have been made very sick by RF radiation exposure. My doctor has diagnosed me with electromagnetic hypersensitivity. Massive, overwhelming numbers of scientific studies have shown microwave radiation creates adverse health effects. The most extreme experience I had was when I suffered severe health symptoms from RF exposure after a smart meter was placed on my residence. I have been in a legal case since 2018 about this. Here is the story: A smart meter was put on my residence by my gas company without my knowledge. I began to experience severe symptoms, which I reported to my physician, who had treated me for over 23 consecutive years. The doctor kept medical records of all my new symptoms: ― Insomnia and fatigue. ― Joint swelling in both hands, with decreased mobility, joint pain, joint stiffness, aches, stinging, and pinching. “I’d never had anything like this in my life,” I said. ― Frequent irregular heartbeats / palpitations. ― Neurologic symptom of dizziness. ― Cognitive dissonance, or “brain fog.” ― Gastro-intestinal symptoms of constipation and abnormal stools. The doctor ordered extensive testing to determine the cause of these symptoms, including: ― Echocardiogram and holter monitor test, to determine the cause of the heart palpitations. ― An appointment with a sleep specialist to consider sleep apnea, to investigate the cause of the insomnia. ― Thyroid test and anti-inflammatory or autoimmune workup, to further investigate the insomnia, as well as the hand pain. I was away teaching in Europe for five weeks, during which time I was symptom-free. When I returned home, my symptoms resumed. I asked the gas company if they would remove the meter. They said they would if my physician sent them a letter. The physician sent a Letter of Medical Necessity and the gas company removed the smart meter. Most of my symptoms subsided as soon as the smart meter was removed. The joint pain and insomnia subsided several weeks later. My doctor diagnosed me with EMF sensitivity and recommended that I avoid exposure to EMFs and RF. I took steps to eliminate almost all exposure at my residence: ― The house does not have wifi or any wireless devices. ― The computer does not have wifi; it is hard-wired, and also has an external, wired keyboard and a wired mouse. ― A no-EMF earphone is used with the computer. ― The desk chair is positioned at least 30 inches away from the laptop screen, at which distance EMFs drop to zero. ― Rather than a cellular phone, a landline is used. ― There is no television. ― There is no microwave oven. ― A low-EMF hair dryer is used. ― Lamps are unplugged when not in use. ― Before purchasing any electrical item, I test the item using a gaussmeter and radiofrequency radiation (RF) meter, to measure radiation. In addition, I suffer effects of RF exposure in airports. My physician wrote a letter excusing me from going through security scanners because body scanners use radiofrequency waves.

Last year I moved back into my childhood home, that I had spent half my life in, that had recently been upgraded with a smart meter hung on the outside wall where my master bedroom and kids beds met. I am a sensitive person who suffers from migraine disease and cannot tolerate Florescent lights or LED lights that flash because it triggers aura and visual distortion for me much like someone with epilepsy. I had been almost symptom free with my condition for 20 years after taking precautions in my old homes, but after moving into this one again, was experiencing extreme insomnia, constant ringing in my ears, and migraines with accompanying aura. I felt very anxious and started wanting to be out of my house as often as possible. I started doing research on supplements and treatments and came across a couple forums where people were experiencing all the exact same symptoms, caused by Wifi from their smart meters. I began contacting my power company to try and see if I could change my electric meter back to the old analog style that had existed through my childhood. They told me over and over that they could do nothing, and they they had "destroyed" all the old style ones after upgrading, and they even if I was to find one used I would not be able to use it with their upgraded system. I found several people in my area that still has a non wifi analog meter that had been grandfathered in and contacted my power company again. Meanwhile I bought an EMF tester and measured our bedrooms, all were within dangerous levels of RFs and EMFs, so I moved my entire family out of the bedrooms to the farthest area of my home and all slept together in that room to see if we experienced less symptoms, and we did. Eventually I convinced the power company to switch our meter to a Non RF, non smart meter, that emits much less EMF and WIFI signal. Shortly after that we ended up building a new little home on the same property where we chose to place the electric meter 45 feet from the house on a external pole. After changes to all the meters, I have been sleeping, no insomnia, less anxiety and zero ringing in my ears, we also choose to turn off our WIFi signals at night inside our home. I strongly believe that wireless radiation is very harmful and felt awful while trying to live in that situation. I am blessed to have had the option to change things in a rural area to accommodate my needs, I would not have been able to escape in a city where there was towers and smart meters on every home. Please consider the harmful effects that wifi signals have on humans and wildlife and work to place towers away from communities and lower signals, or hard wire, so that they are not outside of safe limits of exposure causing harm to human and animal health. I have also experienced a lump in my breast on the right side where I hold my phone on my chest to look at it at night, and I do not believe that is a coincidence.

