Before the Federal Communications Commission Washington, D.C. 20554 In the Matter of Reassessment of Federal Communications Commission Radiofrequency Exposure Limits and Policies ET Docket No. 13-84 COMMENTS OF JANET DAVENPORT This filing provides comments from Janet Davenport in the above-referenced proceeding. I am a member of the public concerned with the unaddressed potential health and environmental risks of radiofrequency (RF) radiation from wireless infrastructure and devices. SUMMARY I am filing a report for a friend who is so sick with EHS that she can't even use electricity let alone get online to comment on her condition. She is an individual consumer living in Australia. Janet had to have the wiring in her home restructured so that all other wiring was separate from it. She uses no electricity and keeps warm during winter using candles. With exposures to wi-fi, mobile phones and cell towers, within 3 minutes she suffers severe migraines and begins vomiting. It can take her weeks to recover from simple exposures so for the most part she is completely isolated with no support from anyone. As I have EHS too, we write to each other and have done for years. It helps her not to feel so alone. I know Janet would like to see awareness raised on EMF dangers and protocols set in place to protect vulnerable sensitive people like herself. ARGUMENT Janet understands the full effects that EMF can have on the human body from her personal experience. She also gets printed newsletters and magazines to keep her updated on EMF research. Some of the points she would like to illustrate on these effects include: 1. The Effects of oxidative stress on the body including cancer, free radicals, blood chemistry. Oxidative mechanisms of biological activity of low-intensity radiofrequency radiation - PubMed 2. The acute health effects caused by smartphones and antennas which have proven to cause red blood cells to rouleaux creating hypoxic conditions in the body. CONCLUSION Accordingly, I strongly urge the Commission to, under the weight of the scientific evidence, find that the current RF exposure limits are insufficient to protect public health and the environment. Please create meaningful EMF standards. Good effects will redound in human health and our beloved natural world, and will stimulate our economy. My own story: Awareness of EMF sensitivity came to me after 54 years of age. Perhaps that’s when SmartMeters and a nearby Verison hotspot came in, or — as effects are cumulative — maybe that’s when my bucket overflowed, so to speak. My sensitivity spiked on a single day, after a medical test that day. Thereafter, there was no place in my house I could sleep before purchasing a sleep canopy — which is fragile, difficult to maintain, and does not stop all EMFs. And I continued to lose health from daytime exposure. I had a breast cancer operation in 2008, and was diagnosed with Hashimoto’s disease thereafter. I sold that house and moved. As you doubtless know, there are many, many symptoms which vary per human body and source, focus, direction, timing, and power of signal or flow. I seem sensitive to all three types of EMFs. Inability to sleep and feeling unwell are perhaps the words to describe my most abiding symptoms. Before selling my unhealthy house, from which I couldn’t move before finding a healthy place, I got down to 88 pounds (height 5’5”) despite eating 5000-6000 calories a day. After four years of recovery in a healthy-EMFwise location, seldom venturing into the world, I’m back at 120 pounds and feeling good. Hashimotos disease has disappeared. But my EMF sensitivity continues to grow, despite my seeking medical and energetic cures. I am unable to withstand exposure in work places, so I can’t work; a doctor exempted me from jury duty; I am grateful for protective film in my car windows. I laugh: I am one of the few to benefit from Covid precautions; six feet of distance in checkout lines makes others’ cell phones easier to bear. Monetary costs are of course significant: selling and buying houses, cancer treatment, seeking medical remedies to EMF harms, being unemployed. One knows that my new house may become untenable too, since the telecommunications industry calls the shots. I know others who are EMF sensitive. One is housebound at 50. Others don’t want it known that they are sensitive or feeling unwell, beset, pained. One of my silent EHS friends is an M.D. Another is a school official. I imagine that these standards would limit most stringently the harmful frequencies currently in common use (frequencies originally used, as I hear, in military weapons research). If I were in your position, I would favor the building biology guidelines for dwellings and places where children or the sick congregate. Knowing that those limits will be exceeded many places, work toward safety would be done in stages, first with no new installation or upgrades permitted in impacted areas; second with phased reductions in permitted output of damaging EMFs. Much more healthful frequencies exist, and technological improvements to favor health can offer great economic opportunities and environmental improvement. Some healthier options are already available, but cannot compete against the entrenched practices while those are allowed to set the standard. I wish courage, far-sightedness, and compassion to attend you in your considerations.

