The widespread use of wireless technologies, including mobile phones, Wi‑Fi networks, smart devices, wearable technologies, and expanding telecommunications infrastructure, makes this an important public health issue worthy of continued scientific evaluation. HHS has stated that the purpose of this RFI is to assess the current state of evidence, identify research gaps, compare regulatory approaches, and support evidence-based policymaking.\n\nI encourage HHS to place particular emphasis on the following areas:\n\nLong-term exposure research\n\nMuch of the public concern relates not to short-term exposure but to cumulative exposure over many years. Longitudinal studies examining health outcomes following decades of exposure would help address persistent uncertainties and improve risk assessment.\n\nChildren and vulnerable populations\n\nChildren, pregnant women, and individuals with existing health conditions should receive special consideration. Further research should examine whether exposure patterns, physiology, or developmental factors may warrant different risk assessments for these groups.\n\nIndependent and transparent research\n\nPublic confidence depends upon transparency. HHS should prioritize systematic reviews that clearly distinguish between established findings, emerging evidence, and areas where evidence remains insufficient or conflicting.\n\nExposure measurement and real-world conditions\n\nStudies should focus on realistic modern exposure scenarios, including combined exposure from multiple wireless devices and sources commonly found in homes, schools, workplaces, and public environments.\n\nInternational standards comparison\n\nHHS should review and compare domestic and international approaches to RF/EMF exposure standards in order to identify areas of consensus, disagreement, and scientific uncertainty.\n\nPublic information and risk communication\n\nThe public would benefit from clear, accessible information explaining what is known, what remains uncertain, and practical steps individuals may take if they wish to reduce personal exposure.\n\nIn conclusion, I support continued scientific investigation into RF/EMF exposure and health effects. Policymaking should be guided by transparent evaluation of all high-quality evidence, with particular attention to long-term exposure, vulnerable populations, and unresolved scientific questions. Continued research and open public discussion will help ensure that health protections remain appropriate as wireless technologies continue to evolve.\n\nThank you for considering these comments.\n\nYours sincerely,\nDr Stephen Marvin","attachments":[],"attachment_inventory":true,"withheld":false,"source":"https://www.regulations.gov/comment/HHS-OASH-2026-0397-2474","tags":["child-development","exposure-places","policy-standards","research-evidence"],"source_hash":"34de8a514c98ca2088b3e87dd377f81dbc618bf48d9935820894d8bbc874fc49","slug":"child-development-comment-2474","classification":{"id":"HHS-OASH-2026-0397-2474","body_sha256":"dd0c9f7a2f6c67019f3eb9f9b47971d42dee35d6165bfbe11feff67a145e7fc1","status":"ai_reviewed","primary_topic":"research","topics":[{"id":"research","evidence":"to cumulative exposure over many years.