Personally I suffer from wi fi exposures. I use ethernet at home and we have no wi fi, but it makes PUBLIC libraries, etc, not really PUBLIC for some of us. After having to stop working at 48 as a research libraraiana nd teach I began researching why I hurt. Re: HHS-OASH-2026-0397 — EMF and Wireless Radiation Exposure To Secretary Robert F. Kennedy Jr. and the U.S. Department of Health and Human Services: Thank you for examining EMF health effects. I write to you as a registered nurse with over 20 years of experience, a parent, an independent researcher, and a certified clinician in whole-food nutrition. My priorities are preventing disease, protecting all ages and future generations, and preserving our environment. Expanding wireless infrastructure requires rigorous RF research, transparency, public participation, and enforceable safeguards. Questions 2–4: Observations I have personally become aware of an alarming increase in children being diagnosed with brain tumors. Research should routinely follow up on diagnoses of brain tumors, cancer, and infertility to assess and report relevant exposures, including pesticides, mold, and wireless networks or towers near homes, schools, and workplaces, while accounting for other possible causes. Questions 12–13: Research Please evaluate these studies: 1. Gautam et al., Andrology (online 2025; print 2026): Rats were assigned to control, sham-exposed, and exposed groups (six each). The exposed group received 35.5 GHz exposure for two hours daily for 60 days. Researchers reported reduced sperm count and viability, testicular tissue changes, increased lipid peroxidation, reduced antioxidant measures, and increased DNA damage by comet assay. Exposure intensity, absorbed dose, temperature control, and replication require careful evaluation. https://pubmed.ncbi.nlm.nih.gov/40798928/ 2. Wang et al., Biology (2024): Mice exposed at 4.9 GHz and 50 W/m² for one hour daily for 35 days showed changes in 104 brain metabolites and 61 brain proteins, including glycerophospholipid metabolism. Human brain-organoid study (2024): Human-derived brain organoids exposed to GSM at 1.84 GHz, approximately 2.1 V/m, for one hour daily for five days showed reduced expression of certain proliferation, cell-cycle, and cellular-activity genes during differentiation. Appearance and measured apoptosis/senescence genes did not significantly change but it was only done for one hour for 5 days. This supports further developmental research. https://doi.org/10.3389/fanpr.2024.1357649 Frequency, power density, SAR, modulation, duration, temperature, species, and whole-body versus localized exposure all matter. Questions 5, 7–11, 14–18: Safeguards I ask HHS, the FCC, and environmental agencies to: • Require public assessments of evidence, realistic exposure, research gaps, and safeguards before widespread deployment of materially new frequencies or exposure patterns. • Fund independent, preregistered research with sham controls, blinding, adequate samples, temperature monitoring, accurate dosimetry, and replication; include positive and null findings. • Compare 3G, 4G, 5G, and proposed 6G at comparable absorbed doses and under realistic conditions. • Prioritize developmental, reproductive, and long-term cancer research and validated human organoid models of brain, heart, liver, kidney, reproductive tissues, and placenta. • Require independent exposure assessments before and after major diagnosis’s, infrastructure changes, publicly reporting combined exposure and verifying high-traffic conditions. • Offer wired connections and reduce unnecessary wireless transmission and cell towers in schools, childcare, and healthcare settings. • Establish enforcement, reassessment, mitigation, and restriction criteria for exceeded limits or credible evidence of adverse effects. • Study pollinators, birds, wildlife, livestock, and plants under habitat-relevant exposures. Question 5: International examples France restricts fixed wireless-internet equipment in designated spaces for children under three and requires primary-school Wi-Fi to be disabled when not needed for education (legifrance.gouv.fr; ecologie.gouv.fr). Germany recommends wired connections and keeping access points away from prolonged-use areas (bfs.de). Switzerland combines precautionary requirements for certain fixed installations with national exposure monitoring (bafu.admin.ch). Please evaluate these approaches for the United States. We are called to care for the people, animals, and land God has entrusted to us. Technological progress must include responsible stewardship, independent science, and protection of health and wellbeing for present and future generations. God morning. I am an active healthy senior living in a rural location. I use a hard-wired Ethernet internet connection in my home with an optional wireless wifi connection. When I use the wireless wifi in my home for 2 or 3 hours, I feel vaguely nauseous, and if used for 4-5 hours my nose starts to run, like the start of a cold, and sore throat. I beleive this is my body trying to remove toxins that have accumulated from the EMF exposure. Thank you for the opportunity to share my observations.

I'm prone to hair loss from alopecia areata. About a year ago I realized that excess exposure to microwave radiation led to even more hair loss. The first time I noticed this was in June 2025 when I traveled from the UK |(where I live) to Europe. Partway through the 9 day holiday I noticed that I was losing more hair than usual when I washed it. This continued for some time after the holiday. I can't remember how long but maybe a couple of weeks. I don't know where exactly I was being exposed to the increased radiation but I'm guessing it was likely cumulative - in the airports, then maybe there was more RFR in the two places I stayed than I had at home. Then in September 2025 I travelled from the UK to Holland for a few days. I was driven to Holland, stayed in a relative's house, then got the train home. I don't think the radiation exposure in the house was that bad. With the journey there I would have been in the car for 8 hours with the driver's phone, plus the EMFs from the car, and radiation from masts we passed. But I suspect that the majority of the exposure came from the 8 hour train journey home, being enclosed in train carriages for many hours, much of the time with lots of people around me, all of whom had at least one device, and most of whom were actively using them during the journey. The increased hair loss from this trip lasted for a few weeks afterwards. Subsequently I reduced my exposure to RFR as much as possible. I already had had wired internet for a number of years. But unbeknownst to me the router (not positioned in a place where I spent a lot of time luckily) had been emitting RFR for an unspecified period of time, as it turned out that every time there was a problem with the router (which happened occasionally) it would revert to factory settings, which meant that it was then emitting RFR into the area around it. This could have been going on months or years I just don't know. So I corrected this, and for extra protection put the router in a faraday bag. I also significantly reduced my mobile phone use. And after a month or two, for the first time in a few years, I began to get some regrowth. This then stalled because other factors came into play which I'm still trying to get to the bottom of. For instance, I'm trying to ascertain whether 'dirty electricity' from home appliances, being in a car etc, has a negative effect on my hair or not. Aside from genetics, the contributory factors to the alopecia seem to be multifactorial, and may also include mould issues, the fact I have Hashimoto's, and the state of my digestion. But excess RFR exposure is certainly one significant factor.
