Introduction\n\nDirect Energy Weapons Agency, Inc. sincerely thanks the U.S. Department of Health and Human Services (HHS) for inviting public participation in its review of electromagnetic fields (EMFs), radiofrequency (RF) radiation, wireless exposure, and potential health effects.\n\nIncorporated in 2021, our organization advocates for civilians reporting unexplained neurological and physical symptoms they believe may be associated with directed-energy exposure or assault.\n\n2. Our Experience and Background\n\nOur organization stepped forward to collect civilian incident reports because people repeatedly told us they could not find an agency willing to document their experiences.\n\nWe could not stand by while Americans were suffering and feeling that their country did not care. Despite limited resources and no physical investigation facility, we established a process to receive complaints, conduct case reviews, and prepare incident reports.\n\nTo date, approximately 1,000 civilians throughout the United States have submitted incident reports to our organization.\n\nComplainants describe unexplained pain, burning sensations, vibrations, pressure, sleep disturbances, hearing unusual sounds or voices, and other neurological and physical symptoms.\n\nComplainants stated in their reports that they have no mental health conditions and that their injuries are often misdiagnosed.** Many believe someone is remotely operating wall-penetrating energy devices against them inside their homes.\n\nAlthough these reports do not independently establish the cause of symptoms or confirm exposure to particular technologies, the suffering described deserves medical attention and scientific investigation.\n\nWe have contacted federal security and investigative agencies seeking assistance but have not received a substantive response.\n\n3. Medical Research and Our 6 Pillars Proposal\n\nWe are concerned that civilians experiencing unexplained neurological symptoms lack access to coordinated medical evaluations.\n\nDEW Agency developed its proposed **6 Pillars Baseline Neurological Tests** to encourage comprehensive medical assessments:\n\n1. Balance and Vestibular Testing:** Evaluate balance, dizziness, and inner-ear function.\n2. Extended High-Frequency Hearing Tests:** Identify hearing changes beyond standard assessments.\n3. Cognitive Processing Testing:** Assess memory, attention, and reaction times.\n4. Automated Eye Tracking:** Evaluate eye movements and visual function.\n5. Advanced Neuroimaging (DTI):** Consider specialized brain imaging when medically indicated.\n6. TBI Blood Biomarkers:** Evaluate appropriate use of brain-injury biomarkers, including GFAP and UCH-L1.\n\nWe ask HHS and the National Institutes of Health (NIH) to evaluate this proposed framework and determine which assessments may benefit civilians reporting unexplained neurological symptoms.\n\nOur goal is to identify and treat measurable health problems without requiring patients to first establish what caused their symptoms or whether a crime occurred.\n\n4. Recommendations for Federal Action\n\nWe respectfully request that HHS:\n\n1. Establish a national reporting system for civilians experiencing unexplained symptoms they believe may involve RF/EMF exposure.\n\n2. Support independent medical and scientific research into reported symptoms and potential causes.\n\n3. Collaborate with the FCC to improve exposure monitoring, detection technology, and public safety education.\n\n4. Encourage development of affordable residential RF/EMF monitoring and alarm systems capable of detecting potentially hazardous emissions.\n\n5. Develop medical evaluation guidelines and referral pathways to ensure respectful, evidence-based care.\n\n6. Coordinate with appropriate agencies regarding concerns about unauthorized electronic access and technology-related harassment\n5. Request for Federal Collaboration\n\nDEW Agency welcomes an opportunity to assist HHS and other federal agencies by continuing to receive, organize, and refer civilian reports under an authorized arrangement.\n\nWe are willing to discuss sharing anonymized information from our records to support public health research, subject to appropriate privacy protections.\n\n6. Closing Statement\n\nPeople are suffering today. They need medical answers, scientific investigation, and a safe place to report their concerns.\n\nWe respectfully ask HHS not to overlook civilians simply because the causes of their symptoms remain unexplained.\n\nThe United States should lead in medical research, public health protection, and the responsible evaluation of emerging technologies.\n\nThank you for giving organizations such as ours an opportunity to be heard.\n\nRespectfully submitted,\n\nDirect Energy Weapons Agency, Inc. \nwww.DEWAgency.org \nTel: 781-561-8753 ","attachments":["https://downloads.regulations.gov/HHS-OASH-2026-0397-5041/attachment_1.pdf"],"attachment_inventory":true,"withheld":false,"source":"https://www.regulations.gov/comment/HHS-OASH-2026-0397-5041","tags":["health-experiences","sleep-cognition","policy-standards","research-evidence"],"source_hash":"e7cb37ad84fa0e2ba9b6d02d575dfb0181bb1abd95e5955dbdcd28b8b0cea8d7","slug":"health-experiences-comment-5041","classification":{"id":"HHS-OASH-2026-0397-5041","body_sha256":"e2c1663a356e457d533c3f96ef6b67cb36ae2de2948f366a4394ab6e1fb8d72d","status":"ai_reviewed","primary_topic":"directed","topics":[{"id":"directed","evidence":"symptoms they believe may be associated with directed-energy exposure or assault.\n\n2.
