I am reaching out to HHS as an individual whose health was adversely affected following a smart meter activation to the water line in my home in January 2025. I had practiced as a professional in the health care field for 40yrs prior to leaving the profession. In January 2025, there was a notice on my house door that a smart meter was going to be activated to my city water line; I promptly phoned the city the next day and asked to sign a waiver to 'opt out'. My request was declined by two city affiliates with 'everyone is getting them' {previously, I had always had an option to 'opt out' of smart meters for water & electric}. Two days later, after I had made calls to 'opt out'. I experienced a spontaneous nose bleed (the first in my life of 69 yrs with no other contributing causes). I went on to experience a total of 3 spontaneous nose bleeds within 11 days; in the meantime, my health began to decline. I experienced brain 'fog', loss of hair, cough, shortness of breath (symptoms similar to pulmonary edema) I ordered a home nebulizer that I had used for my symptoms). I also noted that many of my symptoms were that of 'long' COVID - loss of smell/ taste, long lasting cough, sleep disorder, muscle weakness {I had never taken the COVID vaccine, nor had the COVID illness prior to the symptoms following the smart meter activation to my home}. As my symptoms progressed; I eventually left my home, after 6 weeks, in efforts to recover; as I continued to work with the city manager to have the smart meter removed from my home. After 2 1/2 more months, I returned to my home after the smart meter to my home had been replaced with the analog meter. I learned in the research that non-native emf's are square waveforms with 'spikes'. I have repeated asked different health care providers if the 'spikes' from the non-native emf waveforms may be causing persistent activation of the spike proteins within our body contributing to a constant source of inflammation? To date I have received no satisfactory response to this inquiry from a health care provider, only from an electrical engineer. I continue to recover, as it seems I have experienced a cascade of symptoms following-- perhaps even more sensitive to non-native emfs? and currently doing more cleanses as it seems my gut biome has been disrupted (another documented effect from non-native emfs). My energetic reserve, has yet to be restored. In the meantime, earlier this year, I have presented to the local city council 3 times for the city to reconsider installation of a cell tower 600-700ft from the public high school (providing 3 pages of research of cell towers and effects of non-native emf exposure, particularly to children). In spite of the information presented, votes approved for the cell tower installation, noting concern of the city being sued if installation of cell tower was rejected. From the research, I have concluded: People should have NEVER been exposed to non-native emf's without shields and/ or protections; especially of our children. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. There's a spot in Medford Oregon where I have trained dogs, and there is a large antenna Tower located right in the middle of the facility. Directly above a Little League diamond where children play baseball, and adjacent to the Boy Scout building. After spending several weekends there, I began to notice that I did not feel good. I did break out in a rash after the third weekend, which is very unusual. I have not experienced that since I stopped going to that spot. There was another weekend with the dog training seminar this past year, and a friend of mine experienced the skin of her face shedding cells similar to a chemical skin peel, after she spent 3 days at the site. I am personally very sensitive to my environment and believe that RF sensitivity is part of that. I would be appreciative of less exposure to RF, and better funding of truly independent science. Not science-funded by the wireless companies that stand to make lots of money off of further expanding Wireless rf.

