We are an independent electromagnetic energy compliance and radiofrequency engineering company. Our team brings approximately 40 years of RF engineering experience and experience across more than 10,000 cell sites designed, engineered, constructed, and installed. Our submission addresses rooftop worker protection, property owner notification, RF exposure assessment near occupied buildings, antenna exclusion zones, and independent validation of carrier compliance reports. It includes reported field observations and engineering illustrations, with supporting assumptions and limitations identified in the letter. We also present Pasadena and Montebello wireless infrastructure reviews and offer HHS a national infrastructure audit using SCM’s proprietary database and AI agent workflow.
