These persistent experiences have presented challenges in carrying out my work in the energy sector. I am seeking appropriate medical evaluation and objective environmental exposure testing, without asking HHS to presume a particular cause.\nI respectfully urge the Department of Health and Human Services to consider the needs of civilians who report persistent, unexplained health concerns but may lack access to specialized medical providers, independent exposure assessments, or research programs.\nMy recommendations include affordable and independent environmental exposure testing; clear, accessible information about exposure measurements and their limitations; evidence-based clinical guidance; privacy-protective public-health reporting; independent long-term research; opportunities for civilian participation in research; and equitable access to evaluation regardless of employment status, income, or whether a formal diagnosis has been established.\nA suspected association between an environmental exposure and a health concern does not establish causation. However, uncertainty should not prevent people from seeking appropriate medical assessment or obtaining reliable information about their environment.\nI ask HHS to consider these access and assessment barriers when evaluating RF/EMF exposure, setting federal research priorities, and developing future public-health recommendations. My full statement is included as an attachment and provides additional detail and recommendations.\nThank you for considering my comments.","attachments":["https://downloads.regulations.gov/HHS-OASH-2026-0397-5279/attachment_1.pdf"],"attachment_inventory":true,"withheld":false,"source":"https://www.regulations.gov/comment/HHS-OASH-2026-0397-5279","tags":["research-evidence"],"source_hash":"c7d74fac19a14ce971df3d93bcc4998022a2af3f10dad8ff82b9b161a0d64be1","slug":"research-evidence-comment-5279","classification":{"id":"HHS-OASH-2026-0397-5279","body_sha256":"b66a16ca585e49c5898ebe9a7032e4b6d80c74a20cf4ba30d2466257a66d0acd","status":"ai_reviewed","primary_topic":"ahi","topics":[{"id":"ahi","evidence":"cerns.\nI have experienced what I describe as Havana Syndrome–like effects on an everyday basis since the spring of 2014.
