When the phone is used for virtual reality viewing, the head absorbs 50% of the energy.\nDiscussion\nIn summary, compared with adult models, children experience two- to three-fold higher RF doses to: 1) localized areas of the brain when a cell phone is positioned next to the ear; and 2) the eyes and frontal lobe when a cell phone is used to view virtual reality. These findings raise serious questions about the current approach to certify cell phones; particularly the use of the SAM.\nIn 2012, the U.S. Government Accountability Office advised that the test system used to estimate human exposure\nConclusions\nOur findings support reexamination of methods to determine regulatory compliance for wireless devices, and highlight the importance of precautionary advice such as that of American Academy of Pediatrics (2016). The Academy recommends that younger children should not use cell phones, and that prudent measures should be taken to eliminate exposure (e.g. using devices for amusement or education only when all wireless features are turned off – in “airplane mode”) or to minimize exposure (e.g. ...\"\n\nhttps://www.sciencedirect.com/science/article/abs/pii/S0013935118302561?via%3Dihub","attachments":[],"attachment_inventory":true,"withheld":false,"source":"https://www.regulations.gov/comment/HHS-OASH-2026-0397-6594","tags":["child-development","exposure-places","policy-standards"],"source_hash":"b69419c9a30faf6d2bc875d51c1412a27f692ddb39c9de19d1d7031d1b0e5f28","slug":"child-development-comment-6594","classification":{"id":"HHS-OASH-2026-0397-6594","body_sha256":"74db2a8a7009d070c97967ed432f0cacf583ea08039be45748946ecb204643d5","status":"ai_reviewed","primary_topic":"children","topics":[{"id":"children","evidence":"children experience two- to three-fold higher RF doses"},{"id":"standards","evidence":"reexamination of methods to determine regulatory compliance"},{"id":"research","evidence":"Our findings"}],"summary":"The commenter supplies a research excerpt describing modeled differences in children’s RF absorption and recommending reconsideration of device compliance testing and precautionary advice for children.","reviewed_at":"2026-10-28T23:54:32Z","review_method":"Full comment-text review with exact source evidence; attachments not reviewed","review_source_sha256":"c9ab943d1f509126a744bcb46103787ee2fef2d06c6f9666ebbb18096e035dfc","source_url":"https://rfsafe.net/hhs-comments/data/catalog.json","scope":"Original comment body; attachments excluded"},"forum_topics":["children","standards","research"],"primary_topic":"children","forum_title":"The commenter supplies a research excerpt describing modeled differences in children’s RF absorption and …"}
