My opening Comment with answers to Questions 1-4: on 260923 I have practiced as a health enhancement (professional) coach for over 26 years. I grew up in a large family on California and became a Mom myself, hoping to someday be a GrandMom, but I have my doubts that I will, since my offspring are terribly confused, having trusted that EMFs "can't be bad, or they wouldn't be allowed" since reaching teenage years. The trusting view was backed by my Mom and Dad, my siblings, and most other family Elders and Youngers - all of whom are addicted to the perceived convenience of technology, with lots of evidence of EMF harms to over half of the family. Sadly, my warnings over the past 30 years, have only helped a few family members who noticed with me that they slept better by turning off wifi and cell phones at night (at least) and got better internet when switching BACK to ethernet cables. Those same few, like 26 years worth of clients, have acknowledged the extreme rise in brain tumors all around us (including members of my family), and the how about half of all people under 30 seek psychiatric services these days (another fact borne out in our large family). The cause of the worst brain tumor in our family was CLEARLY the excessive wireless home phone use, especially once DECT phones were installed in the late 1990s (since those bases are often as harmful as if there was a full-fledged cell tower in the home). Adding to that, the over-use of cell phones, especially inside cars where the radiation is magnified by bouncing many times within the metal cages that make up cars, PLUS so-called Smart Meters, PLUS proliferated cell towers, and now the excessive IOT (Internet of Things) use in most appliances: all these have wreaked havoc on everyone's nervous systems, ability to sleep, and other indirect health effects, in addition to all the direct health issues (like brain tumors) from holding deadly emf devices against ears. My mother developed a Pituitary tumor and took the advice to undergo surgery to remove the tumor, with NO mention by any medical staff that she could help herself by stopping the use of so many EMF devices, especially phones - whose fine print warnings INCLUDE the warning to NOT hold the device closer than 3/4” from the body. Most people glaze over when they see the evidence, and want to believe that the problem is "out there" somewhere... when my family is a typical example of terrible harm from all the forms of radiation adding up. Add to that the burned homes (also in my family) from faulty (or planned) fires originating in problems with Smart Meters, and this testimonial shows ample evidence I have seen professionally AND within my own family, that unbridled EMFs have and ARE causing excessive harm. I have taken MANY steps to clarify these dangers, AND I have acted on my “duty” as an Elder, to point out the harmful effects of corporate and government choices to flood our world with EMFs against all dutiful objections and orders to cease and desist. Other notes I choose to add here are: - I dislike being forced to choose to call myself only 1 of 3 categories: 1. an "Individual"; 2. an "Organization"; or 3. as "Anonymous." I know not to label myself anything other than a Living Woman, so I am stating that here and choosing the least-harmful category: "Anonymous." Also, I object to the term SUBMIT Comment, as I do not understand NOR submit myself or my comments - I am giving this Notice of Liability to all levels of Government, and this Notice to Agents is Notice to Principals just as This Notice to Principals is Notice to Agents. Q. 5: The Precautionary Principle is the most basic guideline for any government to uphold for us, their supposed employers. Q. 6: Ollie Johansen, Debra Davis, and MANY others, including the now-deceased Arthur Firstenberg have published copious evidence of the adverse health effects, especially to Little Ones - easily identified with the majority of people under 30 who have rarely been without excessive EMFs their WHOLE LIVES, as evidenced by their excessive disease and psychiatric needs. Q’s 7-15: The amazing serving men and women listed in Q 6 are joined by 1000s of other studies etc. as expert witnesses & speakers like Elana Freeland, Hans Becker, 1960s Military reports showing damage to burly male soldiers who used EMF devices more than 7 minutes on any one day. Plus, my offspring can look people in the eye & live healthfully compared to other Youngers. Q’s 16-18: The thousands of testimonials, expert statements, and journalism articles I have read myself are EASILY obtainable and read to ensure that the Precautionary Principle should always have been followed, and should STILL be prioritized NOW and in the future, since the role of Government is ONLY to protect people and our assets, AND all Corporations have a duty to serve people and are to lose their Corporate Charters if they do NOT.

