See attached file(s) - I am a working Certified Building Biology Electromagnetic Radiation Specialist. My primary focus is identifying and reducing electromagnetic radiation in homes and workplaces—including radiofrequency (RF) radiation, AC electric fields, AC magnetic fields, and dirty electricity. My background in electrical engineering and computer science, combined with my professional Building Biology training, gives me a technical and practical approach to finding sources of EMF/RF exposure and helping clients determine what can reasonably be done to reduce them. During more than 100 residential environmental assessments that I have performed, I've frequently been asked whether there are any studies demonstrating biological effects from non-ionizing ULF or RFR over-exposure. Over the last 2 years I am seeing an increase in the number of my clients that are experiencing (often) painful symptoms that are related to their increase exposure to non-ionizing electromagnetic radiation. Rather than tell you their stories, I have created a document clearly showing in an easy to understand way that current peer reviewed research has proven the impact of non-ionizing electromagnetic radiation on peoples well being as well as the environment. I have also included in the attached document a comparison for four different health issues of the number and percent of peer-reviewed studies worldwide showing these effects versus ones showing no effect.

My name is Blythe Tomblin. I have a titanium implant in my left upper jaw. I never got headaches before very very rarely and around 2021. I started getting intermittent headaches. Around 2022 I moved to Hayden Idaho and got a job at an office building that had 5G and my headaches became worse and I couldn’t breathe out of the left side of my nose. My headache would go from intense pressure, headache to runny nose and the cycle would just keep repeating. It took me a while to correlate what was going on. I looked up some things online, and I found a case where a man had a bunch of implants and had the same symptoms. My dentist said that 5g heats my implant up 3 degrees. There is no escaping this. The cell phone companies should have tested these types of things out to make sure there is no harm to the human body. They should compensate me for my pain and suffering among many other people and also pay for the surgery to get this removed so I can have a zirconia one put in that will not cause these types of problems. I hope and pray that this is taking seriously because I have personally seen the negative effects all of this has had on a good friend of mine. I have known him for over 30 years. He went from being an extremely hard worker for many years, owning his own construction business, being president of a motorcycle abate club that did several fundraisers for wonderful causes and a father who always took his kids everywhere they needed to go for school functions etc.To a man that can barely work on a farm. Has to run to get away from precision ag equipment when they are near him because of the 5G, Lives by himself without electricity, has had to live in his vehicle for years covering the windows to protect himself from cell towers, anything wireless-windmills, smart meter, people’s smart vehicles that drive by his farm you name it he is effected by it. He has planted so many trees around his farm to try and protect himself in a natural environment. I have personally seen how newer vehicles cause him so much pain when they drive by, Even planes when they fly over head. The GPS tracking everything it has been insane! I care about this man deeply and pray that something is done about this soon. He can no longer live a normal life like he used to. It’s extremely disheartening. He has a daughter that has type 1 diabetes and is hooked up to a Bluetooth device that he can’t be around her when she has it on. He has seen the effects of this on his children as well. When everything is shut off, him and his kids function some what normally around each other and can have normal conversations. He is in constant fight mode when barely any relief. The main things that help him is how he eats-everything organic, exercising-taking supplements-Grounding with Nature-Shielding himself from cell towers and being alone most of the time. He wants to live a normal life so he can be around the people he cares about again. Please make this happen not only for him but for everyone that is affected by it.

To the Department of Health and Human Services and the Federal Communications Commission: I am submitting this comment because I believe the federal government has waited far too long to conduct a thorough, modern reassessment of radiofrequency (RF) radiation exposure standards and their ability to protect the public. The FCC adopted its RF exposure limits in 1996. Wireless technology and our exposure environment have changed dramatically since then. We have moved through multiple generations of cellular technology while wireless infrastructure and the number of wireless devices surrounding us have greatly increased. Yet the fundamental FCC RF exposure limits remain unchanged. The question should not simply be whether an individual antenna, tower, or device complies with an existing limit. Federal agencies should determine whether those limits adequately address the real world environment people live in today. People are not exposed to one RF source at a time. We may encounter cell towers and antennas, WiFi routers, cell phones, tablets, Bluetooth devices, smart devices, security systems, and other wireless technologies throughout the day. I am especially concerned about infrastructure located near places where children, older adults, and other potentially vulnerable populations spend significant amounts of time. This includes daycares, schools, 55 and older communities, senior housing, assisted living facilities, and residential neighborhoods. Children may experience wireless RF exposure for virtually their entire lives. Older adults, people with implanted medical devices, workers with substantial occupational exposure, and people with existing health conditions also deserve appropriate consideration. Technology continues to advance rapidly. Public health research and exposure standards should advance with it. There is scientific evidence that deserves serious consideration. The U.S. National Toxicology Program