Question Numbers: 3, 18 September 30, 2026 The EMP Victims collective – Victims of Electromagnetic Pollution – has been giving a voice for nearly two years to those who suffer from EMR Syndrome. We launched an international appeal, “EMR-S (EHS) Is a Humanitarian Emergency,” on February 14, 2024. Today, our website, www.empvictims.org, brings together: - More than 4,600 messages from signatories to our Appeal, reporting electromagnetic suffering around the world; - A series of video testimonials documenting lives shattered by mobile phone masts, mobile phones, Wi-Fi routers, smart meters and other wireless devices communicating through radio frequencies, as well as by electrical and magnetic pollution, and also the indifference, or even denial, surrounding this suffering. People affected by EMR-S syndrome are environmental sentinels who alert us to the biological effects of EMFs and to the immediate and imperative need for zons free from wireless radiation for those who are most severely affected. We are also calling for a radical change in standards in order to protect those who are not yet suffering, particularly children and pregnant women, who are among the most vulnerable Our Appeal has been received by institutional officials who refuse to take into account the health and environmental consequences of the exponential increase in levels of artificial EMFs. We support Robert F. Kennedy Jr., U.S. Secretary of Health and Human Services, in the hope that the toxicity of electromagnetic radiation will finally be recognized and that each state will take the necessary measures to protect its population. I oppose the RF infrastructure and its effects being forced on us and our children without our permission. And what about any real, updated studies done by the government who regulate these things being put up disguised as fake trees popping up at neighborhood parks, 100 ft or less from homes, right next to middle schools polluting our natural world’s and bodies frequencies. I witnessed over the last 8 years at our neighborhood park that we have frequented since my 8 yr old wasold a toddler, this poor little baby pine tree suffer and struggle to grow and thrive, at first, it just looked dead and like it wasn’t going to make it at all, after a couple years it seemed someone was really trying to keep it alive for whatever reason and had to give it special attention, it was propped up from falling over dead with a wooden pole, then the ground around it was aerated and fertilized, and maybe they even had to shut down the fake tree next to it so it could heal and survive, I don’t know, but it hasn’t grown much in height or girth, but it isn’t brown and dried and falling over any longer. Although maybe it was just God, because I remember my kids and I praying for that poor dying pine tree, I recall my 5 yr old son crying when I explained to him about “bad energy” of the fake tree and how it could be killing the real trees. It broke my heart and made me proud at the same time, this little 5 year old boy already knew what the idiot adults in control of these such common sense yet so impactful decisions in our country and communities just can’t seem to figure out. When will the pollution in our air, water, food, schools, government end???? You’re killing us and yourself and your children. Wake up. You that hold the power, Do the right thing, be noble and just in all you do, it affects us all for better or for worse. Put people over profits because if you have no more people, you won’t have any profits , and is your profit worth innocent lives and their quality of life?

Request for Information Docket HHS-OASH-2026-0397 Public Experiences and Reported Potential Adverse Health Effects 2. I submit this comment as a concerned citizen with 2 direct years of constant EMF exposure from a buried power line along our foundation emitting excessive EMF (magnetic). In total, I now have 6 years of personal experience related to EMF exposure and health effects. 