Official documents and test results obtained across these four jurisdictions reveal significant shortcomings in SAR testing procedures, the transparency of proprietary power-management algorithms, and the oversight of mobile phones.\n\nWe therefore submit the attached report, prepared for both the HHS and FCC consultations, bringing together this documentary evidence, scientific findings, and specific recommendations to strengthen independent testing, regulatory transparency, and public health protection.\n\nPublic health protection cannot wait. Authorities must act now to inform smartphone and connected-device users that these devices should no longer be kept in direct contact with the body or head.\n\nThis simple preventive measure is especially important for children, pregnant women, and workers who use these devices extensively.
