As technology density grows in homes and schools, federal guidelines must urgently account for the heightened biological vulnerability of children.\n\nWe request that HHS incorporate the following science-based protections into its safety evaluation and public guidance:\n\nChild-Specific Absorption Modeling: Current federal guidelines are based on adult male anatomical models. Research demonstrates that children—due to thinner skulls, smaller head dimensions, and higher tissue water content—absorb up to twice as much RF radiation into their brain tissue and up to ten times as much into bone marrow compared to adults.\n\nImpacts on Developing Neural and Cellular Systems: Review peer-reviewed evidence showing that non-thermal RF exposure can induce oxidative stress, mitochondrial dysfunction, and altered intracellular signaling in rapidly dividing, developing tissues.\n\nPublic Warnings and Device Labelling: Issue clear public health warnings regarding cell phones and wireless devices. Recommend practical limits, such as keeping devices away from the body during transmission, using speakerphone, and avoiding cell phone use directly against a child's head.\n\nSchool and Childcare Environment Limits: Establish guidelines for educational settings, including favoring wired ethernet over Wi-Fi in early childhood centers, turning off Wi-Fi routers when not in active use, and restricting small-cell deployment directly adjacent to school grounds.\n\nWe urge HHS to align U.S. policy with international precautionary standards and provide clear, actionable guidance to protect developing children.\n\nSincerely,\nAbigail Crowe","attachments":[],"attachment_inventory":true,"withheld":false,"source":"https://www.regulations.gov/comment/HHS-OASH-2026-0397-3852","tags":["child-development","biology-metabolism","exposure-places","policy-standards","research-evidence"],"source_hash":"7f07d266b824f58e8bd66c86f57d0207af366ee59ee3c12240e1be56a29def83","slug":"child-development-comment-3852","classification":{"id":"HHS-OASH-2026-0397-3852","body_sha256":"8b44774cb6235e9bae640e5584de9bdbd2df1035763a4fe408cda2535cb009a4","status":"ai_reviewed","primary_topic":"children","topics":[{"id":"children","evidence":"ral guidelines must urgently account for the heightened biological vulnerability of children.\n\nWe request that HHS incorporate the following science-based pr"},{"id":"standards","evidence":"ng in rapidly dividing, developing tissues.\n\nPublic Warnings and Device Labelling: Issue clear public health warnings regarding cell phones and wi"},{"id":"mechanisms","evidence":"wing that non-thermal RF exposure can induce oxidative stress, mitochondrial dysfunction, and altered intracellular signaling in rapidly dividing, develo"},{"id":"optical","evidence":"idelines for educational settings, including favoring wired ethernet over Wi-Fi in early childhood centers, turning off Wi-Fi routers"},{"id":"wifi","evidence":"ernet over Wi-Fi in early childhood centers, turning off Wi-Fi routers when not in active use, and restricting small-cell deployment di"},{"id":"infrastructure","evidence":"ff Wi-Fi routers when not in active use, and restricting small-cell deployment directly adjacent to school grounds.\n\nWe urge HHS to align U.S. "},{"id":"research","evidence":"s on Developing Neural and Cellular Systems: Review peer-reviewed evidence showing that non-thermal RF exposure can induce oxidative stress"}],"summary":"The commenter requests child-specific exposure assessments, research on non-thermal mechanisms, device warnings, wired school networks and limits on nearby wireless infrastructure.","reviewed_at":"2026-10-21T23:43:28Z","review_method":"Complete submitted comment-text review with neutral attributed summaries and exact evidence; attachments and external materials not reviewed.","review_source_sha256":"c3558c3fb6635d7ca00d775756cb78ebd07d07d99b985ee01203366d8fbffc7f","source_url":"https://rfsafe.net/hhs-comments/data/catalog.json","scope":"Original comment body; attachments excluded"},"forum_topics":["children","standards","mechanisms","optical","wifi","infrastructure","research"],"primary_topic":"children","forum_title":"The commenter requests child-specific exposure assessments, research on non-thermal mechanisms, device wa…"}