3. After moving into a newly built condo, my husband and I started to suffer from headaches, dizzy spells, high pitched & popping auditory symptoms, insomnia, brain fog, and other issues such as anxiety, irritability, heart palpitations, etc. After researching our combined symptoms and possible causes, we purchased an EMF meter and eventually identified that there was a high EMF (magnetic field) originating from a 20+ year old power line that was buried at the foot of our foundation and supplying power to the entire neighborhood(s). In addition, Dirty Electricity was also an issue in our new condo. After going before the City Council 4 times and contacting experts in the field and escalating the issue to the power company, the power company agreed to move the powerline away from our foundation. a. Primary issue: Power Conductor Line supplying power to neighborhood(s). Secondary issue: Dirty Electricity b. 24/7 excessive EMF (magnetic) ranging from 12 to 30 mG (and much higher during peak demand months) at the living room floor/exterior wall up to the master bedroom and through the entire depth of the condo. The EMF dissipated to about 1.5 mG in the driveway on the back side of the condo. Exposure started in January of 2020 when we moved in and it dropped significantly on January 28, 2022 when the old power line was turned off and relocated further away from the foundation from its original location. However, the EMF magnetic field consistently hovered around 0.5 to 1.0mG thereafter and we found it necessary to sell our home due to our new "electromagnetic hypersensitivity" resulting from 2 years of constant exposure. c. The adverse health effects we experienced included headaches, insomnia, brain fog, auditory anomalies (ringing, high & low-pitched noises, popping sounds), dizzy spells, memory issues, heart palpitations, anxiety, irritability, electromagnetic hypersensitivity, etc. d. The health effects first appeared shortly after moving into our new condo. We did not understand why we were experiencing these symptoms and did not know about EMF. It was almost a full year of confusion, headaches, dizzy spells, etc., before we started to research what could be causing our health effects and bought a Trifield EMF meter in December of 2020. e. Confidential PHI f. The steps we took to reduce EMF exposure from the power line included moving into the guest room (furthest from the source of the EMF) and, at night, turned off the main power breaker to minimize EMF while we slept. We continued to have symptoms but, at times, seemed less severe than when we were sleeping in the master bedroom (2nd floor above the power line). We avoided the living room, where the EMF was highest. For the EMF exposure from the dirty electricity, we had the electrician remedy by rewiring the bundled neutrals in the electrical panel & boxes (this was the easy fix). g. Exposure logs with readings throughout the house and pictures and videos recorded. Exposure Standards and Risk Assessment 5. Please consider reviewing international exposure standards and building biology guidelines to establish regulatory frameworks to evaluate potential adverse health effects of human exposure to EMF. For Power Conductors and Sub Stations, establish safe limits and do not allow day cares, nursing homes, homes, or places of business to be built within at least 100 feet (refer to California’s standards on this – that is one thing they did right!). I am one of many, many around the world who have been covertly micro-chipped and tortured/harassed 24/7 with directed energy weapons and using most of the time the satellite/cell tower wireless networks.My case is one of a civilian Anomalous Health Incidents, unrecognized by any doctor and proof that cognitive warfare is working. My extended family has two children: Joel, seven years old was pacified with a cell phone while nursing as a result; he suffers from a constellation of syptoms and when we take to doctors, they don't know how to diagnose or treat him. Bresly 12 years old, at her young age is almost blind due her excessive use of wireless screens. We live surrounded by two cell towers within 110 meters the vegetation here keeps dying and birds don't come to next any more. Thank you.

I can only hope the comments posted on this site are given heed. One of the best individuals I can recommend listening to is Dr. Barrie Trower. My own personal experience with EMF began approximately 15 years ago. The list of physical symptoms includes severe headache and swelling on the right side of head (was misdiagnosed with Temporal Arteritis), arm and hand burning sensation, severe muscle and body pain, night sweats, nausea, bloody nose, eye pain, confusion and depression, with an overall feeling of malaise. I have heard this technology and exposure compared to a modern-day Thalidomide, and given time, believe this will prove true. I am an older individual and in the latter years of my life, but what this is doing to people, particularly our young ones, is a crime. Again, I hope this information is useful in helping others.

