HHS-OASH-2026-0397-1198 https://www.regulations.gov/comment/HHS-OASH-2026-0397-1198 Bright blue-white headlights make driving more stressful and difficult, even at 35. They crowd out all other information, meaning that it's harder to see anything at all behind them including pedestrians or bicyclists. They make gauging the speed of oncoming traffic more difficult to assess. Bigger vehicles with these lights are also set high enough that their headlights shine directly into a regular car's windshield, and automatic systems are no help for that. The automatic systems require light from other sources in order to dim themselves, so if the other car has normal headlights the systems are useless. These are not a problem on white headlights without the blue frequency, and yellow headlights are even better. There is something in the blue wavelengths that taxes the eyes more and increases the effort needed to drive safely.