Public Comment to the Federal Communications Commission - I am Kim Konte, founder of Non-Toxic Neighborhoods, a national nonprofit working to protect children from environmental harm where they live, learn, and play. Children are not little adults. Their nervous systems are developing, and they face years of exposure to wireless technology: 4G and 5G networks in their communities, devices in their hands, and Wi‑Fi routers mounted overhead in many classrooms. The country is already planning for 6G, while the FCC continues to rely on radiofrequency exposure limits adopted in 1996. The International Agency for Research on Cancer classifies radiofrequency electromagnetic fields as possibly carcinogenic to humans. That classification does not prove that classroom Wi‑Fi causes cancer. It does mean the FCC should take unanswered questions seriously, reduce unnecessary exposure to children, and require independent research focused on their health. Children’s clinicians and independent scientists must have a meaningful voice in setting safety policy. An experimental study reported impaired insulin secretion and increased oxidative stress in the pancreatic cells of rats exposed to Wi‑Fi frequency radiation. It does not establish that Wi‑Fi causes type 2 diabetes in children. It raises a question the FCC should investigate: could long-term exposure affect children’s metabolic health? At a 2019 Senate hearing, Senator Richard Blumenthal asked wireless industry representatives to identify independent research on the biological effects of 5G. They said they were unaware of such studies. He concluded: “We’re kind of flying blind here, as far as health and safety is concerned.” The National Toxicology Program’s 2018 animal studies found “some evidence” of cancer in male rats exposed to 2G and 3G cell-phone signals. Those studies did not test 5G or the combination of wireless exposures children experience today. A federal appeals court later found that the FCC had failed to adequately explain its decision to retain its exposure limits, including its response to evidence about children and long-term exposure. The FCC must answer the court, require independent research focused on children, and stop treating wireless access as the only way to connect a classroom. Schools should use hardwired internet as the default and limit wireless exposure wherever practical. Children’s health must come before the next wireless rollout.

Subject: Response to RFI HHS-OASH-2026-0397. Early-life electromagnetic field exposure and neurodevelopment: a pathophysiological hypothesis and a prospective cohort protocol. Perspective Physicians and researchers (healthcare professionals; research entity). Source: peer-reviewed research; the published protocol is attached. Observations from research This submission does not report human exposure-effect data; it presents a pathophysiological hypothesis and a protocol to test it [1]. We hypothesize that chronic exposure to anthropogenic electromagnetic radiation during the first 24 months of life, particularly during sleep, may act as a modulating cofactor in the pathogenesis of autism spectrum disorder (ASD). The hypothesized mechanisms are altered Ca2+/calmodulin signaling, mitochondrial oxidative stress, microglial activation and desynchronization of the mirror neuron system, consistent with the theoretical framework of Resonant Convergence [2]. Within this framework, Ion Cyclotron Resonance and thermomagnetic resonance are candidate transduction hypotheses, not yet validated. We explicitly acknowledge the constraints imposed by thermal noise [3]. The epidemiological objective is independent of the validation of these mechanisms: 1. Primary endpoint: continuous composite score (ESCS, CDI/MSEL, EEG mu rhythm 8-13 Hz). 2. Secondary exploratory endpoint: ASD diagnosis at 24 months (ADOS-2, ADI-R, DSM-5). Analyses use mixed-effects models and Firth regression, adjusted for socioeconomic status, screen time and parental health anxiety. Recommendation: prospective birth cohorts with objective exposure measurement. Knowledge gaps and exposure classification Prospective data on nighttime exposure during the first two years of life are lacking. Beyond SAR and power density, classification should account for low-frequency modulation, the ELF magnetic component, cumulative duration, time of day (sleep) and age of the exposed individual. Exposure assessment We propose integrating environmental RF/ELF measurements, source-proximity analysis, device inventories and wearable dosimetry, with objective verification of adherence to nighttime shielding. Children A differentiated assessment is needed. The 6-18 month window is critical for the maturation of the mirror neuron system and grey matter. During this phase, plasticity depends on calcium-dependent mechanisms and on the temporal precision of neuronal activity. Evidence below current limits In human cortical organoids, chronic RF exposure (800-2400 MHz) altered radial glia differentiation and induced the expression of ASD-associated genes via BET pathways. The effect was reversed by BET inhibition [4]. These are in vitro data, not directly extrapolable to humans, but they support the biological plausibility of the hypothesis. A preliminary study also observed EEG modulation with ELF fields of 20-30 microT at 1-4 Hz [5]. Research priorities Prospective pilot studies with continuous neurodevelopmental endpoints, followed by adequately powered confirmatory trials. