Alleges directed-energy attacks and organized harassment, describes homelessness, cognitive slowing, dizz…

Greetings. My name is Candice Rutledge, and I am a street cat from Littleton, CO, who is very active via public comment along with the written word (since November 2024) within Arapahoe County, CO, and some of the cities there (primarily Littleton and secondarily Englewood), too. For years, I have been terrorized via DEW/EMF/EMP/RF which has left me with lasting/permanent damage to my baseline health and evidence-collecting devices. Ultimately, I believe all of this to be one part of an overarching fraud scheme involving a cognitive-warfare, organized-harassment campaign against me (also including involuntary eugenics). I currently suspect that these criminal acts are being committed by those who -- for whatever reason -- believe that they can succeed at defrauding 'me and mine'. I believe this because I am an only child, the 'last of my line', and my parents own land within at least 2 states (CO and NE). Although I primarily believe this first reason to be the case, I also believe that there are secondary reasons that I am being targeted, too. Additional reasons include: retaliation through systems that are not secure (whether software-coder-access level, the network-of-devices level, or Salt-Typhoon-ed ISPs ... IDK), especially since I have had a falling out with Lockheed Martin and have become active in expressing my frustration in public ways (especially concerning the terrorism through which I continue to suffer over years). Also, because I am a 'street cat' (homeless by choice to avoid a home that was being invaded, plus to not be as much of a stationary target as before), the bad actors who believe that they can prey on me for billables by causing chaos in my life: such as the medical and mental 'services' – abuse in disguise -- toward which many of us street cats are being funneled these days (while the government is constantly under pressure to fund those loops). So, back to the EMF/RF ... anyway, I have often experienced electrical phenomenon in regard to 'places of politics' (Arapahoe County, CO, HQ during public comment one time; Arapahoe Community College Art Center one night; State of Colorado capitol building, and the Littleton Municipal Courthouse on more than one occasion but the worst was while watching court for a friend) as well as 'out in the field' (often noticing police vehicle presence around the time that I feel unwell but now other vehicles being used for likewise cognitive/EMF/RF warfare, too). Now, after so much trauma: I am slightly-but-noticeably dizzy, slower than before (especially in regard to thinking about topics that are complex until some time has passed before I go 'oh yeah ... I should have thought of XYZ'), and -- when all else is quiet -- I can hear the tinnitus-like 'fry' that fills my mind/nerves when I really should have some peace. Also, I am so sensitized to these hazards by now that I often notice other potential electrical hazards. Though, I often feel as though my concerns go unheard by authorities (despite knowing that there may be a potential hazard to health when I spot such issues), and communicating these problems is difficult to do ... especially to those who have not been through similar experiences (though, I really hope no one else goes through this Hell on Earth). Additionally, I have detected high RF in the Lucky U (Englewood, CO), and people have tried to give me the perception of 'being Xrayed without consent' in the hall of a hospital wing (formerly Swedish Medical Center -- now known as 'Health One' or something like that) within Englewood, CO. Because it is difficult for street cats to have their rights respected and ultimately see justice done on their behalf, there is reason for me to suspect that we street cats are being used as money mules for god knows what ... DEW/EMF/EMP/RF/microwave issues are invisible and remain unknown by most to the point that nobody wants to believe us (while those who do are too afraid to acknowledge lest they become a victim of 'all of this nonsense', themselves, plus it is hard to prove and easier to call us all crazy and 'sweep us under the rug'). I have had 2 body cams break due to a single EMP strike during an argument with police, and I also suspect that police are being directed in some digital way than they would otherwise behave if they were not reading something to do to us that is being insecurely transmitted to them ... but, what can a street cat do besides try to tell the feds [you!] through channels like these (when the FBI and CBI and other agencies are all confused by APTs like Salt Typhoon – probably domestic and not Chinese at all -- and others)?