I am submitting this comment in response to HHS's request for information on EMF's and RF. I am responding from a perspective as a healthcare professional, parent, and as a concerned citizen. I am making this comment to HHS to tell how the EMFs and RF have affected me and others. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. I have been affected by the EMFs on planes. As I had a 4-hour flight, that had a TV screen on the back of every seat on the plane. The EMFs caused me to get very anxious, and nervous, my body had like a tingling though my whole body, and I could not sleep at all. The next flight was a smaller plane which had no TV screens, and I was able to sleep and had no symptoms. This was no coincidence as it happened again on the return flight after having a relaxing vacation. The bigger plane had the screens and same symptoms appeared, and on the smaller plane, it had no TV screens and I had no problems. this affected me for weeks after the plane trip. I also feel this way when I am around Wi-Fi too long. Other friends and family have had the same experience and getting nervous and anxious for days after. This is a disruption to our brain and nervous system for the bad. We must cut down on the power this type of radiation as all radiation has serious health issues, which, can cause brain cancer and tumors, science has already shown this. The agencies must address this and protect the public from this onslaught against our health and sanity

Thank you for giving me the opportunity to comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an educator. I vividly remember when our school building installed wireless routers throughout the building. This is the time where I began to get headaches and a heavy head feeling. I would feel overly stressed, and my nervous system would feel revved up. When we reached a one-to-one computer program, where every staff member and every child in the building had a device, these feelings became worse. In a building with over 1,300 students and over 200 staff all with devices, the EMF radiation was saturating. As a consequence, I began to feel adrenal burnout. It wasn't until I left the building entirely with another career, did I realize the debilitating effect it had on my body, thinking and energy. It was my experience that as children spent more time on devices in school, their attention spans seemed to decrease. Not to mention, staff attendance began to steadily decline. Teachers seemed less resilient and more frustrated. There's absolutely no doubt that the impact of invisible wireless technologies and radiation exposure was being felt by both students and staff. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. Lastly, I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a parent,and a concerned member of the public. Wireless radiation is affecting my family. Since we were forced (without an option to opt-out) to get a VEPO smart water meter, we have all had strange symptoms ranging from ear ringing, to headaches, increased anxiety, joint pains, digestive issues and one of my children has started getting nose bleeds. PLEASE always have an opt-out option to smart meters IN OUR HOMES! And they should not cost more. I was able to opt-out for electric and gas, but I have to pay $134 and then more fees every month! Also, please have companies like Spectrum make routers that don’t give off such wide signals. Why do I have to see all of my neighbors wifi? The number of cell towers going up in Albany is astounding. We are being bombarded and we need it to stop! I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation BECAUSE THERE ARE SO MANY RISKS, simply look at PubMed at the thousands of published studies. Really, what are you doing “looking into this?” The results are already here and they are terrible!! How many people do I now know that have cancer in the last year since all of these towers have gone up? Not to mention the mental health issues. While this may not be a direct cause, it is a negative contributor to human health and amplifying all negative health issues. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. I am submitting this comment as an individual to share my personal health experience and to ask HHS to give serious consideration to people who report health effects they believe may be associated with RF/EMF exposure. My experience began in approximately 2018, after wireless utility meters were installed near my home. Before that time, I was healthy, working, running my own business, traveling, and functioning independently. Within a relatively short period after the meters were installed, I began experiencing symptoms that were very unusual for me, including nausea and vomiting, severe insomnia, palpitations, migraines, tinnitus, dizziness, balance problems, weakness, whole-body tingling and numbness, burning eyes, temperature dysregulation, and profound fatigue. I also developed persistent numbness and pain in my hands and feet and difficulty concentrating and functioning normally. Over time, these problems became severe enough that I was no longer able to work. Activities that had once been ordinary became increasingly difficult. I have had difficulty typing and using my hands, difficulty sleeping, and periods of weakness and dizziness that have affected my independence and my ability to safely carry out everyday activities. My medical records contain documentation concerning effects from electromagnetic fields/radiation, as well as chronic fatigue and neuropathy. I have continued to seek medical care and evaluation for these problems. One of the most significant observations in my experience has been what happens when I am away from my home environment. During periods when I have stayed elsewhere, including a period at my sister's home where there were no smart meters, I experienced noticeable improvement in my symptoms. I have also noticed improvement during shorter periods away from my home. I recognize that these observations alone cannot establish causation, but the repeated difference I have experienced is one reason I believe this warrants further scientific and public-health investigation. My exposure concerns have continued as additional electric meters have been installed near my residence. Multiple electric meters are now located near my bedroom windows. I became so concerned about my bedroom environment that I have been unable to sleep there for an extended period and now sleep on my sofa. It is difficult to describe what it feels like to no longer feel comfortable in your own home. I lost my ability to work and the financial independence that came with it. I live on a fixed income. I never expected that I would reach a point where sleeping in my own bedroom, concentrating, using my hands normally, feeling steady on my feet, and simply having enough energy to get through the day would become difficult. I am not asking HHS to consider my individual experience as scientific proof of causation. I am asking that experiences such as mine be taken seriously as health observations and considered alongside the scientific evidence when identifying research gaps and determining whether additional investigation is warranted. I believe particular attention should be given to long-term and cumulative exposure, individual susceptibility, real-world exposure conditions, and people who report significant symptoms in connection with wireless and utility-meter environments. I also believe that people who report these experiences should have appropriate medical and public-health resources available to them rather than having their experiences dismissed simply because the science is not yet settled. I have photographs, videos, medical records, and other documentation relating to my experience and the environment around my home. I am willing to provide supporting documentation if requested. I am sharing my experience because I do not want other people—particularly children, older adults, people with existing health conditions, or others who may be especially sensitive to environmental exposures—to find themselves struggling in their own homes without their experiences being heard and properly investigated. I respectfully ask HHS to continue investigating reported health effects associated with RF/EMF exposure, including non-cancer effects, long-term and cumulative exposure, individual susceptibility, and real-world exposure conditions, and to ensure that appropriate medical, biological, and public-health expertise is included in that work.