conducted large animal studies of RF radiation and reported findings including malignant schwannomas of the heart in male rats under certain exposure conditions. Research from the Ramazzini Institute and subsequent systematic reviews has added to the scientific literature. At the same time, some human epidemiological research has not found increased risks for several health outcomes. Differences in findings should not be used as a reason to stop investigating. They are a reason for better research. Scientific uncertainty should not become an excuse for continued inaction while wireless technologies and infrastructure continue to expand. I am asking HHS, the FCC, NIH, FDA, CDC, NIEHS, and other appropriate agencies to support rigorous, independent research into cumulative RF exposure, multiple simultaneous RF sources, lifelong exposure beginning in childhood, potentially sensitive populations, reproductive and developmental effects, neurological and biological effects, cancer outcomes, occupational exposure, and current and emerging wireless technologies. Federal agencies should also evaluate real world RF environments around daycares, schools, senior communities, assisted living facilities, and residential areas where people may experience prolonged exposure. The public deserves transparency. Americans should be able to understand when exposure standards were established, the scientific assumptions behind them, how compliance is determined, what research supports them, what research raises concerns, and what remains unknown. I am not asking federal agencies to presume the outcome of the science. I am asking them not to presume the answer before adequately investigating the questions. After three decades of extraordinary changes in wireless technology, the American public deserves a comprehensive reassessment based on today's technologies, today's exposure environment, and today's scientific evidence. Technology should not advance faster than our willingness to investigate its potential effects on human health. I respectfully urge HHS and the FCC to conduct the rigorous, independent, transparent review this issue deserves and to ensure that protection of public health, including potentially vulnerable populations, remains a priority. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an individual, retired Registered Veterinary Technician, parent, and human being. During January 2020, my family and I were sick with what seemed like a bad chest cold with cold/flu like symptoms. This was at the exact same time that AT&T, Verizon and T-Mobile were all firing up their many 5G towers around the California central valley where I lived at the time. This was right after thousands of 5G towers were fired up in and around Wuhan China in September/October 2019 causing cold/flu-like “covid” symptoms”. I have also worked from home using a laptop computer and wifi router which caused me symptoms of irritability, anxiety, depression, dizziness, headaches, nausea, heaviness in the chest, fatigue, sleep disturbances, tinnitus and other cold/flu-like symptoms. Once I took out the router my symptoms improved but it wasn’t until I left my job to move out of state and was no longer working on a computer for 40 hours a week that I really started feeling better. I have had these same symptoms whenever I spend any time in a residence or building that has wifi and/or a large amount of electronic equipment, like the San Joaquin County building where the Planning Commission and Board of Supervisors meet. I was sick for several days after spending hours waiting for my turn to speak in a Planning Commission meeting to address a legal matter regarding the San Joaquin River Club where I used to live. I have also worked in several veterinary emergency hospitals with a lot of electronic equipment including fluid pumps, ultrasound machines, laboratory equipment and a CT scanner which caused irritability, anxiety, etc. I currently live in a low EMF environment which has really helped to alleviate my symptoms of Electromagnetic Radiation Sickness/Syndrome. I recently had an experience in which I had to have my iPhone 16 on my person for at least 8 hours during the day because I was waiting for an important phone call in a town with several cell towers and 5G service. By the time I got home and no longer needed to have my phone on, I felt ill like I had the “flu”. I felt nauseous, had a headache and had to go to bed early. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. I am responding from the perspective of a citizen and the sister of a brain cancer patient who daily used her cell phone for a long periods of time while working. She developed glioblastoma on the same side of her brain close to her ear as she would daily hold the phone while she was cleaning houses. She is only 52 and being put on hospice after lengthy treatments and surgeries. When I use my cell phone, my hands will ache. If I am not using the phone, my hands do not tingle or ache. We changed our Wi-Fi to a landline in at that time. I headaches, depression and brain fog went away. I am now able to get my household tasks done and in addition study to further my career. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I am TI looking for help wishes to opt out of this Non-Consensual Targeting Experimentation Programs of DEW Weapon, Microwave Weapon and (EMFs) used to attack me for 3 years daily at home, work, and car for the past three years. This program sends hard hitting invisible attacks to my body which includes Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. (see attached RF body scan) These daily body hits are a combination of beams, strikes and needle like hits, mostly sent to the left side top head, left feet, left knee and left toes, left thigh, right and left breast. My car/home is rigged to help the predators assist with these attacks. My body has nonconsensual semi-conductors inside to assist in attacking me. (see attached body scan) I am a member/subscriber to TargetedJustice.com, TheGavel on Rumble, TiEvents.org, Targeted Individuals on Facebook Groups. Thousands of us on these platforms are all being attacked with RF emitting (EMFs) and (DEW) weapons daily for years. We understand that stopping this kind of secret torture may take some time, but for now please get semi-conductors removed from us and get us all military grade shielding... is better than no help at all.