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally because: As a beekeeper, I have personally seen the effects of 5g wireless radiation on our pollinators. We had a 5g tower installed less than 5 miles away several years ago. After the towers installation, I began to have excessive bee colony deaths over the winter. This had not been an issue with my colonies prior to the towers installation. In addition, to the bee losses, I began to experience an increase in headaches when at home. As a nurse, I began to do research and learned there is emerging evidence of the health implications for both animals and humans from 5G technology. I was appalled at how communicatuons companies and the FCC have failed to conduct any independent research on the effects of their technology! This is unacceptable! Further, the towers are unsightly and decrease property values and are bypassing any resident input on their placement. I urge the FCC to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues identified by the court.

The FCC should admit that it has caused severe health consequences to millions of Americans. Some of these consequences are due to the Smart Grid, which pulses astronomical levels of radiation into people's homes. Please see documents submitted under comments number 202609253096515102 and 20260924206082875. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. The FCC has no mandate to protect the public health and should not be doing this. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. The FCC should hand off the duty to protect the public health to agencies that are mandated to do so.

Man made EMFs have been forced upon us without adequate safety studies. Now that the studies are out, we can know how harmful tech EMFs are and something needs to be done about it. Our children are being harmed by this radiation and we need SAFE technology. Please put this at the forefront. We can't let our children be harmed by this cancer causing infetility causing and on and on. Netherlands, Findland and Sweden are doing something about it. Why is the U.S. always the last to protect the children?