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned United States Citizen. The city of Royston put this tower up some months back and for the last three to four months I personally have been having issues with my blood pressure. More specifically the diastolic number. At times it will surpass 100 while the systolic number will remain in the 120-130 range. I've recently purchased and EMF protection and placed it in a central location of our house. It seems to help as my blood pressure now seems normal when I'm in my house. However when I go outside or down to help my husband in the shop behind the house I can feel the blood pressure quickly begin to elevate. My eyes get sore and I have trouble with vision and my head will begin to hurt. So I feel the frequency or the radiation from this tower is most likely the cause of my sudden issues with maintaining stable blood pressure. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

Re: Docket HHS-OASH-2026-0397 — Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure Questions addressed: 2, 3, 8, 9, 11, 16, and 18 I am submitting this comment as a concerned member of the public based on my personal experience and concerns regarding EMF exposure. I began noticing significant fatigue, headaches, anxiety, heart palpitations, and brain fog while working at the computer in my home office. My desktop computer, cell phone, and Wi-Fi/Bluetooth printer were all located very close to me. After purchasing a consumer EMF detector, I observed elevated readings near several devices, with the highest readings near my printer. I began unplugging my printer except when needed and unplugging my computer after use. After making these changes, I noticed an improvement in my symptoms. I recognize that my personal experience does not establish causation, but it raised important questions for me about prolonged, real-world exposure to multiple EMF sources. I encourage HHS to study not only individual devices in isolation, but also environments where people are exposed to multiple EMF sources for extended periods. This is particularly important to me because the City of Columbia, Missouri, has proposed the 161-kV Grindstone-to-Perche Creek transmission line, including a potential Vawter School Road corridor. The proposed infrastructure would pass through developed residential areas and near places used by children, including Mill Creek Elementary School and its playground and Cale School. I respectfully ask HHS to include 60-Hz extremely low-frequency (ELF) electric and magnetic fields from high-voltage transmission lines in its EMF research and review, particularly regarding children and long-term exposure. I am especially concerned about the complete EMF environment of a school near high-voltage transmission infrastructure. Modern classrooms may contain Wi-Fi access points, laptops, tablets, Bluetooth devices, wireless printers, cell phones, electrical wiring, lighting, and other electronic equipment. If a school is also near high-voltage transmission lines, children may experience multiple types and frequencies of electromagnetic fields throughout the school day and over many years. I recognize that ELF fields from transmission lines and RF emissions from wireless technology are different and cannot necessarily be combined into a single exposure number. However, children experience these sources together in the real world, and I believe HHS should investigate whether simultaneous, repeated, and long-term exposure to multiple EMF sources and frequencies has health implications. For new high-voltage transmission projects near homes and schools, I ask HHS to consider recommending: * Public disclosure of modeled 60-Hz magnetic-field levels at various distances from proposed transmission lines; * Modeling based on actual conductor configuration and expected average and peak electrical loads, not voltage alone; * Modeling or measurements at nearby homes, schools, classrooms, and playgrounds; * Baseline measurements before new lines are energized and follow-up measurements after construction; and * Additional research on long-term ELF exposure and combined real-world EMF environments, particularly for children. I am not asserting that these exposures cause specific health effects. I am asking HHS to investigate these questions rigorously and provide families, schools, and communities with clear, evidence-based information about long-term and multiple-source EMF exposure.