Hello, My name is Gloria Frank. My health was horribly harmed when a Smart Meter was installed on my home in March of 2012. Thankfully, the Smart Meter was removed in 2013, and the analog meter was re-installed due to our PUC (Public Utilities Commission) who voted we could choose to have the Smart meter removed. I am a 30 year researcher on all topics regarding health and wellness. When I became harmed, I researched all the prominent websites that were honest and informative on the facts of just how harmful wireless radiation is to the human body, to animals and to the whole world. In 2014 I became and educator, teacher and mentor in which I assist people who were suffering like I was from wireless radiation. In 2013, I hired a Professional EMR (Electro Magnetic Radiation) consultant to teach me how to remove all the wireless radiation from my home, how to shield my home with a shielding paint so my neighbors wireless devices would not harm my health even more.... and my analog meter was re-installed for a very small fee. I am unable to be in close proximity to all wireless devices, and no one is allowed to come into my home with any wireless devices: cell phone, blue tooth, watches, computers,iPads.....and the list goes on. Wireless radiation emits radiofrequency (RF) energy, a type of non-ionizing radiation that current major public health agencies categorize as a possible human carcinogen. Research on Cancer (IARC) classifies radiofrequency electromagnetic fields as Group 2B (possibly carcinogenic) based on an increased risk for brain and heart tumors. Reproductive Health: Studies link frequent trouser-pocket storage of active mobile phones to reduced sperm counts, lower motility, and potential DNA damage.Cellular Stress: Laboratory findings suggest RF exposure can induce oxidative stress and minor biochemical adjustments. Vulnerable Groups: Children absorb higher proportional doses of radiation in head and skull bone marrow tissue compared to adults due to thinner skull bones and developing nervous systems. Effects on Animals and Wildlife Laboratory Studies: Recent systematic reviews backed by health organizations indicate high certainty that long-term, high-intensity wireless RF radiation links to specific tumor types in animals and humans. There is an active community of advocacy groups, specific research institutes, and independent scientists who argue that current exposure guidelines are outdated and that low-level, non-thermal wireless radiation poses biological and environmental risks. The most prominent groups, research entities, and individuals associated with this viewpoint include: Recognized Advocacy & Research GroupsThe Environmental Health Trust (EHT): Led for years by epidemiologist Dr. Devra Davis, Environmental Health Trust publishes literature and campaigns for stricter public policy regarding wireless infrastructure, 5G, and cell phone radiation. They successfully sued the FCC to force a review of its 1996 testing guidelines.The Ramazzini Institute: A respected independent scientific organization based in Italy. Their large-scale animal studies looked at environmental levels of radiofrequency radiation (similar to cell tower emissions) and reported a potential link to certain types of tumors, replicating some findings of the U.S. government's National Toxicology Program (NTP) study.The BioInitiative Working Group: An international collaboration of scientists and public health professionals that published the BioInitiative Report. The report argues that existing safety limits are thousands of times too high to protect against non-thermal biological effects. Navigation and Behavior: Environmental studies report that low-level electromagnetic fields can disrupt the magnetic compass orientation used by migratory bird species.Insects and Ecosystems: Higher frequency bands (including 5G and broadband spectrums) overlap with frequencies that can act as environmental stressors on small insects, causing motor disturbances or behavioral changes. I strongly support HHS taking an active role in researching and addressing the potential health concerns from wireless radiation. I am a parent and make much effort to reduce my family’s exposure through many ways. I have a child who suffers from headaches made worse by wireless radiation. There are valid concerns and health risks that come with unfettered use of wireless radiation. Please stop making parents, caregivers and patients go it alone to try and remidiate our exposure and its effects all on our own, while more and more towers are built where we live, work and go to school. I’m writing on behalf of our daughter. She has severe mast cell and any close proximity to a phone, Wi-Fi, home smart meter, throws her into anaphylaxis. Please stop with all the towers near homes , schools etc.