I am extremely concerned that the extreme ubiquity of wireless devices everywhere and of wireless phone towers everywhere has not been properly studied. I strongly urge the federal government to immediately take steps to retroactively study the exact timing, frequency bands and strength, and locations of different types of EMFs from all cell phone towers which encourage wireless devices everywhere as well as a retroactive study of the same data from all other towers emitting EMFs, including radio and TV towers, police communication towers and antennas, fire department towers and antennas, private corporations and private towers and antennas, CB towers and antennas, airport towers and antennas, private airplane towers and antennas, and all other forms of towers and antennas in order to be able to identify cummulative EMF exposure in specific areas. Create a overlapping radius of local and nearby overlapping radius of adverse health impacts of EMFs, using all sources of local medical diagnoses including the data from Medicaid and Medicare wiped clean of personal identifiable information (all contact info, exact age, name, relatives, emergency contacts, photos, and all data that may be used to identify a specific person), where addresses can be categorized into areas influenced most by specific tower(s), and ages categorized by 5 year groupings. Then, collect by zip codes surrounding the nearby hospitals; urgent type care facilities; endocrinologists and other handling diabetics and those with blood sugar control issues; eye doctors who test IOP and or do retinal and macular imaging for potential blindness warnings; to be cross referenced with suspected and related adverse health occurrences from various types of EMFs. This would include out-of-control diabetic Blood Sugar; Intraocular pressure (IOP) causing glaucoma; sleeplessness, difficulty falling asleep or staying asleep for 7-9 hours; Generalized Anxiety Disorder (GAD); ADHD and related anxiety and attention focus disorders; cancer--all forms, broken down by type; sepsis and other infections; cardiac disturbances of rate, rhythm, blood pressure, EKG findings; epilepsy; tinnitis; and other issues being associated with EMFs, including increased death rates. The SARS ratings on mobile devices need stricter regulation to make them more accurate and more useful for purchasers to know the actual strength of the EMFs in terms of exposure time and SARS rating likely to produce various symptoms for various chronic illnesses. The current SARS ratings are unreliable for most predictive uses, and this needs to change. FCC should compile available information and make it available to the public in a useful way. FCC should outlaw mobile devices with SARS ratings known to cause problems that lead to pre-mature death. Perhaps a second measurement should be added to the SARS rating. From 2002 to 2018 a nature sanctuary in Iowa County, Wisconsin was isolated from cell towers being much lower than much of the surrounding area, and while the insects and the bees were dwindling in that surrounding area where cell phones received sufficient signals to be used. The area inside this nature sanctuary never received sufficient cell signals for any use whatsoever until 2019 when some phones began to ring or were able to sometimes be used within that sanctuary, and at the same time, remarkably the number of insects began to decrease by about 50% in a fairly rapid decline, and some bee hives on the property that had always thrived began to suffer some disassociation for the first time. Based on my observations, the rapid decrease was associated almost identically with the timing of the penetration of mobile cell phone signals into the area for the first time in the history of that nature sanctuary based upon the fact that the cell phones began to ring there for the first time in history and the fact that people were able to find places their cell phones worked deep in the central area where people did group activities together for the first time in history in 2019. Based on my repeated confirmation of this first time during 2019 on at least a monthly basis and at times more often, I concluded that I was observing that EMFs from the mobile phone cellar towers were the primary reason that bees were leaving the hives and unable to find their way back to the hives to which they belonged in this situation. There were no neonicinoid exposure in this area. In fact, this entire large sanctuary had never had any pesticide applications whatsoever for decades going back at least 50 years. In this way, pesticides can be ruled out as the new cause of the sudden decline of bees and insects in this special area that had been geographically protected from nearby farms which were on much much higher ground than the overwhelming bulk of this sanctuary through which a small creek meandered. Other surrounding area with different ownership was also mostly composed of the same woods and forest that surrounded this entire sanctuary property, and those woods and forest started at about the same altitude as the bulk of this carved out nature sanctuary, resulting in almost no cell phone coverage until 2019 on the back roads leading to this sanctuary and these farms, some of which raised cows, often seen in the woods. This nature sanctuary also had a tall grass prairie in it, where the cell phones also did not work until 2019. It had hills that rose up higher than that tall grass prairie but lower than surrounding adjacent lands owned by other folks, some of which contained a natural burial section, but again the cell phones did not work on this property until beginning in 2019 which was remarkably the exact time that several people began remarking about the rapid decrease in flying insects and some loss of bees in bee hives for the first time. The information in Arthur Firstenberg's books must be considered by FCC and incorporated into policies to restrict EMF harm to people that has long been recognized in his books by millions of people: The Invisible Rainbow: A history of Electricity and Life; The Earth and I; Microwavng our Planet: The Environmental Impact of the Wireless Revolution (Cellular Phone Task Force, 1997). He documented the basic fact that everytime a new EMF environmental source technology was introduced, starting at least with the telegraph, that a new bumb followed in the death statistics where that new EMF technology was being used to the extent it radiated outward from the source. Since non-ionizing radiation does this, that amazing fact has huge implications that these EMFs represent a source of physics dynamics that has not been sufficiently explored by science to identify the full characteristics of this energy source that departs from the more traditionally acknowledged energy sources and fuels. My personal experiential observations after the fact of installation of electric smart meters on the houses in my neighborhood on the opposite side of my block, when I remained uninformed and unawares of that installation in the mid-to-late 2010s, resulted in the sudden development of high IOP eye pressures that are known to call fast and sudden permanant loss of vision in people of Asian and Native American descent who have narrow angle glaucoma that does result in fast and sudden permanent loss of vision forever, which is a serious human health disability that must be avoided at all costs instead of let loose without regulation to harm human beings exposed to the EMFs that cause these IOP eye pressures to skyrocket upwards with this devastating effect. This requires quick action where the lens of the eye requires laser surgery to make a hole for the buildup of liquid pressure in the eye to escape before the person with narrow angle glaucome becomes permanently blind in this way. Other Americans of European descent tend to have increased IOP eye pressures from EMF exposures also, but the eye pressures doesn't skyrocket upwards super fast in open angle glaucoma where the IOP eye pressure raises much slower, allowing more scheduling in the timing to do that same laser surgery. After EMF smart meters were placed on homes in California, medical records were used to prove that number of people developing high IOP eye pressures suddenly raised, often happening to more than one person in a household immediately after the electric smart meters were introduced. Very similar situations developed with California electric smart meters pertaining to sudden near-death explosions in dangerous levels of very high blood sugar that developed in many households, often being diagnosed in more than one household member in the same time period or at the exact same time shortly following the installation of electric smart meters. It is very serious that people with closed angle glaucoma could go blind permanently from EMFs, and the bands of those EMFs must be identified and power levels determined that are associated with this permanent blindness, and those causes must be removed without delay from the US EMF tower system and cell phone usage system. It is very serious that people can develop rapid onset dangerously high level of diabetic level blood sugar that goes out of controllability at the 800 level range and the 900 range and however high that blood sugar is able to go when the person's life in that danger zone. The power levels and bands associated with this potential death threat and any permanent harm from out-of-control rising blood sugar must be banned from EMF usage across the USA in order to protect the lives of all Americans--none of which can be Constitutionally viewed as disposable by any government entity in the USA, especially FCC which has acquired a rather odd and reckless reputation for ignoring these problems which have been recognized in California courts as sufficiently documented rationally for the California Court System to order the mandatory removal of these EMF smart meters for electric usage at some point in the past. The fact that a pattern of such cases with out-of-control blood sugar developed in many houses shortly after the California electric smart meters were installed and that some houses had multiple victims of this sudden onslaught of out-of-control blood sugar shows that there is is a sufficient causal relationship that must be explored to protect people's from Type 2 diabetes or whatever. The FCC has failed to give proper consideration to the adverse health effects of EMF technologies to date, and this disregard of potential death from insufficient FCC regulation of this dangerous technology must change immediately going forward.