We know there are deleterious health effects to EMFs. I have a meter so I could test my home environment and reduce what my son was exposed to growing up, and things are much worse now, and we are not given accurate information or choice in the matter which has to change. Please protect our children! Thank you for taking an honest look at all the research - FINALLY. Also, LEDs are also disrupting the EMF of our bodies - their takeover of everything from building hallways to headlights needs to be reevaluated. THANK YOU FOR ALL THE NEW HHS IS DOING!

I am a Vietnam Era Veteran who was trained in NBC Warfare (Nuclear, Biological & Chemical), Radiation Detection and Radiation Decontamination at the Seal Beach Naval Weapons Depot in 1970 and since that time I have been greatly concerned about the effects of both ionizing and non-ionizing radiation on human beings. Dr. John Gofman, who wrote Radiation and Human Health among many other books, shares my concerns. Human beings need to lower our overall exposures to all bands of non-ionizing radiation and ionizing radiation emissions. We should also educate all people regarding the dangers. People should own various radiation detection devices in order to easily monitor exposures. The "safe limits" of exposures, created by government and industry, needs to be updated and made more truthful to help people understand the true dangers. The heating up of human flesh is really only one of many kinds of criteria needed to establish safety and many of those other criteria are ignored, which is a crime against humanity. Young children and pregnant women are especially subject to higher risks of injury and need more protection. There needs to be much more public discussions about these matters.

In our day-to-day work engaging with health-conscious individuals and community members, we observe a significant and growing consumer demand for clear, objective, and transparent data regarding daily environmental exposures. Evaluating the realities of cumulative, real-world exposure over time is critical. Today’s consumers live in environments vastly different from those of past decades, interacting continuously with cell phones, Wi-Fi networks, smart infrastructure, and emerging wireless technologies. Our community members express a persistent desire to make informed, proactive lifestyle decisions. However, they are frequently met with conflicting public reports and a lack of accessible, independent scientific consensus regarding long-term, non-thermal exposures. The following priorities should remain central to any federal inquiry: * Prioritizing Independent Research: Funding and elevating rigorous, independent scientific studies that distinguish verified science from emerging findings without commercial or industrial bias. * Accessible Public Data: Translating complex data into clear, accessible guidelines so that everyday citizens, parents, and community members can accurately evaluate real-world exposure metrics. * Focus on Cumulative Impact: Thoroughly investigating the long-term impact of multi-device exposures on developing children and sensitive demographics to ensure public safety margins are genuinely protective. Providing the public with transparent answers and robust, independent data is essential for individual health and well-being. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned member of the public. I support people affected by wireless radiation and I believe this problem will get worse going forward. I'm 64, and during my life I've seen an alarming increases in the use of wireless devices. Therefore, I have concerns surrounding the public’s ever-increasing exposures to RF radiation. Please thoroughly examine the evidence, and listen to people who report experiencing RF radiation-related health effects. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of my own experience. Six months ago, I had been having trouble sleeping through the night. No matter what supplements or calming medicine I took, I would often wake up feeling very alert and I could lay there for hours trying to get back to sleep, and if I did it would only last about an hour and I would wake up again; I felt highly stimulated and could not relax - I could not figure out what was going on. This had been going on for many years. One of my physicians suggested that I might be sensitive to wireless radiation and suggested that I turn off the wireless at night. I began doing that and immediately I felt differently. I did not have that stimulated feeling (like I wanted to get up and move around). If I sleep anywhere where I cannot turn off the wireless, I have trouble relaxing and sleeping. As soon as I come home and turn off the wireless at night, I sleep well. I am not a scientific researcher, but I am well aware that there are many, many studies that prove that wireless radiation can adversely affect your health. We have so much chronic disease in this country and deep sleep is essential for good health - there are no exceptions to that. HHS should address this issue; they are very concerned about chronic health and I believe the wireless radiation is one more huge stress on the body that keeps the body from healing and good health. You cannot be healthy when you are constantly stimulated in "fight and flight" mode and can't get good sleep where your body repairs itself. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Those who profit from wireless radiation must not be allowed to harm the entire population. A physically sick society cannot create a healthy, thriving nation. It just won't happen.