The Global Indoor Health Network is a 501(c)(3) organization dedicated to providing education and awareness of the health effects of mold and other indoor contaminants, including the harmful effects of microwave radiation. The use of EMF and RF devices is growing exponentially. These devices transmit wirelessly using Electromagnetic Fields (EMF) and Radio Frequencies (RF). They are NOT safe and are harmful to adults and children. The toxic nature of electromagnetic fields dangers comprising electrical voltages, radiofrequencies and microwaves is a clearly established fact in the international medical literature, that has accumulated over the last 250 years. Federal regulations protect the public only from the thermal (i.e., heating) risk due to short-term exposure to high intensity, cell tower radiation. The Federal regulations ignore the thousands of studies that find harmful bio-effects from long-term exposure to non-thermal levels of radiation. A good starting point for learning about the scientific literature on this subject is the October 4, 1971, report from Naval Medical Research Institute (NMRI), titled "Bibliography of Reported Biological Phenomena (Effects) and Clinics Manifestations Attributed to Microwave and Radiofrequency Radiation" (and also see the 1976 follow-up report that added seven supplements). The report lists numerous health effects caused by radiofrequency (RF) radiation and includes references to more than 2,300 published research papers on the biological responses to radiofrequency and microwave radiation. This tells you there were already more than 2,300 published research papers on this topic prior to 1971. Thousands of additional papers have been published over the past five decades. Barrier Trower, a retired British Secret Service Microwave Weapons specialist, summed it up, saying "By 1971, we knew everything that needed to be known." Another expert in this field, Jerry Flynn, is a retired Canadian Armed Forces captain with specialized training and 22 years of experience in Electronic Warfare and Signals Intelligence. Flynn has worked with U.S. and NATO armies in this specialized capacity. He said: “The U.S. military has known for decades that the RF/microwave frequencies most harmful to man are those within the band 900 MHz to 5 GHz. These frequencies penetrate all organs of the body, thus putting all human organ systems at risk. Smart meters emit these precise frequencies which, when combined with certain pulsed modulation characteristics and power densities, are most harmful to the brain, central nervous system, immune system, and can cause cancers. This is precisely why these frequencies are used in microwave weapons of war.” Dr. Devra Davis states in her book "Disconnect: The Truth About Cell Phone Radiation, What the Industry Is Doing to Hide It, "there is a growing body of evidence surrounding alarming new scientific understandings of cell phones, other commonly used microwave radiating devices, and the new 5G network currently being built-out nationwide. We don't want to believe our new toys to which we are so attached--and which bring in enormous profits--could also cause our demise or that of our children. But science is not about belief. Governments' responsibility to their citizens should not be either." In relation to the harm being done by these devices, it is important to mention Havana Syndrome. As you know, a phenomenon called "Havana Syndrome" has affected many CIA agents, Embassy workers and American citizens. It is believed to be caused by microwave radiation attacks, most likely using cell phones or cell towers which can be used to target high levels of microwave radiation -- aimed at individual people or individual locations. It is believed that government officials were targeting opponents of the smart grid and 5G network with significant increases of microwave radiation. Another good resource is the paper titled "Electromagnetic Fields Disease" by Dr. Carlos Sosa and Dr. Pedro Sierra. I became severely electro sensitive close to 20 years now. It has been completely life altering!! My husband also became sensitive about 10 years ago. We had to close our business & move to a rural area THEN the cell tower came in the area & has been amped up with even more equipment. I was very much into all the latest electronic gadgets right from the beginning. Now I have issues in the house with low magnetic fields & electrical fields. How can one escape any of this without sacrificing actually living! The cost to try to protect ourselves and even our precious pets! They seek out spots in and around the home to feel comfortable in. It's so obvious plus I have purchased multiple meters to test the levels with. The regulations are basically non-existent, favoring the telecom industry. This is not advancement! yes it's all very convenient which is the 'hook' to gain more consumers for their fancy phones. The regulations are completely outdated and the medical field does not even address the affects that this has on the body & mind. We would like to see a complete unbiased, non industry analysis with more input & studies on how we can make this technology harmonize & heal instead of harm all living things!! In order for me to write this comment I can only use a hardwired computer system and we have shielded our home & have to wear special garments to protect the brain & body. It is a dysfunctional impairment meaning, take away this harmful technology & we will feel better. There is nothing wrong with us other than the electro poisoning that we are faced with every single day!! Where can we go, to be free from this when the planet is saturated in unnatural frequencies!! People who didn't smoke had to inhale the toxic fumes & just accept their second hand smoke exposure cancer! Similar situation here, people being forced to the exposure of wifi without a safe space for those who do not want that exposure! Our symptoms range from burning skin, damage to the eyes, headaches/migraines, loss of train of thought, memory decline, irritability, nervousness, lack of sleep, joint & muscle pain...all of which I have experienced on a regular basis!