Wireless radiation standards in the U.S. are outdated and severely deficient. Thousands of independent studies have shown that there are numerous ill effects from RF/EMF, such as oxidative stress, cancer, and neurological disorders. I've been very sensitive to RF/EMF for many years, and unfortunately, levels continue to get worse. I have neurological symptoms from exposures. I've had to make accommodations to my living environment (e.g. special shielding) to try and limit my exposures. I'm currently looking for a new place to live because my exposures from neighbors have gotten so bad (e.g. wireless routers on 24 hours a day, Tesla cars charging all night long, which cause magnetic field levels in my house to double or triple, etc.) Thank you for reaching out for feedback.

I urge the FCC to respond to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The current guidelines do not adequately protect humans against harmful effects of RF radiation unrelated to cancer. The impact of RF radiation on both adults and children are serious matters and the FCC and critical federal health agencies, including the U.S. Department of Health and Human Services, should rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally because my husband developed a severe reaction to electromagnetic radio frequencies after contracting Lyme Disease. He experiences a very specific type of headache with exposure to wifi routers, cell towers, and all types of electrical devices. We have to shield our computers with nickel shields to reduce his exposure; and we do not have wifi in our house and we use ethernet only. There is an elementary school adjoinnig our property, and these children need protection. Cell towers are being placed on school property, church properties and at parks, all places where children are being harmed. I was a public school nurse in the 1980's and am well-aware of the types of diseases children faced in that era. They were few. Today, children are sicker than ever. They need protection from harmful influences, including radiation. I urge the FCC to give meaningful consideration to personal experiences and evidence and to fully address each of the issues identified by the court. Do not put off this important matter.

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. This issue matters to me because my life, my career and my health has been irreparably harmed by the ubiquitous and insidiously ever increasing RF exposure. I am unable to live a normal life or perform in my career. My family has ostracized and then accepted my situation, although visits are fewer and short due to their dependence on their devices for their being and livelihoods. It breaks my heart to watch them utilize their wireless devices and to realize they have no choice in today’s world and recognizing the difficulty I have experienced by not using them and doing my best to avoid the RF radiation. I have had to become a recluse and cannot even go to a city park as they all have towers, placed there to avoid public scrutiny. Fear of being ostracized goes to a whole new level because the device addiction predicates that people are afraid to know or literally do not want to know deleterious effects of RF radiation. While I was still practicing medicine, I came to recognize that people would rather swallow poisonous chemicals with multiple side effects (otherwise known as pharmaceuticals) or have the AV nodes in their heart atria burned (“ablation therapy”) and undergo chemotherapy rather than recognize the cause of their anxiety, lack of cognition, insomnia, headaches, joint pain, insulin resistance, type II diabetes, high blood pressure, tachycardia, a-fib, cancer, etc., etc. I have researched the subject and written a book, still yet to be published because I was warned it would never be picked up by major publishers as they will not bite the hand that feeds them. Media rarely touches the topic for the same reason. Yet thousands upon thousands of people continue to proliferate their ownership and use of wireless devices while increasing their “pills for the ills”, undergoing procedures and opting in for surgeries, because, you know, “my insurance pays for it”. It is estimated that thirty percent of the population is experiencing symptoms from RF radiation exposure. If an evaluation of the pharmaceuticals used to address symptoms were included in that analysis, then 98% of the population would be shown to have one or more symptoms from the man-made frequencies that the FCC has allowed to proliferate in our environment at an unprecedented rate with no regard for safety. The FCC’s failure to adequately protect humans was seemingly purposeful since it has allowed legislation to pass in 1996 that prohibits communities and people from objecting to towers and antennae placement based on health or environmental influence. The FCC is a captured agency via lobbying and the the revolving door of the wireless industries’ and FCCs board positions and in my not-so-humble opinion, the agency should be dismantled. My ‘opinion’ is also supported by complete disregard of the Court ruling that directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. That’s right - on August 13, 2021, the D.C. Circuit ruled the FCC failed to provide a reasoned explanation for its determination. Specifically, five years ago, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. In July 2026, the FCC adopted a fourfold increase in power limits for wireless devices, with no public health analysis of what that would do to exposure. It has moved to end environmental safety reviews for cell tower projects. This is unfathomable! The FCC has an immediate obligation to fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. Since the FCC is not a health agency and does not have expertise in medicine, biology or public health, it must work with the HHS and other health agencies to evaluate the plethora of studies that DO show harm. WE DON’T NEED MORE STUDIES. Other countries have been gracious enough to provide valid studies that prove harm. Yet, the FCC continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public.