I am submitting the attached document as a personal experience report relevant to the HHS review of possible health effects associated with radiofrequency electromagnetic fields (RF-EMF) and wireless technologies. My report describes a series of severe, location-associated health events beginning in January 2022 during my regular commute between Strömstad, Sweden, and Moss, Norway—a route I had travelled for approximately ten years before these events. Two observations are particularly important. First, from January 7 through March 8, 2022, I changed my commute and drove an approximately 30 km longer route through a forested area to avoid Hogdal/Högdal and the locations associated with the earlier episodes. According to my observations, there were no telecommunications antenna sites along this alternative route, and during this period I experienced no symptoms. On March 9, 2022, I experienced the most severe episode, including an extreme cardiovascular reaction and a reported heart rate of approximately 250 beats per minute. Abnormally elevated heart rate continued afterward. Following these events, I was subsequently diagnosed with hypothyroidism. Approximately three days after the severe March 9 event, my TSH was reportedly about 5.4 mIU/L. My TSH subsequently continued to rise, reaching approximately 16 mIU/L by August 2022, and hypothyroidism was formally diagnosed on August 3, 2022. I had not previously been diagnosed with hypothyroidism or treated with levothyroxine. Second, after I began using RF/EMF-shielding clothing on March 31–April 2, 2022, I was able to travel by car past antenna sites that had previously been associated with sudden severe illness without experiencing those symptoms during the passages. I am not asking HHS to assume causation from these observations. I am asking that this history be investigated objectively using historical base-station configuration and activation records, RF exposure reconstruction, original medical records, and, where appropriate, controlled blinded testing. Jensen, Ph.D., a public health specialist with a doctoral degree in Communication from the University of Washington (1987) and over 30 years managing public health campaigns. I am the founder of 10 Million Moms for Safer Telecom, a national mother-led movement to protect children from wireless radiation. The number 10 million is near the 3% that can shift culture and drive safer regulations. I operate KidsandEMF.com and WomensMedicineBowl.com, a science and policy resource since 2003. These comments represent my professional perspective, my lived experience, and the concerns of families I have worked with since 2019. 2. What I Have Observed I am both a public health specialist and an individual with documented adverse health effects from EMF exposure -- mirroring what hundreds have reported to me. 2019 -- Onset of EMF Sensitivity: In early 2019, walking in Washington, D.C., I experienced immediate skin burning near a concealed cell tower, after three months at four feet from a router 8-10 hours/day. In Seattle I measured a router at 297,000 uV/m -- far exceeding the Building Biology guideline of 1,000 uV/m for sleeping areas. Shielding it dropped radiation 97% while WiFi remained functional. A warning label could have prevented years of exposure. July 2020 -- Neurological Symptoms: I experienced severe headaches -- my first in 72 years. An ER MRI confirmed a fully healthy brain. Headaches correlated with high-RF environments and resolved when I left them. No practitioner questioned the environmental variable. Six years later, that is still true. February 2023 -- Cardiac Arrhythmia at 36K feet: Aboard a Lufthansa red-eye with active WiFi, I experienced serious cardiac arrhythmia. No exertion or stress was involved. I required PEMF (pulsed electromagnetic field) intervention twice during the eight-hour flight. Cardiologists had found no structural cause; RF exposure was never investigated. RF is well documented to amplify in enclosed metal containers as devices search for signal. This deserves serious federal attention. What Mothers Are Reporting: Headaches beginning when schools installed WiFi. Sleep disruption resolving when routers were turned off. A 5-year-old with a cardiac event leaving a school yard with a cell tower -- now with permanent brain damage. An 11-year-old needing retina surgery with no prior screen safety guidance. Families in buildings with 140+ networks have fewest options. I exclude myself from most social events due to RF exposure. These symptom clusters -- headaches, tinnitus, sleep disruption, anxiety, fatigue, cardiac arrhythmia -- are consistent across thousands of families worldwide. The medical system fails to investigate. The independent science is in the attached Research Brief. 3. What I Am Asking HHS to Do - Update RF exposure limits to reflect post-1996 science, protecting children in schools, hospitals, and elder care - Fund independent research on long-term, cumulative RF exposure -- not industry-funded studies - Require Safe Use directions and distance labels at point of sale for all wireless devices - Establish a federal clearinghouse for RF-associated health symptom reporting - Coordinate with FCC on minimum-distance rules for cell infrastructure near schools and healthcare facilities - Require warning labels on all wireless devices - Commission a systematic review of electromagnetic hypersensitivity (EHS) as a recognized condition - Introduce RF monitoring and mitigation standards to OSHA for workplace protection - Establish federal oversight of the proliferation of embedded wireless transmitters in consumer products -- including children's toys, infant equipment, and smart home systems -- where no agency regulates their inclusion and no consumer consent is required 4. Why Mothers Are the Right Constituency The movements that produced lasting change -- lead paint, tobacco, drunk driving, car seats -- were driven by mothers who refused preventable harm. 10 Million Moms for Safer Telecom supplies that same political will around wireless radiation. We are building toward the 3% social tipping threshold. I urge HHS to treat this RFI as the beginning of a sustained policy process.
