Kennedy, Jr.\nSecretary\nU.S. Department of Health and Human Services\n200 Independence Avenue, SW\nWashington, DC 20201\n\nRE: Public Comment on Request for Information (RFI) regarding Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure (Docket No. HHS-OASH-2026-0397)\n\n\nFCC Faulty Exposure Safety Standards:\nOne of the things I learned is that the FCC exposure limits neglect to account for accumulated exposure.  Their standards are for exposure related to a few minutes and up to 40 minutes.  We are all generally exposed to EMF/RF frequencies for more than 30 minutes.  So, there is no such thing as \"safety\" based on FCC limits.  \n\nDoctors Untrained at Nonthermal Dielectric Burning:\nAlso, the FCC and mainstream scientists and doctors generally hold the attitude that \"If the given EMF/RF are not thermally burning a given person, they are not dangerous or harmful, but when they are burning a person, they say, \"That is a rash, not a burn.\"  First of all, the vast majority of scientists and doctors have no training on this matter as they lack the very basic knowledge to know the difference between a myriad of different types of skin rashes and burns.  Next, there are many studies out that clearly show the various harms that EMF/RMF causes at various power levels and frequencies.  The FCC states no harm is being done when clearly it is being done.  In summary, doctors are not aware of or trained in nonthermal burning or dielectric burning when the bodies cells are vibrating at millions of times per second so that friction is caused by rubbing against other cells!!! \nHeavy Metals in the Body Magnify, Amplify, and Radiate Heath Caused by RF/EMF:\nNext, the FCC does not consider heavy metals in a person's body that may reflect, magnify, and/or amplify various EMF/RF.  So, a given EMF/RF can be hitting a victim at a given power and frequency only to have the effects of the EMF/RF change in effective power upon hitting the victim’s body.  This is a way for the FCC to hide and keep the discussion focused on the power of the EMF/RF before it hits the person's body and not after it enters the person's body.  \n\nThe Heavy Metals of Polonium and Hafnium can be Delivered into the Human Body by RF/EFM:\nIn my case, hafnium and polonium are those amplifiers.  Polonium and Hafnium can be ingested through a plasma process of RF/EMF.  These particles can be in the air, caried by RF/EMF and ingested into the human body.  The Polonium later turns to Lead-206 which is kept in the body and in the bones. \n\nRF/EMF can be Pulsated Like a Rifle to Cause More Physiological Damage while at the Same Time it Hijacks or Interrupts the Software of the Brain – This is Termed Entrainment: \nNext, the FCC does not consider the pulsating nature of EMF/RF frequencies.  There are frequencies that are sent out and sent in pulses where the given frequency goes extremely high every second or every other second.  The FCC likes to claim averages.  The FCC can then claim the averaged power of a group of pulses is low.  The problem with this FCC method of measuring is that when the power of EMF/RF is sent to the victim in very high bursts of power separated by lower bursts of power, there is an effect called \"entrainment\" where the sudden burst a t very powerfully in a strategic way.  \nWhat happens is the pulsating bursts literally hijack a person's organic electrical system and change it which dysregulates and scrambles a victim's electrical software system, it is called \"entrainment.\"  When EMF/RF highjacks and scrambles a victim's  organic electrical system, Once a victim's organic electrical system has been changed, the victim's body can take on a myriad of melodies such as neurological symptoms, loss of vision, loss of mobility, dizziness, headaches, cognitive dysfunction, the ability to swallow, loss of weight, pain in the ears, tinnitus, balance issues, eardrum pain, headaches, neurological collapse, executive collapse, disassociation, phantom limbs, pins and needles all over the skin, internal body vibrations, tremors, convulsions, and almost any neurological symptom imaginable.  \n\nEntrainment Allows the Weaponized System to be Under the Safe Averaged Wattage and Exposure Limits of the FCC, etc.\nThese pulsating, amplified, and cumulative EMF/RF waves are weaponized by these strategic and tactical leverage dynamics while at the same time, they look like pure innocence because they are \"under the FCC's 'safe limit!'\"  The problem is as the saying goes, \"The devil is in the details, which everyone neglects to take into consideration.  The details can be everting.  Not investigating, not questioning, no researching, not looking, not seeing, not studying, and not knowing is not an excuse that will do any of us any good.
